1 1.0 DESCRIPTION ROWING CANADA AVIRON Director - National Talent ID and Development Program 1.1 ORGANIZATION: Canadian Amateur Rowing Association (Rowing Canada Aviron - RCA) 1.2 TITLE: Director - National Talent ID and Development Program 1.3 JOB CATEGORY: Full time Professional 1.4 REPORTING TO: High Performance Director Rowing Canada Aviron 2.0 RESPONSIBILITIES AND DUTIES 2.1 GENERAL To achieve i ts vision and bring home 5 medals, including 2 gold at the 2020 Olympic and Paralympic Games, Rowing Canada must adopt and exceed those program standards and strategies in the area of talent identification and development that have helped the 2012 Olympic and Paralympic top rowing nations in the world find unparalleled success on the international stage. While rowing is a leading sport within Canada s summer sport system, our sports ability to remain successful at the Senior international level is dependent on recruiting top athlete and coach talent and ensuring they are properly trained and supported along the development pathway. The Director of Canada s National Talent ID and Development Program will be an internationally known specialist with an accomplished and proven track record in this area of expertise. The individual will lead Canada s development towards two main goals: 1. Increase the number of athletes with Olympic and Paralympic medal winning performance characteristics through all levels of Canada s high performance programs 2. Increase the number of coaches in the High Performance program/system capable of coaching Olympic/Paralympic Gold medal performances Under the direction of RCA s High Performance Director (HPD), the Director of the National Talent ID and Development Program along with the Coordinator High Performance Development will be responsible for the development and implementation of RCA s overall High Performance Development strategy. This individual will lead the development of Canada s:

2 National Talent Identification Programs (NTID) National Para Rowing athlete recruitment strategies National Talent Monitoring Program (RADAR) National Row to Podium Program High Performance development programs (Junior/U23) National Para Rowing Program High Performance Coach Development Programs (ACE, NCI, CAC, COC) Athlete and coach identification, professional development and certification/accreditation programs for High Performance Coach development This position is an integral part of RC High Performance s mandate to ensure sustainable success at Senior World Championships and Olympic Games. The Director - National Talent ID and Development Program will be a proven expert/world leader in the area of high performance athlete and coach talent identification and will build well researched and well measured strategies to assist Canada in building world class programs that rival those of Canada s key competitors who are dominating the world stage. Senior world and Olympic Coaching experience and success provides the level of knowledge, understanding and credibility required by this position to provide leadership and support to the athletes and coaches along the HP Development Pathway. The individual will work out of the RCA Offices in either London, Ontario or Victoria, BC. There will be a considerable amount of travel and field time required for this position. The National Talent ID and Development Director shall comply with any and all RCA codes of conduct that relate to his/her activities. 2.2 SPECIFIC A. High Performance Development As a key leader within the Management team, ensure that HP development pathways operate effectively and efficiently for HP athletes and coaches in Canada. Assist the HPD, National Development Coaches and other assigned RCA staff to develop and implement a National High Performance Development Strategy, including the effective creation and operation of High Performance Development Centres, High Performance Development Clubs, and the continuing building of US University relationships, for both able bodied and adaptive rowing. Coordinate, integrate and lead existing and developing programs of the RCA HP/Canadian Sport Centre network to increase the number of athletes with HP/medal winning performance characteristics through all levels of the HP program Redevelop the National Junior program based on proven TID/National LTAD program models to ensure the selection of athletes with true medal winning performance characteristics and their development. Provide direction and guidance to the National Development Coordinator in the identification, recruitment, development and 'performance management' of talented athletes in the NTID Program.

