1 SALEM CITY REQUEST FOR PROPOSAL CULINARY AND SECONDARY WATER MASTER PLAN 5/2/2018 Salem City (City) is now accepting Proposals for the development of a comprehensive Salem City Culinary Water and Secondary Water Master Plan. Interested consultants/firms shall submit a proposal, meeting the requirements contained herein, by 5 pm, Tuesday, June 19, 2018 at the Salem City Office located at 30 West 100 South, Salem, Utah BACKGROUND: Salem City completed culinary water and secondary water impact fee studies in The city has experienced significant growth since then, and is anticipating substantial growth over the next many years. Several large parcels of land are currently being marketed or subdivided for development. This includes land located outside and adjacent to the City Boundary that has not yet been considered in master planning or impact fee studies but will be annexed at some future time. 2 SCOPE OF WORK: (See Attachment A) Proposal Requirements: Salem City is providing this information to assist in preparation of the consultant s Proposal. Items that must be included in the Proposal and maximum allowable pages for each section are as follows: 1. Cover Page (1 Page) 2. Cover Letter (1 Page) 3. Firm Information, Firm Background, Project Team (3 Pages) a. Name, address, telephone, web-site, for the firm. b. Location of office where the majority of work will be performed. c. Organizational listing of personnel anticipated to be used on this project. d. Qualifications of team members. 4. Approach and Scope (4 Pages) a. Proposed approach and scope of work. 5. Innovative, or Value Added Scope Recommendations (2 Pages) a. Provide any recommendations for additional scope or innovative solutions. 6. Relevant Project Experience (2 Pages) a. Provide a brief description of at least 3 relevant projects. b. Name, address, telephone, and of 3 references for you which you have prepared, modified, or assisted, with the preparation of a culinary water or secondary water master plan and impact fee studies. 7. Fee Proposal ((1) 11x17 Page) a. Fee proposal shall be itemized to reflect a cost for the individual tasks identified within the Scope of Work, and shall include hours, billing rates, sub-consultant costs, and estimated reimbursable expenses. 8. 3 Formatting Notes: 11 point font or larger is required. Double sided pages will count as 1 page per side. All pages shall be 8.5x11 unless specifically called out as 11x17 above. CONSULTANT SELECTION: The selection of the consultant will be made by a selection committee made up of the City Staff and elected officials. This committee will review all proposals. The committee will make their recommendations to the City Council for approval. The intent is to award this project as soon as practical. The City reserves the right to hold applicant interviews if deemed necessary. Upon receipt, the Proposal will become the property of the City, without compensation to the responding firms and will not be returned. Proposals will be subject to the Freedom of Information Act. CHANGES: Firms will be notified in writing of any substantial changes in the RFP. RESERVATION OF RIGHTS: Salem City reserves its rights to: 1. Reject any and all Proposals received in response to this RFP. 2. Waive or modify any irregularities in Proposals. Page 3 of 11

4 3. Request additional information or modifications to Proposals prior to award if such is in the best interests of Salem City. 4. Use any ideas submitted in the Proposals received, unless covered by legal patent or proprietary rights. 5. Once a firm has been selected, the City and the selected firm will enter into final contract negotiations. In the event of unsuccessful negotiations, Salem City may enter into contract negotiations with other qualified firms that submitted acceptable Proposals. STATEMENT DEADLINE: Proposal must be received at the Salem City Office by the deadline stated above. Five (5) bound copies of the Proposal shall be placed in a sealed envelope with the firm s name on the outside, clearly identifying the project name as stated above. 5 ATTACHMENT A Salem City Culinary Water and Secondary Water Master Plan SCOPE OF WORK: The purpose of this project is to prepare a comprehensive culinary water and secondary water master plan. This master plan will be a guide for the City to properly plan, budget and maintain a sustainable drinking water and secondary water system over the planning period. The following items must be included in your scope of work; however, this list IS NOT all-inclusive: Planning Area The planning area will be the proposed annexation declaration area of Salem City with some slight variations for undevelopable lands, if necessary. Demographics & Land Use Perform a comprehensive demographic analysis that, at a minimum, includes the following: o Evaluate current zoning and land use patterns. o Perform a detailed projection of future land use, zoning, and development patterns over planning area. Provide an assessment of the ability of the current and future zoning patterns to absorb new development and meet future population growth levels. Evaluate current and future residential, commercial, industrial, and institutional land uses. Prepare projections of the residential, commercial, industrial, and institutional land use requirements for the planning area. o Evaluate the population growth rate over the last 20 years, and project the buildout population based on the planning area and future land uses. The growth analysis shall account for and analyze population projections, economic projections, and considerations from the Governor s Office of Planning and Budget, Envision Utah, 2018 Economic Report to the Governor by the Kem C Gardner Policy Institute, as well as other applicable economic and growth-related projection publications. Growth projections should not be assumed to be straight-line constant growth and Page 5 of 11

