Califrnia: Leading the Way t a Brighter Future The Califrnia Slar Initiative Since its launch in 2007, the Califrnia Slar Initiative (CSI) has been helping make clean and reliable energy frm the sun even mre accessible in a state that has lng been a natinal leader in envirnmental stewardship. With assistance frm rebates prvided by the CSI Prgram, mre than 2.3 gigawatts f slar generatin have been installed since 2007; and many f yur friends, neighbrs and relatives nw tap int the state s mst abundant natural resurce the sun fr their pwer. Due t verwhelming respnse in PG&E s service area, prgram incentives are n lnger available. Federal tax incentives and/r ther credits may still be available t help reduce the cst assciated with installing a slar system. PG&E recmmends that yu cnsult with a tax prfessinal t determine eligibility. Purchasing a slar phtvltaic (PV) system fr yur hme r business is a smart investment, and this guide can help yu make educated decisins t maximize that value. While this guide prvides an easy-t-understand verview f slar energy, yu shuld cntact an experienced slar cntractr fr cmprehensive technical r ecnmic cnsideratins unique t yur energy needs. 4 Hw Slar Generatin Wrks Slar PV systems capture sunlight and cnvert it int electricity that can be used t pwer everything traditinal electricity pwers frm lights and appliances t electric cars. Slar PV systems are cmpsed f individual slar cells that are cnfigured nt a slar panel r mdule. When sunlight shines n a slar cell, the cell absrbs the light s energy and prduces a flw f electrns, knwn as direct current (DC) electricity. Because appliances and machinery perate n alternating current (AC), a device called an inverter cnverts the DC electricity t the AC pwer necessary t pwer yur hme r business. PV cells wrk any time the sun shines and will prduce mre electricity when sunlight strikes the PV mdules directly rather than at an angle. 1 A Clser Lk: Types f PV Panels and Inverters Types f Slar Panels Crystalline Silicn: Rigid panels cmprised f silicn cells sandwiched between prtective glass sheets are the dminant slar technlgy n the market. They are generally the mst cst effective and efficient in energy prductin; hwever, they are mre susceptible t the effects f shade and high temperatures, which reduce the amunt f electricity these types f panels can prduce. Thin-Film: These relatively inexpensive, flexible panels are less susceptible t the effects f shade and heat but are nt as efficient as traditinal crystalline silicn panels. This technlgy is ften suitable fr buildings with a larger rftp area because it takes mre thin-film panels t prduce the same amunt f electricity as traditinal silicn panels. Building-Integrated Phtvltaic (BIPV): BIPV are PV materials incrprated int the cnstructin f an actual building such as rf tiles, windws r part f a building s facade. Typically made frm thin-film cells, BIPV systems tend t be less efficient in terms f prducing electricity but can be mre aesthetically appealing. 2 3 Types f Inverters Central Inverter: A central inverter cnverts the DC electricity prduced by the entire slar array int AC electricity. In residential installatins, the inverter is usually lcated n the side f the huse r garage that is clse t the utility meter Individual PV cells are cnnected t panels. Slar panels cnvert sunlight int DC electricity. Inverter cnverts DC int AC fr pwering electric units in the hme. The utility meter recrds the net amunt f energy generated thrugh the PV system. When yu are creating mre electricity than yu are using, yur meter will spin backward and the excess electricity is sent t the electric grid. This helps ffset the cst f yur electricity usage at night r n cludy days when yur system cannt prduce electricity. Micrinverters: Micrinverters are smaller devices cnnected t the back f each individual panel in a slar array. Althugh generally mre expensive than a single central inverter, micrinverters diminish the effects f shading n a slar system s ttal energy utput because any lss f efficiency in ne panel des nt diminish the utput frm the rest f the array. 5 Net Energy Metering The excess energy autmatically flws thrugh a bidirectinal electric meter t the utility grid, running the meter backwards. Califrnia investr-wned utilities ffer slar custmers the benefits f net energy metering (NEM), a special billing arrangement that credits custmers accunts fr the slar energy their systems supply. Hw Net Energy Metering Wrks A slar PV system may prduce mre r less electricity than a custmer needs at any given time. When the system s prductin exceeds the custmer s electrical use, the excess energy autmatically flws thrugh the electric meter t the utility grid. At times when the custmer s electricity use is higher than the slar system s prductin, the custmer relies n additinal pwer frm the utility. Under a NEM agreement, yur utility reads yur meter mnthly and sends a statement summarizing the net amunt f electricity yu cnsumed frm r supplied t the grid during that billing perid. This results in either a credit r a charge t yur accunt. If yu are a residential r small cmmercial custmer, the charges and