2 BACKGROUND The Gas Market Leaders Group established the Gas Bulletin Board (GBB) in 2008 to be a single information website across South Australia, Victoria, Tasmania, New South Wales, the ACT, and Queensland, covering: All major gas production fields. Major demand centres. Natural gas transmission pipeline systems. SLIDE 2

3 GBB DATA The GBB publicly displays data from registered facilities: Facility capacity data for short and medium-term outlooks. Linepack indicators for gas transmission pipelines. Nominated and actual gas flows for pipelines, production facilities and storage facilities. Facility standing data, including nameplate capacity. An interactive map that provides a snapshot of the system conditions and outlook. SLIDE 3

4 CHANGING EAST COAST GAS MARKET Rapid growth of eastern and south-eastern gas markets has driven need for increased information transparency. Multiple industry reviews highlighted the role of an enhanced GBB in this changing market environment: o AEMC s Gas Market Scoping Study (2013). o Eastern Australian Domestic Gas Market Study (2013). The immediate driver for redevelopment was the COAG Energy Council s Decision Regulatory Impact Statement on Gas Transmission Pipeline Capacity Trading in December SLIDE 4

5 GBB REDEVELOPMENT In March 2014, the COAG Energy Council requested AEMO redevelop the GBB in three phases: o Phase 1 improve GBB functionality and useability by December o Phase 2 incorporate a capacity listing service and standard terms and conditions for secondary capacity trading by March o Phase 3 incorporate additional data arising from the Council s public consultation and rule change on enhanced capacity information by March AEMO completed Phases 1 and 2 on 11 December SLIDE 5

6 STAKEHOLDER ENGAGEMENT AEMO has engaged closely with stakeholders throughout the GBB redevelopment. o Stakeholders include gas pipeline and facility owners and operators, shippers, retailers, government officials and regulators. o New GBB is shaped according to stakeholder needs and requirements. o AEMO continues to work closely with stakeholders during the next steps of redevelopment. 8 NEW FEATURES Interactive map. Improved reporting features: graphing functionality and better data search and export functionality. Enhanced user functionality, including new web forms to submit data and improved login systems. Capacity listing service and standard terms and conditions were included in the Phase 1 redevelopment. 11 FURTHER GBB DEVELOPMENT GBB has the potential to play a key role in changing eastern and southeastern commodity and capacity markets. Complements existing demand hubs and new supply hubs such as gas supply hubs at Wallumbilla and Moomba. GBB may play a useful role in facilitating capacity trade, if supported by market frameworks. 12 GBB REDEVELOPMENT: NEXT STEPS o Further IT enhancements of the GBB website are planned, including: Ø To redefine existing GBB zones and capture relevant LNG information: Scoping has commenced with stakeholders. This will align GBB zones with zones in facilitated markets and provide more accurate and relevant information. SLIDE 12

13 GBB REDEVELOPMENT: NEXT STEPS AEMO will incorporate new data requirements stemming from the Energy Council s rule change on enhanced pipeline capacity information. AEMO will also scope out other potential improvements, such as the inclusion of relevant information on the Victorian Declared Wholesale Gas Market and Short Term Trading Markets. SLIDE 13