6 should consider multiple growth projection methodologies to provide a reasonable growth that can be expected in the planning area. o Project the build-out population of the Annexation Declaration Boundary and estimated year that buildout will be attained based on the future land use, population growth, and economic growth. Compare and contrast current land use patterns with future or projected land use patterns over the buildout period. Level of Service Evaluate and recommend responsible and defensible Level of Service (water use) and System Capacity Requirements in compliance with 2018 Revisions to Utah Code 19-4 (H.B. 303) Water Use Data Reporting and Public Water System Minimum Sizing Requirements for the drinking water system and in compliance with the Utah State Impact Fee Law for both water systems. At a minimum, requirements should define the level of service the city will provide for water rights, supply, storage, distribution, and treatment for all residential housing types, commercial, industrial, and institutional uses anticipated. Although requirement units will vary, all requirements should be related to an Equivalent Residential Unit (ERU) in Salem with regards to lot size, # of persons per household, for comparison purposes. Utilizing actual water use data compare and contrast the soon to be updated Utah State Rule R Division of Drinking Water (DDW) minimum sizing requirements for water storage, water source, and water distribution with actual use. Culinary Water System All water system projections will include entire Annexation Declaration Area as defined by the final planning area. Perform an in-depth water rights analysis for both existing and future culinary water rights over the planning period. o Evaluate and recommend water right requirements to be applied to new commercial, industrial, and residential developments. o Compare water rights requirements from Salem, Spanish Fork, Payson, Santaquin, Mapleton, Springville, Elk Ridge, and Woodland Hills. o Create a water right tracking system to be used by Salem City. 7 o Evaluate and recommend action to be taken regarding the existing water rights owned and or contracted with Salem City. o Evaluate future developable lands in regards to water rights and make recommendations as to potential water right requirements and available water rights to be transferred to the city as the property develops. o Update the City s 40 year plan for water rights. Create a Hydraulic Water Model in accordance with DDW Rule R The City s current water model is in Bentley Water GEMS but the project does not require the use of this software package. The existing water model will be made available to the selected consultant. The selected consultants shall provide a recommendation on the software package to be used for approval by the City. The City needs water modeling data to be readily available to several staff members. The Consultant will recommend and assist with the set up an online viewing software such as Aquaveo City Water Modelling System to be used by city. All water models shall be incorporated into the City GIS system and recommended software sytem. Salem City will pay subscription and/or software fees to Aquaveo or other system. Consultant will be expected to provide all support and information necessary to the selected software system. At a minimum the hydraulic model should meet the following requirements: o Hydraulic Model is to be field calibrated to current conditions based on water billing data, production data, SCADA information, pressure tests, hydrant flow tests, water quality tests, and energy billing data. o Model demands are to be loaded in such a way as to represent the actual allocation of the existing system. o Existing Peak Day, Average Day, and Minimum Day Scenarios are to be created for basis of existing infrastructure evaluation. All scenarios should be an extended period simulation (EPS) with water quality and energy modeling capabilities. o Future Peak Day, Average Day, and Minimum Day EPS Scenarios are to be created for the build-out analysis. Future Peak Day demands will be a result of the growth, demand, and water rights analyses. Page 7 of 11

