4 Current Stormwater Program City currently manages a limited stormwater program No dedicated stormwater management staff / decentralized program Budgeted annual expenditures $55,000 Program is funded from sewer fee revenues A portion of sewer fee revenues are used to fund stormwater activities Program is currently reactive City completes majority of stormwater activities on an as needed basis City currently does not have a defined capital improvement plan for the stormwater system

18 Feasibility of Utility A stormwater utility would be a feasible option for organizing and funding the City s stormwater system As demonstrated the current program is not sufficient to meet the needs of the City stormwater system The current funding and management of the stormwater system are not sustainable over the long-term Additional dedicated funding is required and a stormwater fee would equitability provide these funds

19 Implementation Requirements To implement a stormwater utility within the City several key steps are required Given the fact that Geneva is not a home rule community, a referendum would be required to implement the fee Impervious area measurements would be required for all nonresidential parcels Adoption of ordinance establishing the fee
