7 South South Partnership - APPA - OLADE Virtual Energy Training Program (CAPEV) An internet technology platform that allows direct and simultaneous interaction between instructors and participants. Includes courses designed to meet the demand of the organizations and public bodies of member countries. Courses are mainly targeted to officials of Ministries, Departments of Energy and other stakeholders. Professionals from public institutions not related to energy, private companies, universities, and other private entities can access the virtual training for a fee. South-South Cooperation Proposal

14 OLADE and APPA: South South Cooperation Under a South-South Cooperation Approach. The MoU signed between the APPA and OLADE in June Provides targeted technical assistance regarding Energy matters to foster the knowledge exchange and expertise between the LAC and Africa region.

15 South South Partnership - APPA - OLADE APPA on behalf of its member countries has requested OLADE s support to learn from its experience in: The successful Human Resources training program in the hydrocarbon and energy sectors and climate change through the Virtual Energy Training Program (CAPEV). Their organizational structure and program of activities The achievement of high levels of energy access Data collection and dissemination mechanism for effective policy-making and planning Improved in energy efficiency through reduction of gas flaring and use of renewable energy. 17 Background: OLADE and APPA However, Africa has faced historic challenges to fully harness its natural resources to broaden the economic base to support inclusive sustainable growth and reduce poverty Enormous infrastructure gap [including hydrocarbon and electricity] Leaders and citizen are increasingly embracing regional solutions and integration Many resource abundant countries have low per capita income Suffer from weak institutional capacity Vulnerable to climate change South-South Cooperation Proposal

18 Background: OLADE and APPA Latin America & Caribbean In 1970, only half of the 275 million population had access to electricity. By 2013, the population had increased to 590 million people and the continent had boasted 88% electrification rate. 17 of the 26 countries having electrification rates at or above this average. 24 Working Areas: Period NETWORKING EXPERTS, is a technical networks platform of the Energy Sector in Latin America and the Caribbean, is a space for dialogue and exchange among specialists. OLADE provides training specialists from our Member Countries Ministries and Departments of the Energy Sector, with highly qualified senior instructors. OLADE is committed to strengthen capabilities and update knowledge on energy issues in the Region. A private network that allows OLADE s Information Systems Advisors to communicate easily with their counterparts in other Member Countries through a secure platform, sharing information, publications and news from the energy sector.

25 Working Areas: Period OLADE offers the network of Documentation Centers on Energy in Latin America and the Caribbean. OLADE supports its Member Countries in gathering, managing and administrating their energy data through information systems that can be parameterized according to specific needs. OLADE also provides technical support in the hole process of implementation in each country, specially regarding human resource in building a team work in the Energy Ministries and Secretaries. OLADE encourages tripartite dialogue between governments oil companies and organizations of indigenous peoples trough the Energy, Environment and population Program.

26 Working Areas: Period Compiles and classifies the legal energy information of 27 Member Countries on Latin America and the Caribbean, contributing towards analysis and regional energy integration. SIEE database holds the most important variables of the energy sector in Latin America and the Caribbean, from 1970 to date. Compiles official data from the energy entities of OLADE s Member Countries and available for comparative analysis. Allows to forecast, simulate effects and quantify economical and environmental benefits as a result of the energy matrix s diversification, making it easy to analyze alternatives and effects in energy efficiency programs.

27 Working Areas: Period Best option still for conducting studies of energy scenarios, which allow to establish and analyze different options to expand the generation and transmission of an electrical system. OLADE promotes the exchange and cooperation between Member Countries, reducing knowledge asymmetries in the energy area and supporting technical development. OLADE promotes Gender Equity through a specialists network, workshops and the Gender Equity Handbook. Member Countries receive training and tools to implement Gender Equity Programs regarding energy policies.

32 South South Partnership - APPA - OLADE Virtual Energy Training Program Promote continuous professional updating of knowledge on issues related to the energy and hydrocarbon sectors. Promote the sharing of results of research in universities, companies and public institutions in the field of renewable energy (biofuels, photovoltaics, wind, solar, thermal, hydraulic, biomass, ) Build and strengthen networks of specialized experts that support training through discussion forums. Decrease costs and optimize the time required for the organization and development of events, encouraging the participation of lower income countries.