credits are recnciled every 12 mnths, after which yu must pay any remaining balance. Custmers with net surplus energy after their 12-mnth billing perid has ended (meaning the system generated mre electricity in ttal than was cnsumed) will be given a mnetary value fr the excess kilwatt-hurs (kwh) at a special rate. 6 Smething t cnsider when sizing yur system is whether yu seek t ffset yur entire electrical use r simply reduce it. Slar Generatin System Csts With the help f the Califrnia Slar Initiative (CSI) Prgram, the cst f slar pwer in Califrnia has decreased nearly 30 percent since The up-frnt cst f a PV system depends n factrs such as hw much f yur electrical requirements yu wuld like t ffset (system size), equipment ptins, lcatin, labr csts and lcal permitting csts. Lng-term cst depends n yur utility rate and financing terms. Csts are measured in terms f dllars per watt. Thrugh 2013, the average installed cst fr residential-sized systems (i.e. less than 10 kw) was $4 $6 per watt. Therefre, a typical 5-kW residential system wuld cst $20,000 $30,000. 7 Sizing Yur System System size is the first factr in determining the cst f a slar generatin system. Althugh the average residential system size is abut 5 kw, several factrs impact the ptimal system size fr yu, including yur 12-mnth prir electricity usage, desired bill and energy ffset and available space fr the system. Smething t cnsider when sizing yur system is whether yu seek t ffset yur entire electrical use r simply reduce it. Many custmers install smaller systems that ffset nly the highest, mst expensive billing tiers, saving mney in up-frnt csts as well as n their utility bills. Other custmers realize the cst savings f slar by utilizing time-f-use (TOU) rates frm their lcal utility because peak slar generatin (typically summer afternn hurs) ffsets the highest cst f electricity. When chsing the system size fr yur hme, be sure yu clearly understand yur utility rate ptins and the ptential impact n yur utility bill. As a rule f thumb, yu will need apprximately 100 square feet f rf space fr each kw installed. Fr reference, 1 kw will prduce abut 1,500 t 1,800 kwh per year; hwever, actual prductin may vary. Csts fr all gds and services, including electricity, increase with nrmal inflatin. In sme years, utility csts increase and ther years they may decrease. When frecasting future energy csts, it s a gd idea t check with yur utility abut histrical inflatin f electric rates. Financing Optins Many cntractrs are able t ffer their custmers a variety f financing ptins t help them g slar. The three mst cmmn financing ptins include purchasing the slar generatin system, leasing the system r entering int a pwer purchase agreement (PPA). 10 GUIDE TO GOING SOLAR System Ownership What are yu paying fr? The cst f a slar generatin system that ffsets sme r all f yur electricity needs. What are yu buying? All cmpnents f the PV system including slar panels, inverter and metering equipment. Yu can als buy perfrmance mnitring sftware, extended service agreement and ther ptins. What is included in the purchase? All the equipment, labr, state and lcal taxes, a minimum standard warranty, administrative paperwrk (permitting, intercnnectin applicatin, etc.) and, smetimes, mnitring. What is nt included in the purchase? Generally inverter replacement after the warranty perid ends, perating csts, maintenance csts, insurance and mnitring service. What are the tax implicatins? Check with yur tax cnsultant t determine if yu qualify fr the 30 percent federal ITC. If financed thrugh a hme equity lan, yu may als be eligible fr a tax deductin. What are the risks? Owner is respnsible fr peratins and maintenance csts and shuld always be aware f system perfrmance t ensure it is maximizing energy prductin. (Data mnitring systems are critical.) Lease/Pwer Purchase Agreement (PPA) Lease: A fixed mnthly rate n matter hw much electricity is prduced. PPA: A fixed amunt f mney per kwh prduced. A service that may r may nt have a purchase ptin. Generally labr, state and lcal taxes, administrative paperwrk (permitting, intercnnectin applicatin, etc.), peratins and maintenance, inverter replacement, insurance, mnitring and prductin guarantees. The slar generatin system. As the system wner, the slar services prvider typically receives the 30 percent ITC and may receive cmmercial depreciatin tax benefits. Slar services prvider may g ut f business and be unable t prvide peratins and maintenance under the cntract. PPAs usually have rates that escalate ver time and usually have lng-term cmmitments f 25 r mre years. Be sure t discuss buyut ptins, if nt specified in the cntract. Sme maintenance may nt be cvered under the PPA/Lease agreement. Nte: Additinal risks may exist. 