Responsible Sourcing to BES 6001 ERMCO Representatives Meeting 7 June 2013, Cascais, Portugal. Chris A Clear BSc PhD CEng MICE FICT FIMMM Mineral Products Association British Ready-Mixed Concrete Association

Strategy for Sustainable Construction Joint industry and Government initiative 25% of products used construction projects to be from schemes recognized for responsible sourcing Strategic Forum Sustainable Construction Task Group

Concrete Industry seen to lead on sustainability On 20 th May 2013 the Chair of the Institution of Structural Engineers Sustainability Panel presented to the All Party Parliamentary Group for Excellence in the Built Environment, within the short time available they spoke of Responsible Sourcing and the Concrete industry s commitment and delivery to this aspect of sustainability.

The Code for Sustainable Homes Issue Measurement criteria CSH Credits If all five building elements are Environmental rated A+ at 3 points each then a impact of materials maximum 15 points is scored Responsible sourcing of materials basic elements Responsible sourcing of materials finishing elements * for Detail see Technical Guidance Manual Where materials used in key building elements are responsibly sourced (e.g. timber certification, EMS) Where materials used in secondary building and finishing elements are responsibly sourced (e.g. timber certification, EMS) Between 0.3 to 1.8* Between 0.3 and 0.9*

The Forest Stewardship Council (FSC) Certification is a way of ensuring that your careful and long term forest management is recognised. Forest Management certification FSC Certification was developed for all end-uses of wood and therefore was not tailored for construction.

BRE Environmental & Sustainability Standard BES 6001: ISSUE 2.0 Framework Standard for the Responsible Sourcing of Construction Products

Do not confuse with a British Standard! BS : Sampling procedures for inspection by attributes Part 0: Introduction to the BS 6001 (ISO 2859) series of standards for sampling for inspection by attributes

c) Stakeholder report Concrete Industry Sustainable Performance Report 5 th report: 2011 performance data Ready-mixed concrete is the leading product sector within the concrete industry in delivering responsibly sourced products. In 2011 almost 96% of its products were certified to BES Significant progress has also been made by the precast sector in increasing the amount of BES 6001 certified products from 67% to just over 78% between 2010 and 2011.

Overall assessment score (Both rows to be satisfied) Section Pass Good Very Good Excellent Organisation & Supply chain total score (9 maximum) Environmental and social total score (39 maximum) Meet compulsory requirements

The Forest Stewardship Council Chain of Custody Certification Chain of Custody certification from forest to end-user ensures that FSC materials and products have been checked at every stage of processing so that customers purchasing FSC labelled products can be confident that they are genuinely FSC certified The case for a moratorium on FSC certification in the Congo Basin Greenpeace briefer, March 2011

Steel/metals industry, recycled content impressive Chain of Custody?

BS 8902:2009 Responsible sourcing sector certification schemes for construction - Specification

Relationship between BS 8902, sector certification schemes and organizational bodies Market: (procurers, specifiers, contractors, etc.) Influences the sector certification scheme Mandatory relationship Desirable relationship Sector Scheme council (4.2): develops and runs scheme in conformity with BS 8902 in consultation with its stakeholders (4.4); and oversees certification (4.3) Accreditation body: (Internationally recognized: UKAS or equivalent) can accredit certification schemes against BS 8902, and certification bodies in implementing sector scheme schedule. Organisation supplying construction products: applies to scheme for certification of its products as being responsibly sourced. Possible types of organization include: primary product suppliers, constituent material suppliers, product processors and finished product suppliers. Certification body (4.3): run in compliance with BS EN to certify applicants organizations products against the schedule (4.8)

BS 8902 Relevant sustainability issue identification and reporting Environmental Economic Issue Recyclability and recycled content Renewability Harvesting or extraction impacts Greenhouse gas emissions Energy usage Water usage Transport impacts Biodiversity Eco toxicity Land remediation Waste management Contribution built environment Ethical business practice Contribution local economy Long-term financial viability Social Other Issue Workers conditions Safe and healthy working conditions Slave labour, Child labour, Fair wages Working hours and holidays Freedom to join trade unions Equality: gender, ethnicity, religion Complaints and prosecutions Skills and training Community relations Issues considered relevant to the sector For each issue the sector scheme council, with stakeholders, shall establish certification schedules(s) with minimum criteria

Responsible Sourcing to BES 6001, UK Industry view 1. For the concrete sector, it provides a simple communication tool which enables recognition of compliance with UK planning and legislative requirements. 2. Although only a small percentage of the concrete market requires suppliers to be responsibly sourced, no supplier wants to be considered ineligible for any work. 3. BES 6001 is quite practical. It would be difficult not to satisfy responsible source requirements, where certification normally carried out by current QMS/EMS assessors. There is little take up for alternate schemes to BS Initial resistance to BES 6001 ratings, i.e. Excellent, Very Good but it works for the companies who only manage a Pass
