5 NATIONAL POLICY ROADMAP: VIETNAM 03 Harmnizatin f Energy Perfrmance Standards fr Air Cnditiners Vietnam Natinal Radmap I. Ratinale Energy efficiency imprvements and ratinal use f energy have been addressed as key items f Vietnamese energy develpment plicy, initially with the issuance f the Gvernmental Decree n Energy Cnservatin and Energy Efficiency issued in The Law n Energy Efficiency and Cnservatin (N.50/2010/QH12) has been enfrced since 1st January 2011, set frth the rles and respnsibilities fr all actrs in gvernment and sciety with respect t energy efficiency. In 2006, the Prime Minister apprved the Vietnam Natinal Energy Efficiency Prgram (VNEEP) fr the perid , a first-ever cmprehensive plan t institute measures fr imprving energy efficiency and cnservatin (EEC) in all sectrs f the Vietnamese ecnmy. The verall aim f the prgram is t make initial savings f 3-5% during the perid and a further 5-8% during the perid Develpment and prmtin f high efficient equipment is ne f the main activities implemented under VNEEP. While residential sectr is amng the sectrs with dminant electricity cnsumptin, the key electricity end-user is the air cnditiners (ACs). The gvernment f Vietnam has taken sme steps t address the prblem f energy efficiency f ACs, including thrugh the energy labeling prgram and develpment f Minimum Energy Perfrmance Standards (MEPS) fr ACs. Decisin 51/2011/QD-TTg by the Prime Minister has issued a list f equipment, which is t be energy labeled, as well as regulatins n MEPS and the radmap fr implementatin. Air cnditiners are included in this list (Table 1). Under labelling prgram, the Ministry f Science and Technlgy has issued TCVN 7830:2012 and TCVN 7831:2012 t regulate MEPS and testing methds fr air cnditiners. The cmparative label (5 stars) is applied fr air cnditiners with 5 grades f energy perfrmance: the 1st grade (ne star) is fr the equipment that meets the level f MEPS, while 5th grade (5 stars) is fr the equipment f the highest energy perfrmance level (Table 2). 6 04 NATIONAL POLICY ROADMAP: VIETNAM Over the past years, Vietnam has been participating in the reginal effrts aimed at advancing energy efficiency standards and labeling. Under the ASEAN Electrical and Electrnic Mutual Recgnitin Arrangement (EE MRA) signed by the ASEAN Ecnmic Ministers n 5 th April 2002, Vietnam had indicated plans t amend the legislatin, t allw participatin in the acceptance f certificatin. Furthermre, Vietnam cmmits t participate in the reginal effrt t develp a reginal MRA n recgnitin f energy perfrmance testing results fr ACs frm accredited labratries in the regin. Within this cntext, the Reginal Plicy Radmap t harmnize energy perfrmance standards fr air cnditiners in ASEAN cuntries by 2020 was endrsed by the 33rd ASEAN Ministers n Energy meeting dated 7 Octber 2015 in Malaysia. The present Vietnam Natinal Radmap fr Harmnizatin f Energy Perfrmance Standards fr Air Cnditiners has been develped t implement the recmmendatins f the endrsed reginal radmap and t prmte the deplyment f energy efficient air cnditiners in Vietnam market. II. Overall bjectives: The prgressive implementatin f the Natinal Radmap fr Harmnizatin f Energy Perfrmance Standards fr Air Cnditiners will be aimed at the achievement f the fllwing verall bjectives: T increase the market share f mre efficient Air Cnditiners in Vietnam and t cntribute t mitigating stress n the electricity grids frm the increasing lad f electrical appliances. T cntribute t decreasing greenhuse gas emissins and t mitigating negative impact n the envirnment by reducing electricity cnsumptin frm the residential sectr. T cntribute t strengthening f the natinal energy security and ecnmic resilience. These bjectives will be achieved thrugh the deplyment f the harmnizatin f test methds, adptin f the harmnized Minimum Energy Perfrmance Standards (MEPS) at the minimum level f CSPF 3.08 W/W fr all fixed and variable speed air cnditiners belw 3.52 kw, as well as the deplyment f an apprpriate natinal and reginal regulatry framewrk fr their enfrcement. III. Strategies and Actins: Cmpnent 1. Minimum Energy Perfrmance Standards (MEPS) and Harmnizatin f Testing Methds and Evaluatin Methds: Backgrund: In accrdance t Decisin 51/2011/TTg and 03/2013/QĐ -TTg frm 01/14/2013, deplyment f energy perfrmance labeling fr ACs is t include the fllwing milestnes:

Testing Infrastructure: Backgrund: As regulated by law, the sample prduct shuld be sent fr energy perfrmance testing, and the regulated prducts, including the air cnditiners, shuld bear energy perfrmance label. In Vietnam, there are 5 accredited testing labratries fllwing the ISO/IEC: standard. There are 04 testing labs that are accredited fr testing energy perfrmance f air cnditiners, 02 natinal and 02 freign (in Thailand and in Krea). The tw labs accredited by the Ministry f Industry and Trade in Vietnam include the Testing and Verificatin Center fr Industry Vinacmin and Quatest 3. T meet the increasing demand f energy efficiency testing fr ACs, mre accredited testing labs shuld be develped. Fr fund raising fr develping new accredited testing labs, the slutin f imprving the existing testing labs wned by the AC manufacturers thrugh mbilizing investments frm bth private sectr and state supprt. Furthermre, while such testing labs have been accredited with ISO 17025, it is necessary that thse labs apply the new methds fllwing ISO and ISO fr the deplyment f recently apprved testing methd. Additinally, there is als an pprtunity t imprve the technical and cmmercial skills f test labratry staff. Effectiveness f the MV&E is limited due t the insufficient numbers f the qualified human resurces and due t the lw capacity f the existing persnnel in the MV&E implementatin. Prmtin Backgrund: Over the past years, under the Gvernment s supprt and internatinal technical assistance, prmtin n EE prducts and energy labeling has been implemented, particularly under the framewrk f Vietnam Energy Efficiency Prgram. Recent studies have prven the psitive impacts f prmtin campaigns and effrts, including the increase in purchasing f EE prducts, high efficiency ACs amng them. Mre effrts n awareness raising fr custmers, as well as capacity building fr ACs suppliers are still necessary t achieve bigger market share f mre efficient ACs in Vietnam.
