Intrductin This dcument prvides a step-by-step descriptin f hw t reprt emissins data t the EPA electrnic greenhuse gas reprting tl (e-ggrt) using the Greenhuse Gas (GHG) XML schema. The GHG XML schema cntains all f the data elements needed t cmply with the Greenhuse Gas Reprting Prgram (GHGRP). The schema defines expected data elements and attributes, allwable data frmats fr each data element, and the hierarchical structure and sequence in which data elements are placed within the XML file. These reprting instructins reflect the versin f e-ggrt as f January 31, The GHG XML schema s rt data element is GH12G. The data elements within the schema are related t each ther in parent-child relatinships. The rt data element is the parent f the entire schema. The e-ggrt XML uplad methd may be used fr reprting a facility r supplier s annual GHG data. Hwever, the fllwing actins must be perfrmed using nly the e-ggrt web frms: User, facility and supplier registratin Certificate f Representatin and Ntice f Delegatin signing Facility representative and agent changes Facility and supplier address changes Ntice f intent t nt submit an annual GHG reprt Every XML file submitted t e-ggrt must be well-frmed and cnfrm t the current versin f the GHG schema. Every XML file must cntain GHG data nly fr a single facility r supplier. Reprters are required t submit a single XML file cntaining all emissins data fr a facility r supplier as a cmplete reprt. The XML file must include all f the relevant Subparts. Reprters cannt submit a prtin f a facility's data t add, delete, crrect r update. T make any mdificatin t previusly submitted emissins data, a reprter must resubmit the entire set f emissins data. Each subsequent submissin fr the same facility replaces all f the previusly submitted data. The schema cntains enumerated lists f the units f measures fr sme data elements and allwable values fr sme data elements. Fr rules regarding the unit f measure r allwable values fr a specific data element, please refer t the apprpriate Data Element Definitins table. 8 December 15, 2017 XML Reprting Instructins fr Subpart HH Table 1 Reprting Numbers Number Frmat Runding Percentages Fractins Descriptin CO 2e and CO 2 emissins data expressed in metric tns shuld be runded t ne decimal place. This shuld be dne regardless f the level f data cllectin (e.g., unit-level, facility-level). Quantities less than 0.05 metric tns wuld rund t 0.0 and be reprted as such. Quantities greater than r equal t 0.05 metric tns wuld rund up t 0.1 and be reprted as such. CH 4 emissins data expressed in metric tns shuld be runded t tw decimal places. N 2O emissins data expressed in metric tns shuld be runded t three decimal places. Emissins data fr all GHGs ther than CO 2, N 2O and CH 4 expressed in metric tns shuld be runded t the furth digit t the right f the decimal (ne tenth f a kilgram, r 1 ten thusandth f a metric tn). This runding shuld be applied regardless f the level f data cllectin (unit, facility, etc.). Other (nn-emissins) quantitative data reprted by the user (e.g., a mnthly HHV sample result, an annual prductin quantity) will nt need t be runded. In the case f aggregatin/rll-ups, thse calculatins shuld be perfrmed n the runded values. If a value is reprted as a percentage, then the number shuld be within the range f 0 t 100 (percent). Fr example, 85.5% is reprted as If a value must be reprted as a decimal fractin, then the number shuld be within the range f 0 and 1, (e.g., 1/4 shuld be reprted as 0.25). Leading zeres are ptinal. Key XML Terms MRR: Greenhuse Gas Reprting Rule reference. XML: A markup language fr dcuments cntaining structured infrmatin. The XML specificatin defines a standard way t add markup t dcuments. Its primary purpse is t facilitate the sharing f structured data acrss different infrmatin systems, particularly via the internet. XML Schema: An XML schema describes the structure f an XML dcument. The schema als defines the set f rules t which the XML dcument must cnfrm in rder t be cnsidered "valid". Page 2 Envirnmental Prtectin Agency

9 XML Reprting Instructins fr Subpart HH December 15, 2017 XML file: A file cntaining data rganized int a structured dcument using XML markup. Data Element: An XML data element is used fr string and classifying data in an XML file. Opening and clsing tags represent the start and end f a data element. An pening tag lks like <elementname>, while a clsing tag has a slash that is placed befre the element s name </elementname>. The fllwing example shws hw t reprt the facility s identificatin number: <FacilitySiteIdentifier>23222</FacilitySiteIdentifier>. The infrmatin shaded in blue represents the data element s value. If a data element des nt cntain a value, then a single empty tag name may be used. An empty tag has a slash placed after the element s name <FacilitySiteIdentifier/>. Nte: If yu d nt intend t reprt a value fr a particular data