1 ENGLISH (EN) WATER AND SANITATION GUIDELINES FOR GLOBAL GRANT FUNDING Rtary is dedicated t six areas f fcus t build internatinal relatinships, imprve lives, and create a better wrld. Thrugh glbal grants, awarded by The Rtary Fundatin, clubs and districts participate in strategically fcused, high-impact activities in these areas. All glbal grant activities are required t align with the gals f an area f fcus. Fr water and sanitatin, the gals are: 1. Prvide equitable cmmunity access t safe water, imprved sanitatin, and hygiene 2. Strengthen the ability f cmmunities t develp, fund, and maintain sustainable water and sanitatin systems 3. Supprt prgrams that enhance cmmunities awareness f the benefits f safe water, imprved sanitatin, and hygiene 4. Supprt studies fr career-minded prfessinals related t water and sanitatin Use this dcument as a guide when applying fr a glbal grant. Yu ll learn hw t make yur prjects sustainable, what infrmatin is required fr specific prject types, and where t find additinal resurces. A. Elements f Sustainability Sustainability means different things t different rganizatins. Fr Rtary, sustainability means prviding lngterm slutins t cmmunity needs that the beneficiaries can maintain after grant funding ends. Pay careful attentin t the fllwing items t ensure yur prject s lng-term sustainability and increase the likelihd f being apprved fr glbal grant funding. 1. COMMUNITY ASSESSMENT Cmmunity assessments identify where supprt is mst needed, and the rle Rtarians can play in making a difference. Prject spnsrs (ften with a cperating rganizatin) need t cnduct a cmmunity assessment befre submitting their applicatin. An assessment can reveal a cmmunity s strengths and weaknesses and help yu wrk n slutins. If an assessment has already been dne, use the relevant data t design yur prject. Use the cmmunity assessment t: Gather perspectives frm a brad crss-sectin f the cmmunity, including wmen, yung peple, and prfessinals Allw cmmunity members t identify the needs they perceive as mst critical Ask cmmunity participants hw they can cntribute t the prpsed prject Water and Sanitatin Guidelines fr Glbal Grant Funding (July 2018) 1

2 Wrk with cmmunity members t identify lng-term gals and expected prject utcmes The cmmunity assessment results need t be incrprated int the grant. The results shuld describe: Hw the cmmunity s resurces will be used t implement prject activities Hw the prject will meet the needs identified by the cmmunity The lng-term gals r prject utcmes and hw they will be met (fr example, thrugh training and public awareness campaigns) Hw the cmmunity will sustain the prject after the grant has ended Cmmunity assessments fr water and sanitatin prjects shuld include: Wh cnducted the assessment and the methdlgy used A list f stakehlders and hw they were invlved r participated in the assessment Results that illustrate the perceived needs f the cmmunity, schl, and clinic. Include perceptins, behavirs, and assets that can be used t identify and implement slutins. Pre-existing water and sanitatin infrastructure in the cmmunity Pre-existing water, sanitatin, and hygiene training, hygiene educatin, public campaigns, r behavir change cmmunicatin Health behavirs the cmmunity wuld like t see changed Management and gvernance systems that exist and whether they re functinal 2. MATERIALS AND TECHNOLOGY A cmmunity assessment can help cmmunities chse the crrect technlgy based n an understanding f the technical, financial, and managerial implicatins f their chice. It als mtivates cmmunity members t participate in planning, cnstructing, perating, and maintaining the technlgy and materials, and it encurages their acceptance and implementatin fr managing the services. Purchase equipment and new technlgy frm lcal surces, when pssible, and make sure replacement parts are readily available t cmmunities and service prviders. Yur grant applicatin shuld: Describe all infrastructure and technlgy that will be built and implemented with the supprt f the glbal grant Explain why the technlgy was chsen ver ther ptins; include nt nly its field efficacy, but als its fit in the scial and ecnmic envirnment Describe training plans fr increasing technical skills and knwledge within the cmmunity, specifically: Wh will cnduct the training Wh will receive the training What skills and knwledge participants will learn What netwrks r individuals cmmunity technicians can cnsult fr advanced Water and Sanitatin Guidelines fr Glbal Grant Funding (July 2018) 2

