3 1. Objective This Mining Work plan is drawn up to support (Scribante Concrete (Pty) Ltd) s application for a Mining Permit for Sand Mining activities along the Inxu River. The Mining footprint will be approximately 4.35 ha in extent with one access point. 2. Applicant Details 2.1. This is a Mining Work Plan for the proposed Scribante Concrete (Pty) Ltd s Sand Mining activities along the Inxu River. The Mining footprint will be approximately 4.35 ha in extent with one access point The Inxu River flows through the proposed site, with its associated riparian habitat present along the banks of the river. Within and surrounding the Inxu River, other small watercourse systems are present and feed into the Inxu River The site is approximately 42 km north of Umtata. Page 3 of 11

4 3.4. The co-ordinates of the site are east south The area is part of the Amampondomise Asentshonalanga Traditional Council Tribal Trust It is the intention that River Sand will be mined during low flow conditions from the channel and large Sand Bars along the river bed and bank; the Sand would then be stock piled on the Eastern Bank. An Excavator will be used to access the river Sand Bars via a ramp, the Excavator will strip the top of the Sand Bars to the seasonal water level The Excavator will stack the River Sand on the river bank and will transfer the Sand to a stockpile area approximately 15m away from the river bank The material will then be loaded onto local Sub Contractors Tipper Trucks and transported 42 km to a Screening Plant in Umtata where customers will pick up the product in their own vehicles It is proposed that the lifespan of the River Sand Mining activities will be for a two year period after which the permit holder will be required to rehabilitate the site to its former state or apply for an extension of the permit. The River Sand operation will be managed as follows: It is the intention that River Sand will be mined during low flow conditions from the channel and large River Sand Bars along the river bed and bank The River Sand would then be stock piled on the eastern bank An Excavator will be used to access the River Sand Bars via a ramp, the Excavator will strip the top of the River Sand Bars to the seasonal water level The Excavator will stack the River Sand on the river bank and will transfer the River Sand to a stockpile area approximately 15m away from the river bank. 7 The material will then be transported 42 km to a screening plant in Umtata where customers will pick up the product in their own vehicles. 5. Proposed Staffing of River Sand Operation 5.1. Only two staff will be permanently on site, a Supervisor and an Excavator operator. Security guards supplied by the local community will be on duty after working hours The Transkei Region Area Manager E. Van Eerden will be appointed as the Section 3(1) Mine Manager The Permanent Supervisor on site B. Kativu will be appointed as a Subordinate Manager The Excavator Operator will be a contract employee as the Excavator will be a hired machine. This operator will be appointed according to the Trackless Mobile Machinery (TMM) Code of Practice which will be drawn up if the Mining permit is granted All haulage from the proposed project will be carried out by Sub Contractors, the principals of these companies will sign the Scribante Ready Mix Concrete (Pty) Ltd Contractors agreement Maintenance will be carried out on the Trackless Mobile Machinery will be carried out by competent persons Regular water quality surveys upstream and downstream of the proposed Mining area will be carried by a DMR accredited authority. 6. Environmental Management As this proposed Sand Mine operation is situated in and close to a riverine area environmental management of the project is a high priority. The following controls will be initiated: 6.1. All staff and sub-contractors will undergo the Scribante Concrete (Pty) Ltd Environmental Induction (SCON-SHE-IND-002) before commencing work 6.2. All visitors or short stay individuals will undergo the Scribante Concrete (Pty) Ltd Visitors Health, Safety and Environmental Induction (SCON-SHE-F- 020), this induction will be signed off by the visitor and renewed monthly All Trackless Mobile Machinery will be inspected at least daily for oil and lubricant leaks and spillages. Any Trackless Mobile Machinery which is leaking oil or lubricants will be taken off site until the findings are rectified All Trackless Mobile Machinery will follow designated travel ways to prevent damage to the indigenous vegetation and to prevent erosion Regular water quality surveys upstream and downstream of the proposed Mining area will be carried by a DMR accredited authority A system of flood warning will be used on the site to prevent, employees being drowned, Trackless Mobile Machinery being inundated and water pollution due to hydrocarbons, the protocol is still being researched The access point to the river bed will be maintained to prevent erosion to the river bank below the access point. 8 6.8. Oversize material will be used to bolster the bank of the river to prevent wash-away and erosion The single access road from the Public Highways will be maintained to prevent wash away and erosion of the veldt abutting the access road It is anticipated that the sub-contractors trucks will follow a circular route whilst on site to prevent trucks having to drive in the veldt abutting the access road All oil and lubrication storage areas will be bunded to 110% of the maximum capacity of the storage facility Diesel emissions are controlled as part of the company s maintenance protocol and public road going vehicles emissions are tested annually as part of the road worthy testing Unless there is a technical requirement, no combustion engine must be left to idle unnecessarily; engines must be switched off, the key removed and the wheels chocked when not in use. 7. Airborne pollutants 7.1. Respirable dust and fallout dust will be measured by a competent authority every six (6) months and the results with all calibration certificates will be available for inspection. After the first cycle of surveys have been carried out due to the wet nature of the material being mined an exemption will be applied for from the DMR Vehicle and TMM diesel emissions are controlled as part of the Scribante Concrete (Pty) Ltd maintenance programme and road going vehicles are tested annually as part of the road worthy testing The access road to the proposed operation will be graded and maintained to prevent ambient dust from vehicular traffic 8. Noise 8.1. Personal noise exposure and perimeter noise will be measured by a competent authority every six (6) months and the results with all calibration certificates will be copied to the client. 