3 Provide direction and guidance to the Lead Coach Para Rowing in the recruitment and development of the National Para Rowing program Lead the co ordination of Junior team selection and act as Touring Head Coach for Development Teams where required by the HPD (Junior, Under 23, or other Teams) Lead the HP Development Team, including RCA s National Development Coach(es), Provinces and others in the development and implementation of a nation wide talent identification system and transfer system (e.g., regional scouting, clinics, camps) for both able bodied and adaptive rowing To develop a National TID Athlete & Coach 'Ideal Profile' and related testing protocols and provide direction and guidance to the National Development Coordinator in the identification, recruitment, development and performance management of talented athletes within the NTID program. To develop a National TID Athlete and Coach tracking system that identifies individual progress for development athletes towards the senior athlete podium level. Develop and implement a comprehensive athlete monitoring system to effectively monitor the progress of athletes within the High Performance development program. The battery of tests used to monitor athletic performance of HP development athletes shall be determined with input with RCA Senior Coaches, HP assigned physiologists and other IST staff/consultants. Work closely with assigned coaches at the National High Performance Development Centres to ensure talent development is being measured and monitored in a consistent fashion Development and implement a targeted coach learning path program to bring targeted coaches to the standard required for senior high performance coaches. Provide input and support to developing rowers, and coaches in the high performance system by visitations, clinics, camps, etc. Assist club coaches with effective delivery of a high performance program for athletes within the club network Ensure appropriate files on athlete training, competition results and monitoring of progress are kept as required, including assisting in the creation of the RCA athlete database Work with the HPD in providing a continuous and progressive athlete centered high performance environment Provide a minimum of 12 days of development work with Rowing Canada s constituent members per calendar year through the provision of clinics, camps, speaking engagements at coaching clinics, conferences, etc. B. RCA Development Programs/ Teams Oversea the Management of the RCA Development Programs/Teams in consultation with the High Performance Director, Performance Directors and Development Coaches. Management will include duties such as organizing camps, logistics for major events, etc, including acting as Touring Head Coach and/or Manager at international events. Assist the HPD and Development Coaches in the development of criteria and procedures for training and racing team selection for the Under 23 and Junior programs.

Sport Science, Medical and Technical Research (Integrated Support Team) Work with the HPD to ensure that the Sport Science, Medical, and Technical Research needs of athletes in the HP development stream are met. Work with CSC s and other partners to on the planning, implementation and monitoring of the athlete assessment and testing programs. Develop and/or assist in the development of proposals for applied sport research for the Integrated Support Team, and to assist in the delivery of the accepted proposals E. Administration Assist in the preparation and timely submission of Annual plans and budgets and manage all program planning and budgets within the areas of responsibility identified. Liaise with Own the Podium, Canadian Sport Centres, National Coaching Institutes, Canada Paralympic Committee, The Coaching Association of Canada, various schools and universities, HP and member Club Coaching staff, Provincial Rowing Associations, the media and other partners as required to ensure effective working relationships. Serve as primary liaison for RCA with the National Coaching Institute Source additional grant and funding opportunities for the programs in the defined area of responsibility Prepare, on request of the HPD, work plans, reports and other documents as required. Be the primary staff contact in the organization and management of the annual coaches conferences 3. Degrees of Supervision The Director of Canada s National Talent ID and Development Program will lead all facets of RCA s Athlete and Coach Development programs in consultation with RCA s High Performance Director. The individual shall be responsible to and evaluated by RCA s HPD. 4. Power of Decision The Director of Canada s National Talent ID and Development Program will have sufficient authority to lead and manage the identified program areas in accordance with the policies and budgets that have been approved. Outside of this would require the approval of the RCA HPD. As part of the Senior Management Team for High Performance, the individual will have significant influence in the overall program direction and results. 5. Key Performance Indicators The development and implementation of a systematic nationwide talent identification program that can be sustained and, that delivers a consistent number of promising athletes and para athletes into the high performance stream

5 Number of athletes identified through the Talent Identification system who remain in the sport at the HP Centres or Clubs The number of coaches identified, mentored and supported along the HP Coach development pathway that become successful Coaches at the Senior National/Olympic level for Canada. The quality of the infrastructure developed for the High Performance Development Centres and Clubs to ensure a high performance training environment for future senior team candidates; Success of the National Development programs (Able bodied and Adaptive); Incorporation of leading edge approaches to sports science and sports medicine initiatives; Manage the operations of the athlete development component of the HP Development Program so that it is able to deliver program objectives in accordance with the designated budget. Number of athletes identified and trained through the HP Development system that are successful at the international level.