3 technical supprt Cnfirm that lcal surces are available fr equipment, materials, and replacement parts. If nt lcally surced, explain why. Describe hw the technlgy will be kept secure frm theft and vandalism. Cnfirm that an peratin and maintenance plan has been created with the cmmunity s input and identify what rle will assume respnsibility fr the plan. Prvide a shrt descriptin f the general peratin and maintenance activities that will ccur n a regular basis fr all systems and wh will be respnsible. Alternatively, yu can submit a cmpleted peratin and maintenance template. 3. FINANCIAL PLANNING Prper financial planning requires Rtarians t cllabrate with cmmunities, gvernments, and the private sectr t identify the csts assciated with the implementatin and maintenance f water, sanitatin, and hygiene prgrams and infrastructure. A rbust plan als identifies financing mechanisms that cver mst f these csts t ensure water, sanitatin, and hygiene services will be sustained fr generatins. In additin t submitting a prject budget with yur applicatin, yu shuld als include a financial plan fr five years, pst implementatin f yur prject. Yur financial plan must: Quantify annual csts assciated with all water, sanitatin, and hygiene systems prpsed in yur 5-year plan. Cnsider ne r mre f the fllwing csts in yur planning: Operatin and maintenance Cnsumables Cleaning Educatin and prmtin Labr Identify and quantify financing mechanisms that will supprt annual peratin, maintenance, and replacement csts fr the next three t five years. Funding surces can include husehld tariffs and fees, gvernment and public financing, private sectr and nngvernmental financing, r incme-generatin activities. If financing mechanisms are insufficient t meet the ttal annual csts, share plans fr securing future financing t address these gaps in yur plan Obtain memrandums f understanding r terms f agreement fr financial cmmitments r services prvided Create a business plan fr incme generatin r fr-prfit mdels. The business plan must include a market analysis fr prduct demand, prjected annual sales fr three t five years, cst per unit, target cnsumer, expected peratin and maintenance csts fr the next three t five years, and prjected revenue fr three t five years. 4. 4 Hygiene educatin and behavir change cmmunicatin Prviding hygiene educatin fr behavir change is a required cmpnent f all water and sanitatin prjects applying fr glbal grant funding. Behavir change des nt result frm educatin alne. Hygiene prgrams that use nly lectures, psters, r pamphlets t change behavir are minimally effective. T get the cmmunity t acknwledge the issue and take respnsibility fr changing behavirs, yur prgram needs t use teaching methds that invlve the cmmunity s participatin. Rtarians are encuraged t seek expertise frm lcal ministries f health, water, and sanitatin r nngvernmental rganizatins t design and implement trainings, hygiene educatin, and behavir change cmmunicatin prgrams. In-cuntry training and educatinal resurces shuld be used when pssible. Yur plan fr hygiene educatin and behavir change cmmunicatin shuld: Identify behavir change gals Identify training r educatinal bjectives: In cmmunities, training and educatinal prgrams shuld aim t develp r reinfrce hygienic behavirs in targeted cmmunities and ppulatins In schls, training shuld aim t build the skills f teachers t successfully implement hygiene educatin and develp healthy habits amng students In health care facilities, training shuld aim t imprve hygiene behavirs and knwledge f health care staff and administratin Describe hw yur hygiene educatin r behavir change cmmunicatin prgram respnds t specific needs that were identified in yur assessment Enhance r imprve cmmunity training and educatinal prgrams Prvide either a curriculum r a list f training tpics and methdlgies that will be used Identify trainers and attest t their training qualificatins and experience in behavir change cmmunicatin Identify the target audience wh will receive the training r educatin Describe the frequency and duratin f the training and educatinal prgrams, including retrainings Discuss educatinal activities and campaigns that will be used t make sure the new knwledge and behavirs becme part f lcal rutines and cntinue beynd the lifecycle f the grant Include a budget t supprt all prpsed activities. If training and educatin fr the prject is supprted by an external surce, identify the rganizatin and the amunt cntributed. Secure a memrandum f understanding t cnfirm the services rendered. 5 Training fr service prviders and technical wrkers Training fr service prviders and technical wrkers is a required cmpnent f all prjects applying fr glbal grant funding. Yur plan fr training and teaching service prviders and technical wrkers shuld: Identify training r educatinal bjectives Identify training tpics Share a schedule f trainings, including re-trainings Identify the target audience wh will receive the training Describe hw technical wrkers wh are being trained will receive advanced supprt when needed Include a budget t supprt all prpsed activities. If training and educatin fr the prject is supprted by an external surce, identify the rganizatin and the amunt t be cntributed. Secure a memrandum f understanding t cnfirm the services rendered. Be part f a 3- t 5-year financial plan Include a terms f agreement