3 Introduction and Background 1. This Guidance Note is made in accordance with Regulation 85 of the Merchant Shipping (Safe Manning, Training and Certification) Regulations, 2013 as amended (the Regulations) as well as Regulation I/8 and Section A-I/8 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 as amended (STCW Convention). This guidance note sets out the minimum requirements required for SAMSA Accredited institutions Quality Standard Systems 1 (QSS) to ensure compliance with the Regulations and the STCW Convention. Scope 2. This Guidance note covers the minimum requirements for QSS as applicable to institutions accredited by SAMSA in accordance with the Regulations. Application 3. The requirements set out in this guidance note applies to all institutions that are accredited by SAMSA. The requirements applies to all institutions as follows; 4. Institutions with certified QSS need to indicate that they have such system. When applying for accreditation, such institution shall submit relevant sections dealing with seafarers training, certification and related administration. Such QSS shall cover all requirements set out in this guidance note 5. Institution with no certified QSS shall ensure that there is in place a QSS which meets the requirement set out in this document. Where this document makes reference to other documents, it is the responsibility of the institution to comply with such requirements. Requirements for the QSS 6. Every QSS for institutions accredited by SAMSA shall, as a minimum, cover the following areas. 7. Each Institution shall ensure that the training objectives and related standards of competence to be achieved are clearly defined and that the levels of knowledge, understanding and skills appropriate to the examinations and assessments required under the SAMSA Code are identified. 4 7.1. a quality policy, including a commitment by the training institution to the achievement of its stated aims and objectives and to the consequential recognition by the relevant accrediting authority; 7.2. those quality-management functions that determine and implement the quality policy, relating to aspects of the work which impinge on the quality of what is provided, including provisions for determining progression within a course or programme; 7.3. quality system coverage, where appropriate, of the academic (or training) and administrative organizational structure, responsibilities, procedures, processes and the resources of staff and equipment; 7.4. the quality-control functions to be applied at all levels of teaching, training, examination and assessment activities, and to their organization and implementation, in order to ensure their fitness for their purpose and the achievement of their defined objectives; 7.5. the internal quality-assurance processes and reviews which monitor the extent to which the institution, is achieving the objectives of the programmes it delivers, and is effectively monitoring the quality-control procedures which it employs; and 7.6. The arrangements made for periodic external audits for which the outcome of the quality-assurance reviews forms the basis and starting point. 8. The objectives and related quality standards shall be specified separately for different courses and training programmes and shall cover the administration of the training system an expressed policy regarding quality and the means by which such policy is to be implemented; 8.2. a quality system incorporating the organizational structure, responsibilities, procedures, processes and resources necessary for quality management; 8.3. the operational techniques and activities to ensure quality control; 8.4. systematic monitoring arrangements, including internal quality-assurance evaluations, to ensure that all defined objectives are being achieved; and 8.5. Arrangements for periodic external quality evaluations as described in the following paragraphs. 9. In establishing quality standards for education, training and assessment programmes, the institutions responsible for implementing these programmes should take account of the following: Page 4 of 5

5 9.1. Where provisions exist for established national accreditation, or education quality standards, such provisions should be utilized for courses incorporating the knowledge and understanding requirements of the Convention. The quality standards should be applied to both management and operational levels of the activity, and should take account of how it is managed, organized, undertaken and evaluated, in order to ensure that the identified goals are achieved Where acquisition of a particular skill or accomplishment of a designated task is the primary objective, the quality standards should take account of whether real or simulated equipment is utilized for this purpose, and of the appropriateness of the qualifications and experience of the assessors, in order to ensure achievement of the set standards The internal quality-assurance evaluations should involve a comprehensive self study of the programme, at all levels, to monitor achievement of defined objectives through the application of quality standards. These quality-assurance reviews should address the planning, design, presentation and evaluation of programmes as well as the teaching, learning and communication activities. Page 5 of 5
