1 1313 Sherman Street, Room 618 Denver, Colorado Phone (303) FAX (303) wildlife.state.co.us parks.state.co.us Parks and Wildlife Commissioners, Attached is an ad hoc report out of the Advantage 360 system (A360) showing budgets and mid-year expenditures by activity for the division for both FY and FY Also attached is the activity dictionary which defines what each activity includes. There are a few considerations that should be kept in mind when reviewing this information. Colorado Parks and Wildlife is still in the process of fully rolling out A360 to manage all aspects of the budget. There remains a great deal of training and learning to be done as CPW moves to a fully integrated budgeting model. This can, and has, introduced noise into the numbers reflected under the budget columns. At the end of the second quarter in FY , the state s accounting system was significantly behind in closing accounting periods and posting expenses. This makes a year-over-year comparison of expenditures difficult to draw conclusions from. Expenditure review (ensuring proper coding for expenses) is an iterative process. Expenses may move between activities at any time during the year. Budgets can be fluid and managers may reallocate between activities at any time. Additionally, budgets can increase or decrease in response to changing priorities or additional funding being made available. It is anticipated that the information provided by these reports will increase in quality over time as the A360 process moves towards full implementation. 1

7 Introduction: The CPW s budgeting process is organized by four major programmatic groups that represent the four broad areas of work the CPW engages in. These four programmatic groups are: Natural Resource Management Outdoor Recreation Education and Information Organizational Support These four major programmatic groups are further broken down into fourteen sub-programs. These fourteen sub-programs are as follows: Habitat Management Species Conservation Hunting Recreation Fishing Recreation Wildlife Viewing Park Recreation Trails Recreation Law Enforcement Licensing and Registrations Environmental and Wildlife Education Public Information Customer Service Policy and Regulations Organizational Support For budgeting and tracking purposes, these sub-programs are divided into activities. These activities are the lowest level of programmatic break-down used in the CPW s planning, budgeting system. The CPW has over 180 activities which form the basis for budgeting and labor allocations. These activities may be eliminated as work is completed, modified as work within an area is expanded to reflect the ever changing environment or a new one created. This dictionary is organized by the major programmatic group, sub-program and the accompanying activities. The specific activity will be identified by name and Activity code, purpose and activities. 8 Program Title: Natural Resource Management Sub-Program: Habitat Management 1240 Pinon Juniper Biome to plan, coordinate and facilitate the statewide implementation of habitat improvement and restoration projects in the Pinon Juniper (PJ) vegetation community. This activity is also responsible for the maintenance and operation of the Native Seed Warehouse in Delta and coordination of CPW native plant development efforts on the Colorado Plateau.