r memrandum f understanding frm stakehlders wh are cmmitting expertise, labr, resurces, and financing fr trainings and nging educatinal prgramming 5. MONITORING AND EVALUATION The regular mnitring and reprting f cre water, sanitatin, and hygiene measurements are essential activities f every water and sanitatin prject. Rutine versight ensures that basic needs are being met and that water and sanitatin prgrams are n track t meet targets. Select at least ne f the measurements belw that aligns best with yur prject: Ttal number f direct beneficiaries Number f peple with access t imprved surces f drinking water Number f peple with access t imprved sanitatin facilities Number f peple with access t disinfected water thrugh husehld water treatment Number f individuals trained Number f cmmunities with a functining gvernance cmmittee Number f cmmunities using a tariff r usage fee structure In additin, all systems shuld be mnitred regularly t ensure functinality, prper peratin, and maintenance. Specify wh will be respnsible fr mnitring the water, sanitatin, and hygiene systems being implemented. 6. GOVERNANCE Water, sanitatin, and hygiene gvernance refers t the plitical, scial, ecnmic, and administrative systems in place that influence the use and management f water, sanitatin, and hygiene resurces. 6 Water, sanitatin, and hygiene cmmittees are an essential part f a gvernance system in cmmunities, schls, and health care facilities t ensure the likelihd f sustainability. Typically, the main functin f the cmmittee is t manage the cmmunity water and sanitatin systems. It versees day-t-day peratins and sets cmmunity plicies, including whether and hw much t charge fr usage t cver future maintenance csts. The cmmittee can als cntinue t prmte health and sanitatin educatin in the cmmunity after training is cmpleted. Wmen shuld cmprise a significant percentage f the cmmittee. Rtarians are encuraged t identify gvernance systems and cmmittees that already exist within the cmmunities, schls, and health care facilities and determine whether the cmmittee specifically assumes versight f water and sanitatin services. Newly established water, sanitatin, and hygiene cmmittees shuld receive training and supprt until they can manage n their wn. Cmmunity water, sanitatin, and hygiene cmmittees are likely t be mst successful when they re cnnected t gvernment r ther supprtive entities. These grups can prvide management, financial, and technical supprt t imprve the cmmittee s effectiveness. Cmmittees shuld als fllw gvernment standards and guidelines fr water and sanitatin. Glbal grants must describe the gvernance systems that are in place t make decisins related t water, sanitatin, and hygiene. Include the fllwing in yur applicatin: The functin and cmpsitin f the gverning bdy that will assume ultimate respnsibility fr managing all water, sanitatin, and hygiene systems: Indicate the percentage f wmen and their rles in the gverning bdy. Describe hw the prject will prepare the cmmittee t be a fully functinal and effective gverning bdy. Submit a letter frm the Ministry f Water and Sanitatin (r apprpriate gvernment r regulatry entity) expressing their awareness and supprt fr the cnstructin, training, and educatinal activities prpsed in yur applicatin. The letter shuld als state that all activities align with gvernment initiatives, standards, and guidelines. B. Prject Types Glbal grants cmmnly fund the belw types f water and sanitatin prjects. Fr each prject type, pay clse attentin t the grant eligibility requirements and the infrmatin that must be submitted with yur applicatin. In additin t the cre standards fr sustainability, cnsider the standards listed belw fr each prject type. 1. WATER SUPPLY Gravity-fed systems, piping and reservir tanks If repairing r rehabilitating a system, identify the rt causes r underlying reasns why the system r systems were permitted t degrade t a state where they re n lnger functinal (fr example, pr management, lack f funds, r scarcity f technical supprt). Explain hw the prject will address these rt causes t prevent this frm happening again. Secure and submit frmal agreements with land wners r the gvernment fr any necessary Water and Sanitatin Guidelines fr Glbal Grant Funding (July 2018) 6

