1 POSITION DESCRIPTION Water Treatment Technician 1 POSITION DETAILS Position Title: Reports to: Department: Location: Water Treatment Technician Senior Engineer Water Treatment or Water Treatment Technologist Water Treatment, Quality & Catchments / Operations Various Date: July 2018 Document Reference: COR/11/ PURPOSE OF POSITION The Water Treatment Technician position provides day to day operation of Gippsland Water s treatment facilities, with the objective to provide safe drinking water for customers, within Safe Drinking Water Regulations (SDWR) and Australian Drinking Water Guidelines (ADWG) and Department of Health and Human Services regulatory, industry guidelines and standards. 3 ABOUT GIPPSLAND WATER The incumbent will be expected to adhere to all Gippsland Water policies and procedures, and in doing so, demonstrate our organisational values. About us Gippsland Water is the second largest regional urban water corporation by revenue in Victoria, comprising a diverse, complex and geographically dispersed asset base spread across a 5000 km 2 region which is serviced through an asset base of in excess of $1 billion. 2 We exist to deliver reliable, high-quality water, wastewater and waste recovery services to ensure the economy and liveability of the central Gippsland region. Our service area is diverse in area and needs, from the fast growing region in the west, to the transitioning challenges of the Latrobe Valley to providing water and wastewater services to Victoria s largest industrial water users. There has been significant change throughout the Gippsland region, in particular, the closure of major businesses. While this changing landscape presents many challenges to Gippsland Water, it also highlights the importance of the role Gippsland Water plays in the region, and the role we play in the region s transition. 3 5 KEY ACCOUNTABILITIES The Water Treatment Technician is accountable for performing routine operation, maintenance and improvement works that provide safe drinking water for customers within regulatory and industry guidelines and standards. As part of the team, the Water Treatment Technician s contribution to the budgetary activity is as follows: Expenditure per annum: Asset Management <$100,000 Opex (typically) <$20,000 Capex (typically) 1 basic technology treatment system $1M value (typically) 6 KEY RESPONSIBILITIES With assistance from other team members, the Water Treatment Technician will: Effectively work at any of Gippsland Water s treatment facilities as part of flexible, multi-skilled team that is adaptive to the work requirements of the Water Treatment workgroup Safe Drinking Water Act (SDWA)/Safe Drinking Water Regulation (SDWR) Risk Management framework; Carry out all activities in line with workgroup process, operational and regulatory requirements in line with workgroup and organisational behavioural and values ; Manage and safely operate the allocated treatment facility within all key operational performance criteria, operational and industry guidelines and standards in order to meet all applicable regulatory requirements (Department of Health and Human Services, Environmental Protection Agency, Worksafe, etc); Assist the Water Treatment Technologists to facilitate operational programs (fault finding, troubleshooting, chemical, process optimisations and major maintenance programs) and provide immediate feedback on any corrective action opportunities; Provide overall supervision of contractors and other work teams undertaking operational, maintenance or improvement works on allocated treatment facilities; Manage operational and maintenance expenditure (within defined limits and in consultation with Supervisors) for allocated treatment facilities in-line with budgets Provide concise, accurate and timely verbal and written reports, surveillance audits and returns to meet workgroup and regulatory reporting requirements. Maintain operational and administrative records required by the treatment facility, including the completion of standard log sheets, checklists, reports and audit requirements to ensure compliance with policies and procedures. 4 Participate in an after-hours on-call arrangement, as part of a roster to provide 24 hour coverage for allocated operational issues (maximum frequency of roster to be 1 week in 3 weeks and employee to maintain availability of home telephone for emergency contact, in event of poor mobile reception); Ensure all work practices and activities are carried out safely and comply with Gippsland Water s OH&S policies, safe operating procedures and the training that will be provided. 7 KEY CHALLENGES Upon entering this position, the key challenge will be developing a familiarisation with the operations of the Water Treatment group and its team members, but more specifically, the Water Treatment Plant(s) they will be responsible for operating and the related processes/reporting that is required. The role will require the Water Treatment Technician to participate in a comprehensive training program which covers a range of specific operational and Occupational Health & Safety areas. They must have the ability and willingness to work safely in a workplace that processes bio-hazardous and odorous liquids and confined spaces in accordance with appropriate procedures. Also important to the role is the incumbent s ability to effectively work and participate in a team environment whilst also working on their own in a remote location, and have the adaptability to respond to changing priorities regularly throughout the day. 8 JUDGEMENT & REASONING The Water Treatment Technician is responsible