2 Rural Community Assistance Partnership (RCAP) A national, non-profit organization incorporated in 1972 that provides technical assistance to help solve water and wastewater problems Field staff in all 50 states and Puerto Rico Six regions (Great Lakes RCAP, Northeast RCAP, Southeast RCAP, Southern RCAP, Midwest RCAP, and Western RCAP)

21 Community Assessment 37 questions 74/84 structures participated 43/64 residential have septic tank or aerator 10% didn t know 7.8% of homes share septic systems 87.5% of homes served by systems with high failure potential rates 17,785 gallons of untreated or under treated waste discharges from homes each day

22 Sampling Health Dept sampled storm sewer outlets- October out of 4 outlets showed septic flow Federal Creek Watershed Group sampled Federal Creek- October out of 4 sampling points indicated presence of Fecal Coliform

23 EPA & Permitting Project team met with SEDO- October 2003 Individual NPDES Permit for village with multiple discharge locations EPA stressed need for management entity Amesville will be first existing, incorporated community in Ohio to use a decentralized wastewater system that is publicly owned and operated Also first time Ohio EPA has issued an NPDES permit for multiple small treatment units with multiple discharge outfalls/locations