9. Water use and water sampling 9.1. No water will be required for the production process Scribante Concrete (Pty) Ltd but the Excavator will be operating in the river bed, all operations will be planned to cause as little disturbance to the riverine environment as possible River water above and below the site of the Sand Mining operation will be tested for suspended solids, hydrocarbons and PH by a competent authority Page 8 of 11

9 every (3) months and the results with all calibration certificates will be copied to the client All drinking water supplied will be the commercially bought type and will be replaced as required. 10. Fire No open fires will be allowed on site All fire extinguishers on site will be inspected monthly and serviced annually by a competent authority All employees will be trained in the use of fire extinguisher at least annually. 11. Hazardous waste No noxious hazardous waste will be produced Engineering waste and hydrocarbon waste in case of break-downs is collected and removed immediately by the technicians Dedicated waste bins will be used on site, all refuse will be disposed of at registered sites and receipts will be available for inspection. 12. Effluents Ablution facilities in the form of Chemical Toilets will be supplied for the employees on site. All disposals will be recorded by the receipt of a certificate from the service supplier. 13. Chemical substances Accidental leaks or spills are managed in terms of the accidental spill process (below) In case of any diesel, oil or chemical spill or leak, each employee must act as follows: Stop the leak or ask assistance from the other employees if it is a major incident Bund the leak with earth or sand Ensure that no leaking occurs beyond the bund Start the bund on any side where a runoff to the river could occur The interior of the bund must be filled with sand or earth until all leaking fluid is absorbed in a wet but non liquid mass Collect the absorbed material in a liquid tight container and dispose of in the solid hazardous waste bin Ensure that the bottom of the bund is excavated to 30 cm below the lowest pollution level. 10 The polluted material will be stored in a dedicated container and disposed of to Enviroserve or similar, receipts of disposal or sanitising will be requested from the service supplier A letter of commitment has been received from Enviroserve All chemicals kept on site will be accompanied by an Material Safety Data Sheet (MSDS) sheet. 14. Recyclable Waste Typical Recyclable waste categories are as follows: Paper Cardboard Glass L, 25L, 210L, etc. Plastic drums L and 210L Metal drums Wooden Pallets Steel/Scrap metal Wooden Pallets Kitchen Waste Old oil All recycled waste will disposed of at accredited entities and receipts or acknowledgement letters will be obtained. 15. Flora No endangered indigenous flora has been identified in the area of the proposed River Sand mining area The assistance of specialised experts will be requested if in doubt about any situation. 16. Fauna No endangered indigenous fauna has been identified in proposed River Sand mining area The assistance of specialised experts will be requested if in doubt about any situation. 17. Littering Litter collection exercises will be initiated at least weekly Demarcated bins will be provided for the various kinds of litter Bins will be emptied at a recognised dumping area. 18. 11 18.1. The Mine Manger and the Supervisor will monitor this Mining Work Plan on an ongoing basis Bi-Monthly audits by the Risk Manager will include verification of compliance with this EMP 19. Personal Protective Equipment (PPE) Standards All employees are issued with Personal protective Equipment (PPE), in accordance with the requirements identified in the risk assessment The Health and Safety induction contains all the internal company standards applicable to the issue, use and replacement of PPE Damaged or lost PPE will be replaced prior to the employee being allowed to access risk work areas PPE will be provided to visitors, who access risk areas Failure to use or maintain the PPE in accordance with the standard will lead to disciplinary action All persons on site must use the following PPE at all times: Steel Capped Safety Boots/Shoes/Steel Capped Gumboots, Safety Helmets And Reflective Vests Safety Helmets to be worn at all times in the Risk Area Scribante Concrete (Pty) Ltd corporate colour for Safety Helmets is yellow for production employees and white for management 20. Tool Box Talks/SHE Flashes Tool Box Talks will be done on a weekly basis and a record thereof will be kept in the Health and Safety File SHE Flash briefings will be presented as required and will be representative of issues on other operations in the Scribante Group. 21. Medical Certificates of Fitness All annual medical screening of employees working on the proposed Sand Mining project are carried by an Occupational Medical Practitioner and copies of the medical certificates of fitness will be placed in the Health and Safety file.
