No Other Adequate Source of Heat Affidavit allows burning during all air quality alerts Same requirements as Stage 1 Waiver but limited to the following scenarios: Structure has no adequate heating source without using a SFBA or An economic hardship requires the use of a SFBA (supporting documentation required) or Complying with a restriction would result in damage to property including damage to the appliance itself and its heating system components Not available for building built after Dec. 31, 2016

Curtailment is the most effective near term control measure Curtailment is dependent on stage threshold and compliance rate Paperwork makes compliance enforceable Leads to higher compliance, emission reduction, and clean air

Opacity must not be greater than 20% for more than 10 mins in any hour, except during the first 40 mins after initial firing of appliance (AQCZ) Emissions are not allowed to cross property lines (Borough Wide) Enforcement utilizes EPA Method 9 or 22 (depending on situation) Combined effort between FNSB and ADEC

No burning of brush piles No burning in burn barrels Does not include personal warming fires

Online AQFairbanks.com (links to ADEC site) or go directly to dec.alaska.gov/applications/air/airtoolsweb/complaints/ Fill out & submit form ADEC and/or FNSB may investigate, depending on nature and timing of complaint

Education outreach first Are you aware of the rules? How can we help you remedy the situation? Last resort Fines associated with FNSB AQ regs Court action by ADEC

Comply with all State and Borough AQ regulations Upgrade older heating appliances Go out and look! There should be little visible emissions. If you must burn wood, burn only clean, dry wood!
