Due to frequent instrument technical difficulties, necessitating extended periods of downtime for repair, the PM 2.5 analyzer at Station B was operational less than 90% of the time in February. Total non-operational time was 118 hours, for 83.0% operational time. This was reported on Sample 2018 Annual Ambient Air Quality Monitoring Report Page 7 of 70

March 1st, with reference number Plans were initiated to replace the monitoring unit, a TEOM FDMS, with a SHARP. Due to continuing instrument technical difficulties, necessitating extended periods of downtime for repair, the PM 2.5 analyzer at Station B was operational less than 90% of the time in July. Total non-operational time was 101 hours, for 86.6% operational time. This was reported on August 1st, with reference number To address the instrument operational difficulties with the PM 2.5 analyzer at Station B, the TEOM FDMS monitor was removed, and replaced with a SHARP. This change was made on October 15. Station C: The following exceedances of AAAQOs were observed at Station C: Table 4: AAAQO Exceedances at Station C Date Time Parameter Avg. These exceedances spanned May 14 to 17. Reference numbers for these Sample 2018 Annual Ambient Air Quality Monitoring Report Page 8 of 70

exceedances are noted above. These are all assumed to be the result of a forest fire burning in very near proximity to the station. Wind speed and direction is not available at this time due to a later audit failure on the wind sensor, noted below. A total of seven hours (two hours on May 14 and five on May 17) in excess of the quantification limits of the analyzer (a BAM) were recorded. The actual readings are reported as equal to the quantification limit, 197 µg/m 3. Due to the forest fire, safe access to the station could not be assured from 14 May until 3 June. For this reason, calibrations of the SO 2, NO/NO 2/NO X, O 3, CO, CH 4/NMHC/THC, and TRS analyzers which were scheduled for 28 May were missed. These calibrations were completed on 4 June, when access to the station was again possible. During a station audit on 17 January 2019, it was discovered that the wind sensor was loose and misaligned. At this time, the sensor was removed from the met tower, recalibrated, and reinstalled. It is not known at what point the sampler became loose, so all wind speed and direction data collected since the last audit, 24 March 2018, was invalidated. As a result, the instrument uptime for the wind sensor was 74.2% for March, and 0% for April through December inclusive. For this reason, these data were removed from Alberta s Ambient Air Data Warehouse on 18 January, This was discovered after the monthly reports for these months were initially submitted, therefore those monthly reports were amended and resubmitted. Station D: The measured ambient air quality for Station D was within the AAAQOs for all monitored parameters. During an audit at Station D on October 21, the SO 2 analyzer response was found to be 12% above the calculated audit gas concentration. The calibration gas concentration being out of specification was identified as the cause of the out of criteria analyzer response. After review and approval from the Auditor, the data were corrected from August 19, 2018 to October These data were re-submitted to Alberta s Ambient Air Data Warehouse on 6 November Uptime was over 90% for all instruments for all months at Station D. Passive Monitoring Summary 16 passive stations (A to P) were used throughout the Example Airshed, each monitoring SO 2, NO 2, O 3, and H 2S. Passive samples including replicate samples, co-located samples, and blanks were handled and deployed in accordance with the AMD. The passive sample analyses were performed by ACME Laboratories. The full results of this analysis were submitted to Alberta s Ambient Air Data Warehouse. Sample 2018 Annual Ambient Air Quality Monitoring Report Page 9 of 70

Noted Events at Passive Stations During 2018 Except for the events noted below, there were no operational issues in 2018 in the passive monitoring network. Passive L: The March 2018 NO 2 sample at Passive L went missing. The sample was sent to the laboratory, but the sample was not analyzed by the laboratory and was reported as missing. Therefore there were no NO 2 passive monitoring data reported for the month of March at Passive L. Passive D: On July , results of the passive analysis for the month of June were received by Monitoring Co. Upon review of these results, it was found that the SO 2 concentration for the month of June at Passive D was 13.7 ppb, in excess of the 30-day AAAQO of 11ppb. This was reported at 10:30 on July 14, with reference # Passive D is in an area of active oil and gas exploration, therefore it is possible that flaring of sour gas from these activities was the source of the SO 2. Reported Air Incidents Example Airshed was made aware of an upset at Company B, Facility 4 which Company B reported to the response centre on June 19 (Reference #444444). This involved the release of a large plume of black smoke. While there were reports of sightings of this smoke from the public to the facility, wind conditions were such that this was not detected at permanent monitoring locations in Example Airshed. Special Studies A VOC speciation study was initiated in July 2018 at Station B. 24-hour samples of VOCs were collected on July 17, July 23, and July 29. This sampling was performed in accordance with AMD criteria. Analysis of these samples will be performed by ACME Laboratories. Results will be forwarded to Environment and Parks when they are available. Deviations from Authorized Monitoring Methods A tree nearby to Station B exceeds the height allowed under section 2.3 of the siting criteria in Chapter 3 of the AMD. This variance was authorized in writing by the Director on September Sample 2018 Annual Ambient Air Quality Monitoring Report Page 10 of 70

Certification I certify that I have reviewed and verified this report and that the information is complete, accurate and representative of the monitoring results, reporting timeframe and the specified analysis, summarization and reporting requirements.