7 permissins related t water-supply systems that pass thrugh private r public prperty. Submit any mapping r technical dcumentatin that will assist in the review f yur applicatin. Wells and brehles If repairing r rehabilitating a system, identify the rt causes r underlying reasns why the system r systems were permitted t degrade t a state where they re n lnger functinal (fr example, pr management, lack f funds, r scarcity f technical supprt). Explain hw the prject will address these rt causes t prevent this frm happening again. Affirm that a hydrgelgical survey has been cnducted fr the intended drilling site. Hydrgelgical surveys can be cnducted befre the submissin f a glbal grant r can be incrprated int the glbal grant budget. Using the survey results, cnfirm: The vlume f grundwater available is sufficient t meet the demands expected by users and future ppulatin grwth The water quality meets natinal drinking standards and guidelines. Prvide plans fr remediatin if the water quality is pr. This may require a change in the prject s scpe and budget. Identify the entity supplying the hydrgelgical survey r whm yu are cntracting with t btain the survey. Hydrgelgical surveys must be cnducted by a qualified persn r entity, such as a hydrlgist, gelgist, r hydrlgical engineer. Secure and submit frmal agreements with landwners r the gvernment cncerning water r land rights. Submit a letter frm the Ministry f Water and Sanitatin (r apprpriate gvernment r regulatry entity) expressing their awareness and supprt fr the cnstructin, training, and educatinal activities prpsed in yur applicatin. The letter shuld als state that all activities align with gvernment initiatives, standards, and guidelines. Submit any systems mapping r technical dcumentatin that will assist in the review f yur applicatin. Cnfirm that water-quality testing has been cnducted and meets the natinal standards fr ptable drinking water. Prpse and budget fr a treatment r purificatin scheme fr systems where bilgical r chemical cntaminatin is present. Rainwater harvesting: dams, bunds, and reservirs Dams, bunds, and reservirs are cnsidered large-scale rainwater harvesting systems that divert fldwaters fr irrigatin, grundwater recharge, and fld cntrl. Cnsult mnthly average rainfall recrds fr the past five years. Identify high and lw rainfall perids, and use this infrmatin t determine whether rainwater harvesting can be used as a primary r secndary water supply scheme. 8 engineering backgrund has been cntracted t cnstruct the dam, bund, r reservir Secure and uplad the necessary agreements fr the rights t access river channels. Adhere t the lcal laws cncerning land rights and river channels. Cnfirm that legal agreements have been secured with private landwners, if private land exists n the banks f the river, t allw access t the dam Submit letter f endrsement r supprt f cnstructin, training, and educatinal activities frm the Ministry f Water and Sanitatin, Envirnment, r apprpriate gvernment entity. Cnfirm that the prpsed activities align with natinal water and sanitatin standards and guidelines. Verify the structure s ability t hld water withut creating a ptential fld hazard by cnsulting with prfessinals (fr example, a gelgist r envirnmental engineer) Prvide estimates f the vlume f water that will be retained thrugh the prpsed systems and the amunt that will be withdrawn fr seasnal water supply If repairing r rehabilitating a system, identify the rt causes r underlying reasns why the system r systems were permitted t degrade t a state where they re n lnger functinal (fr example, pr management, lack f funds, r scarcity f technical supprt). Explain hw the prject will address these rt causes t prevent this frm happening again. Submit any systems mapping r technical dcumentatin that will assist in the review f yur applicatin Affirm that an envirnmental assessment has been cnducted fr large-scale dams, bund systems, r reservirs If rainwater harvesting will be used fr drinking water, cnfirm that water quality testing has been cnducted and meets the natinal standards fr ptable drinking water. WATER TREATMENT/PURIFICATION When used and maintained crrectly, water filtratin and treatment systems can make mst water supplies safe t drink, prvided that the filtered water is nt re-cntaminated thrugh the use f dirty strage cntainers r distributin systems. A prperly designed system will either treat r filter the water supply at the surce, at the pint f use (fr example, a cmmunity pipe, husehld, schl, r clinic), r at bth lcatins. Pint-f-use and cmmunity filtratin r purificatin systems Identify if pint-f-use r cmmunity filters will be implemented. If selecting husehld filtratin, clarify whether the filters will be cnstructed lcally r imprted. IRRIGATION Identify the surce f water that will be used fr irrigatin Obtain a terms f agreement frm farmers that they re cmmitted t participating in the cnstructin, peratin, and maintenance f the irrigatin system, as well as all training and educatin assciated with the prject. Describe hw yur prject intends t train and educate farmers in irrigatin technlgies, farming methdlgies, and water cnservatin practices Describe the gvernance structure f farmers if prtins f the irrigatin system will be jintly wned (fr example, water user rganizatins) If repairing r rehabilitating a system, identify the rt causes r underlying reasns why the system r systems were permitted t degrade t a state where they re n lnger functinal (fr example, pr management, lack f funds, r scarcity f technical supprt). WATERSHED MANAGEMENT Watershed management is an apprach