8 Slar Water Heating What is slar water heating? A slar water heating system captures the warmth f the sun, transfers that heat t water and helps yur cnventinal water heater r biler use less energy. Unlike slar electric systems (phtvltaics r PV) that cllect light energy frm the sun and cnvert it int electricity, slar water heating systems absrb the heat energy f the sun and use it t heat water. Since it invlves heat energy, the technlgy is referred t as slar thermal. What are its benefits? Slar water heating can have a number f benefits fr single-family residences, multifamily dwellings and cmmercial enterprises. They include: Reducing the amunt f energy used t heat yur water Lwering the cst f heating yur water Reducing harmful greenhuse gas emissins Helping yur hme r business becme mre sustainable The mre ht water yu use in yur hme r business, the mre energy savings yu can achieve. Making yur hme r business energy efficient befre ging slar is an essential first step Imprve the energy efficiency f yur hme r business Chse the right slar cntractr fr yur needs Install system Energy-saving actins such as changing incandescent bulbs t CFLs r LEDs and replacing ld, inefficient appliances with ENERGY STAR prducts are the best way t reduce yur energy use and save mney befre yu g slar. By reducing yur verall energy use befre ging slar, yu can reduce the size f yur slar generatin system, ptentially saving thusands f dllars in up-frnt csts. We recmmend yu cmplete a simple energy efficiency audit f yur hme r business befre chsing a slar cntractr. This will help yu understand hw yu can save energy and allw yu t better estimate yur future energy use, which will help yu ensure yur system is sized apprpriately. 10 2 Chsing the Right Slar Cntractr 3 Hiring a qualified and cmpetent slar cntractr is key t getting a prductive slar generatin system fr yur hme r business. While Califrnia has many capable slar cntractrs, the resurces belw will prvide yu tls t pick the ne wh will best suit yur needs. Hw t Research Cntractrs Cntractrs State License Bard (CSLB): Make sure yur cntractr has an active A, B, C-10 r C-46 license at cslb.ca.gv. Califrnia Slar Initiative (CSI) Cntractr Database: The CSI Prgram has cmpiled a list f cntractrs wh have previusly cmpleted prjects; hwever, any licensed slar cntractr may wrk n yur prject. Althugh PG&E n lnger ffers incentives, yu can still research cntractrs by ZIP cde t see hw many prjects they have cmpleted in yur area and filter results by the average cst per watt t learn hw much mney average custmers are paying at califrniaslarstatistics.cm/search/cntractr. Ask fr references: Talk with friends and neighbrs wh have already installed slar, request references frm cntractrs previus custmers and review past installatins t ensure the csts were reasnable, the custmers satisfied and the systems are perfrming prperly. 1 2 The Installatin Prcess The table belw utlines a typical slar installatin prcess. Sme steps can take place simultaneusly and yur cntractr will prbably take care f mst f them. Yur prject will need a building r electrical permit frm the city r cunty building and safety department befre yu can legally begin installatin. After btaining the required permits, a typical residential installatin can be cmpleted in as little as ne t three days. Typically, at least tw installers wrk n site during an installatin, but several mre may be required depending n the size and scpe f yur individual prject. Once yur system is installed, the city r cunty will inspect it. After yur new system passes this initial inspectin, yur lcal utility may als inspect the system t ensure it is intercnnected prperly and meets all safety requirements. Be sure nt t turn yur system n until yu receive fficial permissin t perate frm yur utility. Slar cntractrs typically prvide free site evaluatins, cmprehensive qutes and payback infrmatin. Yur cntractr shuld analyze yur past energy cnsumptin and csts, as well as yur future energy needs and desired ffset, t help yu determine the apprpriate system size. A qualified slar cntractr als will evaluate factrs that will affect the perfrmance f yur PV system, such as rf size, rientatin (tilt and directin) f the system, shading and ther factrs. In additin, the slar cntractr shuld be able t develp a financial plan fr yu. 11 Glssary f Cmmnly Used Terms Alternating Current r AC AC is the frm f electricity that is delivered t yur hme r business by an electric utility. Slar PV systems prduce DC, which must be cnverted t AC by an inverter. Array Any number f electrically cnnected PV panels prviding a single electrical utput. Capacity Rating The rating given t a PV system by its manufacturer denting the lad the system is able t meet r supply when perating at full capacity in direct sunlight with n shade. CEC-AC Rating The calculatin that prvides a ttal estimated energy utput f a slar generatin system, factring in the efficiency f the panels and inverter. Cnversin Efficiency The amunt f the sun s energy that a slar cell can cnvert int electricity; the balance is lst as heat r reflected light. Direct Current r DC Slar PV systems prduce electricity in DC, which is defined as the cntinuus flw f electricity thrugh a cnductr. DC pwer is cnverted t AC by an inverter t pwer hmes and businesses. Greenhuse Gas r GHG The gases respnsible fr trapping heat frm the sun within Earth s atmsphere (i.e., water vapr, carbn dixide, methane, zne, chlrflurcarbns and nitrgen xides). GHGs are released frm many surces, including industrial prcesses such as pwer generatin frm fssil fuels. Grid A netwrk f