Transparency, Collaboration, and the Market for Sustainability Matt Owens Tri Marine Director, Sustainability

Transparency Government import requirements EU import conditions US SIMP Demands by customers, banks, and certifiers for visibility Compliance with standards Traceability to point of capture Social auditing

Transparency Electronic Monitoring (EM) Modern replacement or supplement to human observer coverage for fisheries data collection and compliance Particularly valuable for smaller vessels- e.g. longliners (LL) Tri Marine launched LL EM trials in 2014 in Solomon Isl. w/ good results TNC, Island, SPC partnership now rolling out 28 systems in 5 countries

Transparency Satellite Surveillance AIS publicly available vessel tracking VMS vessel tracking available to government agencies High resolution satellite imagery of lights on water Overlay of above three elements allows IUU identification Still requires national capacity and political will to enforce Google backed Global Fishing Watch is partnering with countries like Indonesia to provide IUU alerts and opportunities to enforce

Indonesia Policy Impacts Before / after Zone management Time at sea Transshipments

Collaboration ISSF Participation by majority of major brands and processors FIPs Majority of large-scale purse seine fisheries are in, or developing FIPs Seafood Task Force Led by major international brands and retailers to address issues with Thai processors and their suppliers related to shrimp and tuna Focus on addressing labor abuses and IUU risks Developing social standards specific for fishing vessels to support Seafood Task Force Code of Conduct

Collaboration Seafood Task Force Standards Seafood Task Force (STF) Code of Conduct and Vessel Auditable Standards 15 elements to the Code, 127 Standards No child or forced labor Employment contract requirements Freedom of movement and no retention of personal documents Controls on recruitment practices Working and rest hour guidelines Health and safety requirements Implementation of STF Auditable Standards 2018 Finalize and communicate 2019 Training and piloting 2020 Auditing and corrective actions Credit: Greenpeace- Misery at Sea

Plastic Pollution UNFAO approximately 8 million tons of plastic enter the oceans each year An estimated 5 trillion pieces of plastic currently litter the oceans Abandoned, lost and discarded fishing gear, or ghost gear, accounts for at least 10 percent of this total waste Ghost gear washes up on beaches, impacts reef environments, poses a threat to navigation, and harms marine animals

Plastic Pollution and FADs Estimated 100,000 drifting FADs deployed per year dfads are often abandoned contributing to ghost gear and plastic pollution Seychelles study found 96 FADs beached nearshore in 2015 survey, 39% of these entangled in coral Global Ghost Gear study in SW Pacific showed 16 of 31 dfads tracked (51%) beached or reefed in nearshore areas Anchored FADs are less of a problem Credit: PNA

Collaboration FADs FAD Recovery Plan 1. Need critical mass for recovery to be economical 2. Release ownership of unproductive FADs to a 3 rd party 3. Identify mass drift patterns and hotspots 4. FAD tax for recovery effort targeting drifts & hotspots 5. Cottage industry for cleaning and recycling recovered FADs Bio-degradable FADs will mitigate this problem but not others We need to manage FADs better Credit: Guardian

The Market for Sustainability Primary Base requirements- ISSF, FIPs, Social Compliance Sustainability Options- FAD-free, Pole and Line, MSC, Fair Trade Secondary Only meet import requirements and customer spec Cheaper, but hidden problems that create liability for the buyer: e.g. IO IUU YF Primary market is larger and more lucrative than secondary with increasing demand for sustainable options

The Market for Sustainability 10,000,000 MSC tuna units sold in UK US Private Label - Top 12 Grocery and Club Total P&L, FAD-Free SKUs 9,000,000 8,000,000 7,000, ,000,000 5,000, ,000,000 3,000, ,000,000 1,000, / / / / / / / / New US Brands:
