2 Sui Southern Gas Company (SSGC) is Pakistan s leading integrated gas Company. The company is engaged in the business of transmission and distribution of natural gas besides construction of high pressure transmission and low pressure distribution systems. SSGCL transmission system extends from Sui in Baluchistan to Karachi in Sindh comprising over 3,600 KM of high pressure transmission pipeline. The distribution activities covering over 1200 towns in the Sindh and Baluchistan are organized through its regional offices. SSGC have more than 2.7 million industrial, commercial and domestic consumers in these regions through a distribution network of over 37,000 KM. The company also owns and operates the only gas meter manufacturing plant in the country, having an annual production capacity of over 750,000 meters. 2

3 Pakistan is currently facing a severe shortage of natural Gas, both for its electricity generating plants and for general use by all sectors. Indigenous gas production of 4 BCFD is unable to meet the country s demand; the supply demand gap is approximately 2 BCFD. This shortage of energy is not only causing hardships for the people but is also inhibiting the economic growth of the country. The GOP envisages a solution through regasification of LNG. 3

4 1. Liquefied natural gas (LNG) is natural gas (predominantly methane, CH 4 ) that has been converted into liquid form by lowering the temperature for ease of storage and/or transport. It takes up about 1/600th the volume of natural gas in the gaseous state. It is odorless, colorless, non-toxic and non-corrosive. 2. LNG achieves a higher reduction in volume than compressed natural gas (CNG) so that the (volumetric) energy density of LNG is 2.4 times greater than that of CNG or 60 percent that of diesel fuel. This makes LNG cost efficient to transport over long distances where pipelines do not exist. 4

6 PSO is GOP nominated LNG Buyer. LNG purchased by PSO is delivered at EETL (FSRU flange) on Delivered Ex-Ship (DES) basis. SSGC receives re-gasified LNG (RLNG) at Custody Transfer Station(CTS) Port Qasim from EETL. SSGC delivers an equal amount of RLNG (in terms of MMBTU) to SNGPL on swap basis (temporary arrangement till the construction of a dedicated RLNG-II 42 DIA. X 346 KM Pipeline). 6

7 LNG Services Agreement (LSA) requirement was that the Terminal be constructed in 11 months. The Terminal was commissioned on 28 th March 2015 Contract Quantity is 1.5 MTPA in year 1and 3 MTPA for years 2 to 15. Levelized Charges for LNG Storage and Re-gasification : 0.66 US$/MMBTU. To date, 17 LNG Cargoes have been received which are approx. equal to 1.0 MTPA. 48,500 MMCF RLNG has been re-gasified and received from EETPL Terminal. 52,000 MMCF of indigenous gas has been swapped to SNGPL in lieu of RLNG. 7

8 SSGC requires augmentation of its Pipeline network to transport RLNG from Port to up country. SSGC divided the RLNG projects in two stages i.e. RLNG-I and RLNG- II. RLNG-I includes the following projects to transport 400 MMCFD of gas to SNGPL network through swap arrangements 42 Dia. X 14 Km from Nara to Sawan 24 Dia. X 33 Km from Tando Adam to Massu 24 Dia. X 21 Km from Pakland to Khadeji Interlink Relocation of Two (02 Nos.) RLNG-I Compressors RLNG-II is required to transport 1.2 BCFD RLNG and includes the following projects 346 KM, 42 Dia. Pipeline from Karachi to Nara to transport 1.2 BCFD RLNG Gas Compression Station with 30,000 hp power and 1.2 BCFD Capacity 8

10 1 0 PROJECT a) The project consists of construction of approximately 346 KMs long, 42 dia. pipeline. Construction is planned to commence from January b) Target completion date of RLNG-II Pipeline Project is December Segment 1 Segment 2 PROJECT EXECUTION STRATEGY Project has been divided into segments (sub projects) based on convenient landmarks, terrain, logistics and way points available along the route. These divisions are as follows: Segment 1: 124 KMs (Karachi to Hyderabad) Segment 2: 131 KMs (Hyderabad to Nawabshah) Segment 3: 82 KMs (Nawabshah to Sawan) Segment 4: 1.5 KMs (Indus River Crossing) Segment 3 Segment 4

11 Long term loans to UBL consortium Rs. 15 Billion and HBL Rs. 3.0 Billion. Rs. 40 Billion has been in principle agreed by the Board subject to the Government s decision on financing of the RLNG project from GIDC as proposed by OGRA. 11