element, then it is recmmended that yu d nt include the data element in the XML file. Attribute: An XML attribute cntains additinal infrmatin abut a specific data element. An attribute fr a data element is placed within the pening tag. The syntax fr including an attribute in an element is <elementname attributename="value">. Fr example, <TtalCH4CmbustinEmissins massuom="metric Tns">. Rt/Parent/Child Element: The schema s structure is like a family tree. At the tp f the tree is sme early ancestr and at the bttm f the tree are the latest children. With a tree structure yu can see which children belng t which parents and many ther relatinships. XML data elements are smetimes referenced in terms f hw they relate t each ther, such as in a parent-t-child relatinship. The tp f the XML tree is cnsidered the rt it is the parent t all data elements within the schema. In the example belw, GHG_Unit_Details is the rt, and just like in many ther family trees, there is mre than ne item with the same name (e.g., Unit_ID ). The easiest way t distinguish these items is by referencing them in terms f their parent-child relatinships, e.g., NCEMS /Unit_ID vs. CEMS/Unit_ID. Please nte the fllwing seven tips n preparing yur XML file: D nt include nn-applicable data elements in yur facility s XML file. The schema cntains many data elements, sme f which may nt be applicable t XML reprters in general r t a particular situatin. If the instructins (definitin tables) d nt reference a particular data element, then d nt reprt r include it in yur facility s XML file. Sequence data elements in the rder specified by the schema. The figures and tables in this dcument depict the prper sequence in which data elements are arranged in the XML file t prduce a well-frmed XML reprt. Enumeratins are case sensitive. Many data elements have a defined set f allwable values, als knwn as enumeratins. Reprt values fr enumeratins exactly as they are defined within the schema, including punctuatin marks. See the definitin tables fr a cmplete list f enumeratins. Schema diagrams depict the hierarchy (r tree structure). The primary purpse f the schema diagrams is t indicate the sequence in which data elements must appear within the facility s XML file and t identify the data elements that are required (must be reprted) and cnditinally required (see last bullet). Required data elements are bxed in red and cnditinally required data elements are nted. Definitin tables prvide details fr required and cnditinally required data elements. The tables are designed t prvide unique instructins fr reprting a given data element, including the list f enumeratins and required units f measure, if defined. As nted abve, there are sme data elements in the schema that are nt applicable t XML reprters r t a particular situatin. Fr example, the OverrideIndicatr data element is used slely by e-ggrt t indicate that the web frm reprter chse t verride the system s calculated value with their wn. These nn-applicable data elements are nt included in the definitin tables. If a data element is nt referenced in a definitin table, then d nt reprt r include it in the facility s XML file. The schema diagrams d nt depict cmmnly used data types. The schema diagrams display almst every data element in the schema except the data elements that are assciated with the three mst cmmnly ccurring data types: Calculated Details Measurement Details Unit Identificatin Details Once defined, these cmmnly used data types (static cllectin f data elements) are assciated as children t every data element in the schema cntaining a measured r calculated value r unit details. These child data elements d nt appear in the diagrams and are nt listed n separate rws in the definitin tables in rder reduce their redundancy. They are hwever, referenced in the definitin tables in the descriptin f their parent data element. Cnditinally required data elements. Cnditinally required data elements are nted in the schema diagrams and the data element definitins tables. If yur facility meets the cnditin specified fr the data element, then the data element is required and yu must include it in yur facility s XML file. If yur facility des nt meet the cnditin specified fr the data element, then d nt include the data element in the facility s XML file. 16 December 15, 2017 XML Reprting Instructins fr Subpart HH This surce categry applies t MSW landfills that accepted waste n r after January 1, This surce categry des nt include Resurce Cnservatin and Recvery Act (RCRA) Subtitle C r Txic Substances Cntrl Act (TSCA) hazardus waste landfills, cnstructin and demlitin landfills, r industrial landfills. This surce categry cnsists f the fllwing surces at MSW landfills: landfills, landfill gas cllectin systems and landfill gas destructin devices (including flares). The XML schema includes the fllwing areas fr reprting fr Subpart HH, as displayed in the reprting diagram: 1.0 Subpart HH Ttal Emissins: includes the ttal emissins fr methane. 