3 Technical Assistance Title: Mainstreaming climate resilience into development planning Budget: $7 million (PPCR: $7 million Grant) Objectives: (i) strengthen capacity to coordinate all SPCR investments and to mainstream adaptation concerns into national and sub-national planning, budgeting, and development; (ii) conduct feasibility studies for priority projects of the NAPA with a view to securing additional funds; (iii) establish a civil society support mechanism to fund community-based adaptation activities and strengthen the capacity of CSOs and NGOs to mainstream climate resilience into their operations; and (iv) generate and disseminate knowledge in various sectors. Outcome: Sustained institutional and technical capacity to integrate adaptation concerns into development

5 Investment Project - I Climate-Resilient Water Resources Title: Climate Risk Management and Rehabilitation of Small- and Medium-scale Irrigation Schemes in the Tonle Sap Basin (as part of the Water Resources Management Sector Development Program) Budget: $77 M (PPCR: $7 M Grant+$7 M Credit) + $34 M (ADB) + $8 M (Govt) + $12 M (OFID) + $5 M (AusAID) + $4 M (NDF) Objectives: Rehabilitate irrigation systems and improve management of water resources to cope with impacts of climate change Strengthen infrastructure and water resources management for irrigation systems in Kampong Tom, Banteay Meanchey, and Siem Reap provinces Outcome: Enhanced food & water security for rural communities

7 Investment Project 2 Title: Flood and Drought Management in Pursat Province (as part of the GMS Flood and Drought Management Project) Budget: $48 M (PPCR: $6 M Grant + $4 M Credit) +$35 M (ADB) + $3 M (Govt) Objectives: To support additional irrigation and river bank protection infrastructure costs for increased resilience to climate change To strengthen capacity of communities to better manage and reduce risks associated with extreme climate events To strengthen regional coordination for management of climate extremes including design standard for climate resilient infrastructure Outcome: Reduction of economic losses from flood and drought events

9 Investment Project 3 Title: Promoting Climate-resilient agriculture in Koh Kong and Mondulkiri provinces (as part of the GMS Biodiversity Conservation Corridors Project ) Budget: $28.4 million (PPCR: $8 M Grant) + $19 M (ADB) + $1.4 (Govt) Objectives: Pilot flood protection dikes to reduce salinity and regain rice growing land for selected communes (from sea level rise) Restore and conserve mangroves to reduce the impacts of sea level rise and coastal flooding Improve rainwater harvesting system and enhance resilience of community water supply Enhance resilience of small scale agriculture through introduction of drought/ flood tolerant crop varieties and small scale irrigation Outcome: Improved resilience of agriculture to floods and droughts

11 Investment Project 4 Title: Climate proofing of agricultural infrastructure and Business-focused Adaptation (as part of the Climate resilient Rice Commercialization Project ) Budget: $64 Million (PPCR: $5 M grant + $5 M credit) +$31 M (ADB) + $15M (GAFSP) + $8 M (Govt) Objectives: To enhance demand side water use efficiency through piloting water-saving technologies To pilot crop insurance using the weather-based index To strengthen climate-resilience of post-harvest infrastructure Outcome: Improved resilience of agriculture to floods and droughts

13 Investment Project 5 Title: Climate Proofing of Roads in Prey Veng, Svay Rieng, Kampong Chhnang and Kampong Speu Provinces (as part of the Provincial Roads Improvement Project) Budget: $79 M (PPCR: $7 M Grant + $10 M Credit) +$52 M (ADB) + $10 M (Govt) Objectives: To improve planning for national and provincial road infrastructure development and to implement Green planning and Emergency planning (Grant component) To protect the road infrastructure from the impacts of climate change through improved design standards (Loan component) Outcome: Enhanced connectivity even under climate extremes