for the monitoring of treatment facility performance and recommending or undertaking appropriate adjustments to operating parameters to maintain required performance. This ability extends to include maintenance of appropriate storage levels of critical supplies and coordinating equipment maintenance activities to ensure reliable operation. To do this, they must have the ability to accurately understand and interpret policies and procedures, as well as outcomes from process or plant and equipment monitoring and have the capacity to learn and develop an appropriate level of problem solving skills related to both these areas. The position requires literacy and numeracy skills necessary for accurate completion of work-related documentation, process control and the interpretation of Quality Assurance and safety procedures. They will also be challenged by competing priorities in relation to operational needs at field sites, requiring careful planning and communication with other team members. Where there is a requirement for incident response and management, additional resource requirements or unbudgeted activities, they are required to consult with the Water Treatment Technologist, Senior Engineer Water Treatment or Manager Water Treatment, Quality and Catchments. 5 9 INTERPERSONAL SKILLS/COMMUNICATIONS The Water Treatment Technician must have the ability to communicate effectively using written, verbal, numerical and graphical communication techniques, across an operational and technical audience, in addition to well developed interpersonal skills and the ability to interact with a range of internal and external customers and stakeholders. Although they may work alone and remotely from other staff, the Water Treatment Technician is required to operate and actively participate as part of a close team in the achievement of team objectives. This involves working cooperatively and assisting others with tasks and knowledge in relation to a number of sites and issues. In addition, they are required to use a calm and proficient approach to respond to difficult situations and have the ability to convince others in the resolution of minor problems. External Communications GW Customers (occasional interaction), Stakeholders and Regulators Representatives (Local Officers DHS/EPA), Maintenance, Chemical Supply and Improvement Project Contractors Internal Communications Other members of the Water Treatment Group (Water Treatment Technicians/Trainees, Water Treatment Technologists and Manager Water Treatment, Quality and Catchments), Customer Contact Officers (Normal and after-hours representatives), other GW employees. 10 KNOWLEDGE, SKILLS & EXPERIENCE ESSENTIAL & DESIRED FORMAL QUALIFICATION Essential: Satisfactory completion of Certificate III Water Industry Treatment, or equivalent (AQF2) or willingness to complete the certificate within 3 years Committed to completion of Certificate IV (NWP40107) Desirable: Completion of or working towards completion of Certificate IV Water Operations, or equivalent, with a specific focus on the modules relating to Water Treatment. Completion of or working towards relevant process streams in the NWP package relating to all GW sites (PAC, DAFF, UF etc.) ESSENTIAL & DESIRED SKILLS/EXPERIENCE Essential: Detailed understanding and experience to undertake duties for the operation and maintenance of water treatment facilities (treatment, storage, supply and distribution systems) including pipe networks and pump systems to meet regulatory requirements. Desirable: Previous experience in the operations and maintenance of water treatment systems. Page 5 of 7

6 Demonstrated working knowledge of the appropriate regulations (Australian Drinking Water Guidelines 2011, Safe Drinking Water Act 2003, and Safe Drinking Water Regulations 2015), and objectives applicable to Gippsland Water s treatment facilities specifically, related to documentation, operational processes, physical, chemical and biological characteristics of treated water. A working appreciation of risk management and appropriate systems in relation to operation and maintenance of Gippsland Water s water treatment facilities. Awareness and implementation of Safe Drinking Water Act 2003 and Safe Drinking Water - Regulations 2005, and associated risk management requirements (record keeping and documentation) Preparedness to gain and maintain Level two first aid certification. Maintain a valid current Victorian Driver s (car) Licence, and a suitable level of fitness as required for this role. Preparedness to comply with all corporate and operational policies, procedures, records management requirements. Self motivation and initiative, as well the ability to effectively participate as part of a team. 7 11 SELECTION CRITERIA Evidence of satisfactory knowledge and experience of safe operations and maintenance works associated with Water Facilities (including treatment process steps, storage, transfer and distribution to customers). Working knowledge of Risk Management Principals associated with the Australian Drinking Water Guidelines and Safe Drinking Water Act and Guidelines including compliance requirements applicable to water treatment facilities and why they are required. Demonstrated ability and willingness to adopt new technology or processes to solve operational problems. Demonstrated ability to use self-motivation and self-discipline to manage time effectively when working alone and unsupervised. Ability to work unsupervised and on occasions as part of a team. Demonstrated literacy and numeracy skills with the ability to interpret graphical information. Page 7 of 7
