Call to Order & Roll Call A regular meeting of the Task Force on the Environment was called to order by Task Force Member Erik Neandross at 7:03 pm, on Monday, June 20, 2016 at Virginia Avenue Park. Public input was permitted only on items listed on the Agenda. II. Public Input on Agenda Items No public input was provided. III. Approval of Minutes from the April 18, 2016 Regular Meeting The Task Force unanimously approved the April 18, 2016 Regular Meeting Minutes. IV. Discussion and Recommendations Regarding the Sustainable Water Infrastructure Project Tom Watson, Water Resources Protection Programs Coordinator, provided a summary of the proposed Sustainable Water Infrastructure Project (SWIP). 1

2 The SWIP is an innovative and sustainable water strategy that conserves and utilizes all available water resources in order to help the City meet its 2020 self-sufficiency goals. The SWIP will help reduce the City's use of imported water, replenish groundwater supply, increase drought resilience, improve beach water quality, and meet non-point source control requirements set forth in the approved Enhanced Watershed Management Plan (EWMP) for Santa Monica Bay Jurisdictional Areas 2&3, and the approved Municipal Separate Storm Sewer System (MS4) permit. He noted that the SWIP will accomplish these objectives via the integrated harvesting and advanced treatment of municipal wastewater, stormwater, and brackish/saline impaired groundwater for conjunctive reuse, and when permitted, for aquifer recharge and indirect potable reuse. After discussion, the Task Force requested staff provide the economic analysis for the proposed SWIP prepared by Montgomery Watson Hargiss (MWH), as well as the project CEQA document prepared by Rincon Environmental. I. Discussion and Recommendations Regarding the Urban Runoff Ordinance Update Neal Shapiro provided a summary of the draft Urban Runoff Pollution Mitigation Ordinance. He provided background on the Ordinance that was established in 1995 by the Santa Monica City Council. It requires permanent postconstruction, temporary construction, and best management practices (BMPs) in order to control stormwater and dry weather pollution. The Ordinances reduces runoff volume, and thereby pollution contained in such volume, to comply with the standards and regulations of the Clean Water Act (NPDES Permit). The Ordinance was updated in 2000 and 2010 to comply with new Clean Water Act regulations and shift focus to Low Impact Development and Green Infrastructure solutions. Neal Shapiro stated that the 2016 update brings the ordinance into compliance with the new 2012 NPDES 2

3 Permit, which includes anti-litter, fugitive trash, covered receptacles language, discharge associated with draining water features and testing fire suppression, language for the Marine Debris TMDL, inspection procedure and transfer of property reporting and requirements. After discussion, the Task Force expressed support for the Ordinance and its impact on water quality. They created a subcommittee to review the specifics of the Ordinance language when released. The subcommittee includes Mark Gold and David Hertz. Discussion and Recommendations Regarding the Sustainable City Plan Indicators and Targets James Velez-Conway introduced the new Sustainable City Plan (SCP) website and provided a progress report on indicators and targets in nine goal areas. He noted that the SCP update to City Council, with a summary of progress and performance, will be delivered on September 13 th. II. Discussion and Recommendations Regarding Climate Action and Adaptation Garrett Wong, Sustainability Analyst, provided an update on the development of the Climate Action and Adaptation Plan (CAAP). CAAP includes 1) Climate Action and Adaptation, 2) Sea Level Rise and Coastal Storm Modelling and 3) Climate Communication. He also shared the initial results of the sea level rise analysis from the Ocean Protection Council. OSE and the City Planning Division are collaborating to deploy a unit to visualize sea level rise on Santa Monica s Pier and potential adaptation scenarios. III. Discussion and Recommendations Regarding Update on Green Building Joel Cesare, Sustainable Building Advisor, provided an update on green building and noted that the City Council approved the funding for the new City Service 3

4 Building. He also reported that the City Council approved an update to the Santa Monica Municipal Green Building Ordinance that requires rooftop solar systems for all new construction in the City of Santa Monica both residential and commercial. IV. Discussion and Recommendations Regarding Update on the Santa Monica Airport Susan Mearns provided an update and noted that the first Santa Monica Airport Park Expansion Community Event took place on June 18 th with over 90 community member participating. After discussion, the Task Force requested that staff agendize a presentation on proposals for the new Airport Park Expansion location. V. Discussion and Recommendations Regarding Update on the Metropolitan Water District and Local Water Self Reliance No discussions and recommendations were provided VI. 5 Shannon Parry noted that the Santa Monica Chamber of Commerce Environmental Affairs Committee introduced a free annual tour series. The five themes this year are Waste, Water, Mobility, Green Building and Clean Energy. The next free tour, on Mobility, is a behind the scenes tour of the 4 th Street Expo Line Station and Metro facility on July 6 th at 9:00 am. IX. Adjourn The meeting was adjourned at 10 pm. 5
