The total amount of stabilized sludge sent to storage at the Wyckles Road Land Application Facility last month was 381 tons. The digester gas engine generator was not available during May. Activities A pre-bid meeting for the digester mixer project was held on June 3. Bids for the project will be opened on June 25. Current plan holders include eight general contractors. A proposed contract has been prepared for Donohue & Associated to begin design work for the waste activated sludge thickening upgrade (replacement of the dissolved air flotation thickeners). The contract scope includes evaluating alternative types of thickeners, evaluation of polymer feed facilities, review of building details and equipment layouts, and conceptual-level design and cost information. One equipment vendor has offered to bring a thickening unit to our plant for pilot testing. Board consideration is also being requested for a proposed contract covering ongoing work by HDR Hydro-Qual, the District s nickel study consultant. The work to be done includes responding to additional questions and requests for information from U.S. EPA, updating testimony, and serving as an expert witness for the Pollution Control Board hearing. Black & Veatch has provided a proposal for a Nutrient Reduction Strategy Study in anticipation of nutrient reduction requirements. The study s objective is to update and expand the treatment plant model Black & Veatch built for the Tenaska project in order to develop conceptual

2 alternatives for nutrient treatment processes and facilities. The study will also aid District staff in evaluating ongoing projects with future needs in mind, and in preparing long-term capital budgets. The District s major industries will be involved with the scope and the study itself. Discussions are continuing with Black & Veatch and a contract for Board consideration should be developed within the next few months. An inquiry was received from Republic Services about accepting leachate from their landfill in Bridgeton, Missouri. Data provided by Republic showed that the leachate exceeded several of our pretreatment ordinance limits including nickel and zinc. Republic was notified that we are not able to accept the wastewater. Chastain & Associates has completed field work to estimate the volume of sludge currently stored at the Wyckles facility, and expects to process the data during the week of June 1. One-person operating shifts continue to be uneventful. By June 15, six of the nine operators will have been trained in the one-person procedure. Through June 12, 25 one-person shifts have occurred. Other activities during the past month included meeting with J & B Waste and the geotube supplier to discuss beginning the second layer of tubes at the South Sludge Lagoons; meeting with a vendor to review the capabilities of Historian software for SCADA data reporting and evaluation, and reviewing a draft river study report from EIU researchers. 3 SANITARY DISTRICT OF DECATUR 51 DIPPER LANE, DECATUR, IL MEMORANDUM TO: Tim Kluge DATE: 5/31/13 FROM: Larry Arnold SUBJECT: Laboratory activities for May 213 Routine: Monitoring of treatment plant, industrial users, and receiving stream samples for compliance purposes and process monitoring continued. Sampling and analysis of influent, effluent, and sludge for quarterly and annual NPDES requirements was conducted. Laboratory personnel continued monitoring H2S and other odor causing chemicals within the covered areas of the activated carbon treatment units. Laboratory personnel continued to perform additional ammonia and nitrate analysis to monitor the effect of changes made by ADM in their wastewater treatment to help prevent the floating solids problem here at the plant. Analysis was continued to confirm water quality of plant groundwater and groundwater near the 7 th Ward CSO facility in conjunction with the district s dissolved solids strategy. Chloride analysis of industrial users continued in support of this strategy, as well. Safety meetings have continued and there was no first report of injury in the laboratory during this period. Non-Routine: 1) The laboratory continues to investigate the potential role of amounts of incoming Total Kjeldahl Nitrogen (Ammonia plus forms of Organic Nitrogen) in affecting the plant s nitrification ability. No significant levels of Ammonia-Nitrogen (other than that added to aid the disinfection process) were detected in the plant effluent during the month. 2) The laboratory continued additional analyses of the supernatant returned from Wyckle s sludge lagoons. This study was at the request of Black and Veatch and is related to the reclaimed water study and potential future EPA plant performance requirements. 3) Work continues on a laboratory manager position standard operating procedure. A generic calendar was setup indicating at what time of year certain actions need to be taken in relation to infrequent events and also indicates primary daily activities. This effort is related to transition planning for the laboratory. During 213, this calendar will be reviewed on a daily basis to ensure that no activities are overlooked. Transition documents prepared to date are stored on the laboratory intranet. At least two individuals currently on the laboratory staff have indicated an interest in this position after the current laboratory manager s retirement in ) Laboratory management continued updating the district lab data handling manual as part of the transition effort and we anticipate beginning in house training for all interested

4 laboratory personnel sometime in 213. This may commence with some outside Microsoft Excel training prior to specific in-house training. 5) Work has continued and is substantially complete on the 213 US EPA DMR-QA performance evaluation samples. All data is due to be reported by July 5, ) Laboratory management prepared a manual that introduces plant operators to district laboratory operations and how it relates to the operators activities. In-lab exposure for the operators began during mid May and will continue through early July. Pretreatment Activity during May 213 Verbal Notices We issued a Verbal Notice to Stripmasters Services, Inc. on May 7, 213 because they exceeded their monthly average limit for BOD during April 213 We issued a Verbal Notice to PPG Industries on May 3, 213 because they exceeded their daily maximum discharge flow limit on April 17, 18, & 19, 213. We issued a Verbal Notice to Tate and Lyle on May 21, 213 because they discharged wastewater with a ph above the maximum permit limit for ph on May 2, 213. Other Enforcement We did not issue any Warning Notices, Notices of Violation, or Executive Orders during May 213. Penalty Assessment We assessed the following industrial penalties for May 213: Tate and Lyle: $1,. General Activity 1. We monitored fourteen commercial and industrial users (IU) and we performed eight industrial user inspections during May We sent permit applications to Gulliford Septic Service, St. Claire Services, and Zeschke Septic Cleaning during May. We received wastewater hauler permit applications from St. Claire Services and Zeschke Septic Cleaning during May 213 because their current permits are due to expire soon. 3. We sent an amended wastewater discharge permit to Carry Transit during May to require them to submit certifications forms every month to verify that they had discharged no process wastewater to the sewer during the previous month. Carry has been hauling off all of their wastewater since late last year. 4. We issued a new wastewater discharge permit to Explorer Pipeline Company during May because they have repaired a leaky valve in a pipeline south of Harristown and now they need to dispose of pretreated wastewater from the excavation. The project is projected to go on for at least three months and longer if they are not allowed to tear out a road temporarily.

Malone, I&C Manager DATE: 6/11/213 SUBJECT: I&C Shop Monthly Activity Report for May 213 Work Orders Completed: 53 Corrective 2 Improvement / New 74 PM 1 Process 1 Project Safety I&C Tech Monthly Activity: Effluent pumps 1 and 2 are out for repair at this time. Expected delivery of pump #1 is June 213, pump #2 is late July-early August 213. The Wyckles dredge pump motor has been repaired and returned. A replacement soft start has been installed. Additional protection measures for the pump have been added and are being programmed / tested to verify proper operation. Front gate controls and automation is complete. The S2 card reader system will be programmed in June / July. Updates to SCADA and process control are under way. We are working in conjunction with operations to improve operational efficiency and verify accuracy of data displayed on the screens. (Ongoing project) We have been coordinating with the electrical contractor on the 212 Energy Efficiency Project. Also, we are working with Kirby Risk to get the final set up / spec work done for the replacement MCC section in the 259 building. The design work should be completed by July 213.
