BACKGROUND Prject Descriptin The rapid grwth f palm il prductin glbally has largely cme at the expense f frested areas. Indnesia, as ne f the wrld s largest prducers f palm il, has received much attentin in recent years particularly frm the glbal cmmunity cncerning the sustainability f its palm il prductin. Cntinued defrestatin adds significant envirnmental pressures n eclgically sensitive areas, with extensive impacts n

2 bidiversity, habitat fragmentatin, land degradatin and sil ersin. T address the cncern f the internatinal cmmunity, the Gvernment f Indnesia (GI) has taken steps twards building a greener ecnmy that prmtes grwth, equity, imprved livelihd and envirnmental integrity including in the palm il sectr. Aiming t supprt the gvernment s actins, UNDP has been wrking tgether with the Indnesian Ministry f Agriculture t achieve the cuntry s gals f sustainable palm il prductin thrugh the implementatin f varius initiatives, bth at the natinal and landscape levels, such as, amng thers, the UNDP-GEF prject, Supprt t Reduced Defrestatin Cmmdity Prductin, (hereafter the Prductin prject ). The Prductin prject is a child prject under the UNDP-GEF 6 Gd Grwth Partnership prgram Taking Defrestatin ut f Cmmdity Supply Chains. The ultimate bjective f IAP prgram is t reduce the glbal impacts f agriculture cmmdities n GHG emissins and bidiversity by meeting the grwing demand f palm il, sy and beef thrugh supply that des nt lead t defrestatin and related GHG emissins. Specifically, the Prductin prject will encurage sustainable practices fr il palm and beef prductin while cnserving frests and safeguarding the rights f smallhlder farmers and frest-dependent cmmunities. The Prductin prject cmprises f fur cmpnents: (1) dialgue, actin planning, plicies and enfrcement, (2) farmer supprt systems, and (3) land use mapping and planning, and (4) knwledge management. In Indnesia s case, the Prductin prject aims t supprt and encurage varius practices f sustainable palm il and frest cnservatin. All interventins under the fur prject cmpnents abve are expected t help the GI achieve sustainable palm il. Cntext: Supprt t imprve land use planning/zning t shift targeting and cnversin t cmmdity prductin frm high bidiversity value, high carbn stck, ecsystem service-rich frested areas t degraded r therwise mre suitable lands In the target landscapes, the prject will cntribute t the develpment f spatial plans aimed at ensuring cmmdity prductin and expansin within apprpriate areas, as well as the reductin and eventual eliminatin f defrestatin assciated with cmmdity expansin, beginning with High Cnservatin Value (HCV) and High Carbn Stck (HCS) areas. There is a clear need fr practical, scientifically rbust and csteffective methdlgies that can distinguish viable frest areas frm degraded areas that have lwer carbn and bidiversity values. HCS apprach represents ne practical methdlgy that has been tested and develped in active cncessins in Asia and Africa with input frm a variety f stakehlders. It is a relatively simple tl that plantatin cmpanies can use fr new develpments while ensuring that frests are prtected frm cnversin. Anther methdlgy, the High Cnservatin Value (HCV) apprach, is designed t maintain r enhance envirnmental and scial values in prductin landscapes. Tgether these tw methdlgies ffer practical pathways that will help draw the line between ptentially viable natural frests that need t be prtected; areas required fr cmmunity livelihds and degraded land that may be suitable fr palm il develpment. The prject will develp a definitin and identify the g and n-g land fr palm il prductin and fr frest cnservatin in the target landscape, in this case, Pelalawan District f Riau Prvince. There are three key utputs t be delivered: 1. Maps identifying critical land areas (KEE, HCV, HCS, watershed, riparian and ther high pririty areas) f Pelalawan: Maps f HCV, HCS and degraded lands within Pelalawan will be prepared in c-peratin with relevant stakehlders. Time series data will be generated t prvide cntext by shwing trends ver the previus ten-year perid. HCV, HCS and ther critical land areas will represent the cre n g areas fr il palm expansin and cncessin granting. In additin t the spatial and eclgical infrmatin, legal analysis will be undertaken f cncessin and land use issues, particularly as they might affect access t degraded land. Safeguards-related wrk will include cnsultatins with lcal cmmunities as well as with private sectr cncessin hlders.. 2. Sustainable land use scenaris fr Pelalawan: Based n the assessments n critical land areas and cnsultatins with multi-stakehlders, envirnmental ecnmic mdelling and frest cnservatin scenaris will be develped. These scenaris will be discussed extensively with lcal stakehlders and will represent key inputs int the spatial planning exercises. 3. Land use plans and zning with g and n-g areas (latter cvering apprximately 80,000 hectares f HCV, HCS and ther pririty areas) in Pelalawan: Once the maps f HCV, HCS and ther pririty areas, alng with the scenari analysis fr Pelalawan are cmpleted, g and n-g areas are defined, and spatial plans are develped. T achieve the utputs abve, the prject requires a grup f experts cnsisting f a GIS and Remte Sensing Expert, Bidiversity Cnservatin Expert, and Ecsystem Services Expert t cnduct:

Gathering and assessment f the mst updated spatial data, plicies and regulatins (prvincial and district spatial plan, land cver series fr the past 10 years, land systems, designated frest area by MEF, cncessin distributin, identified HCV, HCS and ther high pririty areas by cmpanies, etc.); b. Desktp study t identify ptential r indicative lcatins f critical land areas (HCV, HCS, and ther key essential ecsystems), based n data gathered (see Pint a). c. Field r grund check (sample) t validate the presence f ptential r indicative lcatins f critical land areas based n desktp study; d. Multi-stakehlder cnsultatin (at the sub-natinal level) t validate the result f grund check, and if necessary (i.e. in case there is additinal infrmatin and suggestin frm multi-stakehlder), revalidate the infrmatin including grund check; e. Finalizatin f maps f critical land areas, as well as prvisin f technical expertise fr the develpment f sustainable land use scenaris and prpsal f g and n-g areas in Pelalawan. This TR cvers the rles f the Ecsystem Services Expert in prviding relevant expertise related t the abve. II. SCOPE OF WORK, ACTIVITIES, AND DELIVERABLES Scpe f Wrk The cnsultant will be supervised by the Indnesia GGP Specialist, and will wrk clsely with the Envirnment and Plicy Officer, t deliver relevant utputs under the Prductin prject. The scpe f wrk and respnsibility f the cnsultant cmprise f: Expected Outputs and deliverables The assignments will be delivered within 55 wrking days with pssible extensin. WORKING ARRANGEMENTS Institutinal Arrangement The Cnsultant will be required t crdinate with relevant stakehlders, especially the Directrate f Essential Ecsystem Management and Directrate f Cnservatin Area, Directr General f Natural Resurces and Ecsystem Cnservatin Ministry f Envirnment and Frestry; Directrate f Prtected Frest Management Unit, Directrate General f Watershed Cntrl and Prtectin Frest Ministry f Envirnment and Frestry; Directrate f Prductin Frest Management Unit, Directrate General f Sustainable Prductin Frest Management Ministry f Envirnment and Frestry; Directrate f Cntrl and Utilizatin f Abandned Land, Directrate General f Land Use and Land Tenure Natinal Land Agency; Directrate f Plantatin Prtectin, Directrate General f Plantatin Ministry f Agriculture and each reginal rganizatin / institutin t btain guidance and fr reprting purpses t the Natinal Prject Manager. Duratin f the Wrk The assignments will be delivered within 55 wrking days. The wrking days include field visits. Duty Statin The cnsultant will be hme-based, and if required by the Prject, s/he will be wrking frm the prject ffice at the MA. Travel Plan The Cnsultant will be required t travel t destinatin(s) specified in the table belw. Please include the relevant csts int the prpsal. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Academic Qualificatins: A Bachelr s degree in areas related t envirnment / frestry science, and higher pst-graduate degree in the same fields will be an advantage. Years f experience: A Bachelr s degree with at least 10 years r a Master s degree with at least 8 years f relevant wrking experience in envirnment, sustainable palm il, frestry science r related wrks.

5 A minimum f 3 years f prfessinal experience in ecsystem services, wetlands, HCV, HCS, and Essential Ecsystems, as well as carbn cunting. Experience in wrking with Gvernment entities as well as with private sectrs, NGOs and lcal cmmunities is preferred. Prven experience in writing reprts in Indnesian and English. by prviding evidence r list f publicatins. III. Cmpetencies and special skills requirement: Knwledge n KEE, HCV/HCS, wetlands, ecsystem services, sustainable landscape management as well as sustainable plantatin management. Knwledge n Indnesian laws and regulatins related t spatial plan, KEE, HCV/HCS, prtected area, and sustainable plantatin management. Having a HCV r HCS Assessr License frm related institutins will be an advantage. Gd interpersnal and cmmunicatins skills Gd crdinatin ability and team wrking spirit Prficient with the usage f Micrsft Office applicatins, such as MS Wrds, MS Excel, MS and PwerPint Ability t wrk independently and in a grup Prven netwrking, team building, rganizatinal and cmmunicatin skills and ability t build strng relatinships with gvernment, private sectr, CSOs and UNDP staff. EVALUATION METHOD AND CRITERIA Individual cnsultants will be evaluated based n the fllwing methdlgies: 1.