2.0 Summary Infrmatin: includes an indicatin f whether the landfill was pen (actively received waste during the reprting year), and if s, the estimated year f landfill clsure (fr clsed landfills, the last year the landfill accepted waste), the year in which the landfill first started accepting waste fr dispsal, an indicatin f whether leachate recirculatin was used during the reprting year and its typical frequency f use ver the past 10 years, an indicatin as t whether scales were present at the landfill, if the landfill used a gas cllectin system, if passive vents and/r passive flares were present at the landfill, the capacity f the landfill, the surface area f the landfill cntaining waste, the type f cver material, and if multiple cver types were used, the surface area assciated with each cver type. 3.0 Active Aeratin Details: includes infrmatin abut the aeratin system used by the landfill. These data elements must nly be included in yur XML file if a methane crrectin factr (MCF) value ther than the default f 1.0 was used in Equatin HH Waste Quantities frm First Emissins Reprting Year t Current Year Details: includes infrmatin abut the landfill s waste dispsal quantities estimated using the methd(s) specified in (a)(3), the types f waste dispsed, and ther details fr each year, starting frm the facility s first year f emissins reprting (i.e., 2010 r later) t the current reprting year. 5.0 Prir Years Waste Quantity Details: includes infrmatin abut the landfill s waste dispsal quantities fr years prir t the landfill s first emissins reprting year including the methd(s) used t determine the annual waste dispsal quantities, the types f waste dispsed, and ther details fr each year, starting frm the year in which the landfill first accepted waste t the year immediately prir t the first year f emissins reprting (e.g., 2010 and earlier fr facilities first reprting in 2011). If waste dispsal quantity data are readily available fr the years prir t the landfill s first emissins reprting year, the schema includes data elements fr reprting the landfill s waste dispsal quantities estimated using the methd(s) specified in (a)(3). Fr years when waste dispsal quantity data are nt readily available, the schema includes data elements fr reprting the landfill s waste dispsal quantities estimated using the methd(s) specified in (a)(4), the histrical ppulatin served by the landfill fr each year Equatin HH-2 is used, and fr pen landfills using Equatin HH-3, the histrical landfill wrking capacity (LFC). 6.0 Gas Cllectin Systems: 6.1 N Gas Cllectin System Details: includes annual methane emissins calculated using Equatin HH-5 fr landfills which d nt have a gas cllectin system. Nte: The schema is rdered such that the infrmatin reprted fr mdeled annual CH 4 generatin cmes after data reprted fr n gas cllectin system details. 17 XML Reprting Instructins fr Subpart HH December 15, Gas Cllectin System Details: includes annual vlume f landfill gas cllected fr destructin; the annual average methane cncentratin f the landfill gas; temperature, pressure, and misture cntent details; the lcatin where destructin ccurred (at the facility, ff-site, r bth); waste depth and surface area fr each area specified in Table HH-3; details abut the gas cllectin system; annual quantity f methane recvered; methane generatin adjusted fr xidatin, methane emissins, and estimated gas cllectin efficiency fr landfills that have gas cllectin systems. Starting in RY2013, the schema includes details abut all measurement lcatin(s) and destructin device(s) at the facility. Fr reprts submitted fr RY2010, RY2011, and/r RY2012, the schema includes details abut the lcatin where destructin ccurred (at the facility, ff-site, r bth);and additinal destructin details (if destructin ccurs n-site); Nte: The schema is rdered such that the infrmatin reprted fr mdeled annual CH 4 generatin cmes after data reprted fr gas cllectin system details. Hwever, yu will need t first calculate the mdeled annual CH 4 generatin using Equatin HH-1 in rder t determine sme f the values reprted fr this sectin. 7.0 Mdeled annual methane generatin fr the reprting year calculated using Equatin HH-1 fr landfills with and withut gas cllectin systems. Nte: The schema is rdered such that the infrmatin reprted fr mdeled annual CH 4 generatin cmes after data reprted fr gas cllectin systems. Hwever, yu will need t first calculate the mdeled annual CH 4 generatin using Equatin HH-1 in rder t determine the values reprted fr each gas cllectin systems subsectin. 8.0 Facility Level Rll-up Emissins: includes which emissin value fr Subpart HH t add t the ttal emissins fr the facility. If yur facility is subject t reprting under Subpart HH (Municipal Slid Waste Landfills), EPA recmmends that yu als cnsider Subpart C (General Statinary Fuel Cmbustin) in yur facility applicability determinatin.