pwer statins, transmissin circuits and substatins that cnduct electricity and prvide it t hmes and businesses fr their use. Grid-Cnnected r Grid-Tied PV System A PV system in which the PV array is wired int buildings r residences that are cnnected t the utility grid. 12 Intercnnectin Agreement A legal dcument between the custmer and their electric utility authrizing the cnnectin f the custmer s slar generatin system t the utility s grid. This agreement is required prir t the utility granting permissin t perate. Inverter A device that cnverts DC electricity prduced by a slar generatin system int AC electricity that can be used in a hme r business. Sme energy is lst when this cnversin takes place (see CEC-AC rating). Inverter Efficiency The AC pwer utput f the inverter divided by the DC pwer input. Inverter efficiency is lwest when perating at lw lads; thus, it is imprtant t select inverters f the prper size relative t the PV array. Kilwatt r kw A unit f electrical pwer equal t 1,000 W, which cnstitutes the basic unit f electrical demand. The watt is a metric measurement f pwer (nt energy) and is the rate (nt the duratin) at which electricity is used. 1,000 kw is equal t ne megawatt (MW). Kilwatt-Hur r kwh A unit f electrical energy, equivalent t the use f ne kw f electricity fr ne full hur. Utilities measure custmers electric energy usage based n kwh, and electricity rates are mst cmmnly expressed in cents per kwh. Lad The amunt f pwer cnsumed by an electric custmer at a specific time. Base lad is the minimum cnstant level f electricity required by utility custmers; peak lad is the amunt f electricity required at the time f greatest demand. Megawatt r MW Unit f electric pwer equal t 1,000 kw r 1 millin watts. Meter A device used t measure and recrd the amunt f electricity used and/r generated by a cnsumer. Mdules A mdule is the smallest prtected assembly f intercnnected PV cells. Mdules are rated typically frm 40 t 300 watts. Orientatin A term used t describe the directin that a slar mdule faces. The tw cmpnents f rientatin are the tilt angle (the angle f inclinatin a mdule makes frm the hrizntal) and the azimuth (the cmpass angle that the mdule faces, with nrth equal t 0 degrees and suth equal t 180 degrees). Phtvltaic r PV The technlgy that uses a semicnductr (such as silicn) t cnvert sunlight directly int electricity. Renewable Energy Credits r RECs Als knwn as green certificates, green tags r tradable renewable certificates, RECs represent the envirnmental attributes f the pwer prduced frm renewable energy prjects. By installing a renewable energy system (such as slar), yu becme the wner f these envirnmental attributes, r RECs. System Size System size is the electricity generating capacity f a given phtvltaic system based n CEC-AC rating standards. The system size shuld be limited t n greater than the amunt f ttal electricity cnsumed at a site during the prir 12 mnths. Time-f-Use r TOU Rates An electricity pricing plan in which the cst f electricity varies depending n the time perid in which the energy is cnsumed r prduced. In a TOU rate structure, higher prices are charged during utility peak-lad times. Such rates can prvide an incentive fr cnsumers t curb pwer use during peak times. Slar PV panels tend t prduce pwer during peak times, s they have higher value when used in cnjunctin with TOU rates. Tracker r Tracking Array A number f PV mdules munted such that they track the mvement f the sun acrss the sky t maximize energy prductin, either with a singleaxis r dual-axis mechanism. 13 Hw t Make Smart Chices When Ging Slar Qualified cntractrs are yur key t getting the mst prductive slar generatin system fr yur hme r business, which is why G Slar Califrnia jins with the Cntractrs State License Bard (CSLB) in advising Califrnians t be smart shppers when selecting a slar cntractr and cmparing bids. Here are sme guidelines t help ensure yu select a qualified, licensed slar cntractr Start by visiting fr a list f licensed slar cntractrs. Read abut hw t hire a cntractr such as checking references, btaining detailed infrmatin in writing abut all materials t be used, and cnfirming the cntractr s classificatin in the Resurces sectin. Verify that the cntractr has an active A, B, C-10 r C-46 license (r C-36 fr slar water heating installatins) thrugh the CSLB at cslb.ca.gv r by calling Ask the cntractr t shw his/her CSLB pcket license t make sure yu re meeting with an authrized persn and a pht ID t cnfirm identificatin. Yu shuld interview at least three slar cntractrs and cmpare their bids including the amunt f electricity the system will prduce and the net cst f the system per watt befre hiring. Take cautin against autmatically selecting the cntractr with the lwest bid, which may be a red flag that the cntractr is cutting crners. Als be n the watch fr unusually high bids. Yu can btain detailed infrmatin frm the Califrnia Slar Initiative abut average prject csts at GSlarCalifrnia.ca.gv t see if yur bids are within the average range. Read the fine print! Make sure yu fully understand everything cntained within the cntract including warranties and maintenance agreements befre signing a cntract.
