1 Role Description Title: Procurement Officer Location: Toowoomba Catholic Schools Office Reports to: Director: Governance and Financial Sustainability through the Facilities Development Officer Classification: AO L 4 $56,489 - $58,263 Directorate: Governance and Financial Sustainability Tenure: Continuing Incumbent: Vacant 1.0 Purpose The role is an administrative position within the Governance and Financial Sustainability Directorate (GFS) and contributes to the overall mission of the Diocese of Toowoomba Catholic Schools (TCS) through procurement of goods and services for the Toowoomba Catholic Schools Office (TCSO) and providing assistance to the capital and maintenance programmes for TCS. The support provided by the role holder will be guided by: Jesus Christ and his teachings as understood and passed on by the Catholic Church; Other Catholic Church teachings, principles and values; Relevant legislation, Government requirements and best practice; and Diocesan Strategic Plan, Mission, Vision, Policies, Directives, Procedures and Guidelines; The Governance and Financial Sustainability Strategy. 2.0 Experience and qualifications Essential: A minimum of five years experience in a similar role. Effective relationship building and influencing skills. Demonstrated experience working with the Microsoft suite of products. Advanced interpersonal and communication skills. Empathy with the values and ethos of the Catholic faith.

2 3.0 Key result areas 3.1 Contributes to and promotes the development, alignment, attainment and review of the strategic goals for TCS. 3.2 Responsible for procurement of goods and services required by TCSO 3.3 Assists the Facilities Development Officer with the management of the TCS fleet 3.4 Assists the Facilities Development Officer with the administration of the schools maintenance programs. 3.5 Manage the maintenance of TCSO facilities 3.6 Collaborates and communicates with other members of the Governance and Financial Sustainability directorate and the members of the other directorates within TCS to ensure that high professional standards are met; 3.7 Complete other duties that are directed as needs change or grow, if the duties are consistent with the purpose of this position and any relevant legal and/or industrial obligations. 4.0 Statement of responsibility The incumbent performs the role cognisant of and in harmony with the vision and mission of TCS. The incumbent will work cooperatively with other key stakeholders both within TCS and external agencies to ensure that services are delivered in a planned, coordinated and strategic manner. The role holder will engage in performance reviews in accordance with TCS Procedure. 5.0 Authority limits Full authority is delegated from the Director: Governance and Financial Sustainability to produce the desired outcomes. No authority to commit expenditure exists. 6.0 Reporting and other relationships The Procurement Officer reports directly to Facilities Development Officer within the Governance and Financial Sustainability directorate. Other significant relationships exist with members of the Toowoomba Catholic Schools Office, the Executive Director and the members of the Executive Leadership Team (ELT). 7.0 Statement of duties The information detailed above is an accurate reflection of this role. 4 Duties statement Procurement Officer 1. Contributes to and promotes the development, alignment, attainment and review of the strategic goals for the Diocese of Toowoomba Catholic Schools (TCS); 1.1. Contributing as a member of the Governance and Financial Sustainability directorate to achieve the strategies set out in the Governance and Financial Sustainability Strategy and the TCS Strategic Plan Attending Professional Development as appropriate Documents and reports on the progress of initiatives in the Governance and Financial Sustainability Strategy and the TCS Strategic Plan as required. 2. Responsible for procurement of goods and services required by TCSO; 2.1. Ensure all requisitions for goods and services are authorised by the appropriate delegated officer Undertake research to source goods and services, providing advice to TCSO staff Compare prices, specifications and delivery dates in order to determine the best bid Preparation and placement of purchase orders Track status of requisitions, contracts and orders Receipt and distribution of goods including verification of goods supplied Validate invoices to purchase order and approve for payment Develop, manage and enhance existing contractor and supplier registration process 3. Assists the Facilities Development Officer with the management of the TCS fleet; 3.1. Assess and recommend fleet vehicle selection within TCS Policy and Guidelines Recommend changes and updates to TCS Policy and Guidelines Monitor and analyse fuel and fleet usage data to manage and maximise deployment Monitor and manage fleet maintenance Manage vehicle turnover and replacement. 4. Assists the Facilities Development Officer with the administration of the school s maintenance programs; 4.1. Coordinates the collation of school maintenance plans Provides assistance and advice to schools in procurement of maintenance services Assists in the development of an electronic asset maintenance management system

5 5. Manage maintenance of TCSO facilities; 5.1. Undertake general minor maintenance Source and procure maintenance services Manage maintenance and replacement of plant and equipment. 6. Collaborates and communicates with other members of the Governance and Financial Sustainability directorate and the members of the other directorates within TCS to ensure that high professional standards are met; 6.1. Duties may include the completion of project work that presents itself during the course of the operational and strategic review of the actions associated with the Governance and Financial Sustainability Strategy, Strategic Plan or other directorate strategies.