that aims t prtect water quality and quantity within a gegraphically defined watershed. These prjects typically implement a set f strategic interventins that include, but are nt limited t: grundwater recharge, refrestatin, imprved access t ptable water supplies, prtectin f water surces, ersin cntrl, and fld management. Because f the cmplexity f watershed management prjects, relevant gvernment agencies and watershed develpment rganizatins must be invlved in the planning and implementatin f a Rtary prject. Identify the principal water-quality r water-supply issue that will be addressed thrugh the prpsed watershed management prject Describe the interventins prpsed and hw these interventins are integrated int brader watershed management activities f the gvernment r equivalent gverning entity Prvide a tpgraphic map that utlines the watershed bundaries the prjects will be implemented within. The map shuld highlight the critical areas where the interventins prpsed will be taking place. Identify the number f peple that will be served nw and in five years Prvide average and peak day demand (in liters) that the prject is expected t serve ver five years Identify targeted water surce that will be addressed thrugh the prpsed interventin Verify that permits have been acquired if there are plans t divert r withdraw water frm a specified surce Align refrestatin plans with large-scale riparian r bank restratin effrts. Explain why certain areas within the watershed are being targeted. 5. WATER, SANITATION, AND HYGIENE IN SCHOOLS (WINS) Prvide a list f the schls yu will be cllabrating with and the ttal number f students per schl List the interventins planned fr each schl Check that the ttal number f tilets and water supply prvided per student in each schl aligns with natinal standards and guidelines. Where ratis d nt align, prpse plans fr hw these standards will be met. Cnfirm that child-friendly sanitatin and water supply facilities are being implemented in primary schls Submit a letter frm the Ministry f Educatin (r apprpriate gvernment authrity) expressing their awareness and supprt fr the cnstructin, training, and educatinal activities Water and Sanitatin Guidelines fr Glbal Grant Funding (July 2018) 10

Explain hw the prject will address these rt causes t prevent this frm happening again. Make sure hygiene training and educatin is directed at teachers and schl administratrs. It shuld aim t imprve teaching skills and awareness f natinal curriculums and curriculum develpment fr hygiene educatin. Prvide gender-segregated tilets that meet natinal r internatinal standards: One latrine per 25 girls One latrine fr female staff One latrine fr male staff One tilet plus ne urinal per 50 bys Ideally, ne latrine, hand-washing statin, and drinking-water statin shuld be accessible t disabled students 6. MENSTRUAL HYGIENE MANAGEMENT (MHM) IN SCHOOLS T fully address menstrual hygiene management in schls, Rtarians are encuraged t design cmprehensive prjects that g beynd the installatin f a single structure r simply distributing sanitary napkins. MHM glbal grant prjects must define activities that (1) prvide a scial supprt fr girls and wmen, (2) develp knwledge and skills s girls can manage menstruatin safely, (3) prvide facilities and services, and (4) imprve access t menstrual hygiene materials. All activities shuld be in alignment with brader WASH in Schls initiatives, guidelines and plicies. Identify the knwledge, attitudes, and beliefs surrunding menstrual hygiene fr pre-adlescent girls and bys Describe the availability and access t hygienic menstrual management materials in the schl and cmmunity and any market gaps Describe hw the prpsed interventin is culturally apprpriate and addresses the tabs assciated with menstruatin Explain hw cnsumables, such as sanitary napkins and cleansing materials, will be available fr every student chrt ver time Describe the waste-dispsal plans fr sanitary napkins and hw schls will address the csts assciated with these plans Submit a letter frm the Ministry f Educatin (r apprpriate gvernment authrity) expressing their awareness and supprt fr the cnstructin, training, and educatinal activities prpsed in yur applicatin. SANITATION (TOILETS, WASTEWATER MANAGEMENT, SOLID WASTE MANAGEMENT) Tilets Identify the type f latrines prpsed fr implementatin (pur-flush, ventilated pit latrine, flush, shared, r husehld) and whether they re shared Identify energy surces needed fr the prper functining f the prpsed system and whether it is cnsistently available Describe hw waste will be dispsed f and managed fr the prpsed sanitatin system Cnfirm that latrines will be sited at least 30m frm surces f drinking water Describe the handwashing facilities that will be installed with the prpsed latrines Identify the rt causes r underlying reasns why the system r systems were permitted t degrade t a state where they re n lnger functinal and prviding adequate services.