8 o Model shall be used to identify system deficiencies including fire flow analysis, distribution analysis, pressure analysis, water quality analysis, source analysis, storage analysis, and energy efficiency analysis. o Provide a flushing analysis. Evaluate the existing conditions of the culinary water system, and make recommendations for necessary improvements regarding the following: o Water Supply Sources including, surface, spring, and groundwater sources o Water Storage Systems including open reservoirs and storage tanks o Water Distribution systems including booster pump station facilities, control valves, and pipelines. Recommendations may include capital projects and operational changes. Perform a pressure zone analysis for the entire system and recommend appropriate improvements with corresponding costs and implementation schedule. Recommend changes to improve efficiencies, proper flow distribution, energy efficiency, etc., o Water Treatment methods such as intermediate chlorination and/or water age mitigation techniques. o Evaluate existing water quality relative to any pending or anticipated changes in drinking water standards. o Perform a system wide vulnerability analysis. Evaluate and make recommendations for improvements to the culinary water system required for build-out. Recommendations will consider time of need for improvements categorized by existing deficiencies, future deficiencies caused by growth, need to serve new development, redundancy, vulnerability. Recommendations will include but are not limited to the following system components: o Water Supply Sources including potential new sources and locations. o Water Storage Systems including potential new sources and locations. o Water Distribution systems including potential transmission infrastructure for build-out area. o Water Treatment methods. o Water Quality. 9 o Pressure Zones and PRV Settings o Energy Efficiency Perform a basic hydro-geologic well location study based on the additional well (water source) requirements. Recommend well locations based on hydro-geologic conditions, site viability, source protection concerns, future needs, redundancy, and source vulnerability. Evaluate the possible Relief Mine Spring Development Project and recommend if this project should be pursued. Provide an answer to the question, Should Salem City spend the time and resources necessary to prepare a PER for this project and move forward with the development of the spring? Evaluate the existing Water Canyon Spring and make recommendations for improvement. Create a water-use priority sequence that identifies which water source should be utilized first, second, third, etc. The priority should be based on per unit source costs, redundancy, future needs, vulnerability etc. Perform a metering analysis and recommend a metering upgrade that will allow instantaneous reading, real time or nearly real time customer use data, leak detection, online customer portal, historical use tracking, etc. This system should mesh with the recommendations for the secondary water system as well as the city s existing billing system. Perform a review and analysis of the existing SCADA system and recommend improvements with corresponding costs and implementation schedule. Our current SCADA system makes viewing and retrieving information for analysis very difficult and is not mobile device friendly. The recommended solution should solve this problem as well as others identified in the review and analysis. o Recommended improvements should include modifications to operational set points for system optimization for operations and energy use. o Recommended improvements should include equipping existing infrastructure with SCADA controls and identifying new locations for hydraulic control monitoring to facilitate system operations and identify water loss in specific regions. Conduct a construction standards review and update sections pertinent to the culinary water system. These updates will need to be approved by the DDW. Update the PRV standards Page 9 of 11

10 as part of the construction standards review. Prepare submittal for DDW for plan check waiver. Create an implementation/capital improvements plan for improvements identified in the master plan, identifying trigger points based on population growth and ERU s. Projects anticipated within the first 20 years of the buildout period will be detailed with cost estimates prepared, adjusted for the approximate construction date. Projects anticipated beyond this shall be less detailed and have a general cost estimate prepared and escalated over time. Funding recommendations for the projects in the first 20 years shall be included. Create a water conservation plan. Water conservation plan must meet all state requirements. Incorporate the Central Utah Water Conservancy District plans for water supply, pipes, and turnouts into the master plan. Perform an AWWA Water Audit using the IWA/AWWA Water Audit Method: o Perform a water balance analysis as outlined in AWWA guidelines. Perform an in-depth analysis of water losses. Perform an in-depth analysis of authorized consumption sources. Provide cost estimates for all recommended improvements. Perform an in-depth analysis of user rates, billing, and production data. Recommend implementation schedule of modified rates. Rates shall be defensible and based on actual budget requirements. Prepare an Impact Fee Facilities Plan and Analysis and recommend an appropriate impact fee and implementation schedule. The impact fee facilities plan and analysis shall comply with current Utah State Law. Propose a delivery schedule for technical memorandums to be submitted at strategic milestones as progress reports to ensure the project is moving forward and on schedule. Findings of all components will be summarized in a written report or reports. Hydraulic evaluations created in the model shall include a digital deliverable to be incorporated into Salem City GIS or be the basis thereof. Page 10 of 11

11 Pressurized Irrigation It is anticipated that the successful consultant will have sufficient experience with culinary water systems and secondary water systems to adequately adapt the scope of work shown above to the needs of our secondary water system. The scope associated with the secondary water system will include all applicable scope shown above with adaptations and modifications for secondary water as well as the following additions. 1. The existing secondary water system is not metered at the customer s connections. Perform a metering analysis of the system, and recommend appropriate customer metering and AMI system improvements. Provide cost estimates and revenue estimates and determine an ROI of this improvement. This system should mesh with the recommendations for the culinary water system as well as the city billing system. 2. Recommend a landscape incentive program that would promote water conservation when selecting landscape types for all water users. 3. Evaluate waste water re-use feasibility. Provide an estimate of associated costs, including environmental clearances, pump stations, piping, water rights, etc. Provide implementation plan demonstrating how this could be accomplished and paid for.
