It provides an overview of what is expected from the post holder in the day-to-day operation of the role. Planning and Organising The post holder will be responsible for supervising the and its associated test programme based on approximately 0.5-m of capital equipment per step-out facility. This will require intensive project management and will involve dealing with teams of specialists made up from both University technical staff and service support staff from industry partners and SMs working with and intending to use the step-out facilities. The post holder will be responsible for working with the 5GIC Test-bed Management Team to architect, plan, document and organise different parts of the step-out facilities.

2 Problem Solving and ecision Making The post holder is expected to operate with a degree of autonomy, with minimum referral to the 5GIC Test-bed Manager and/or 5G Systems Architect once a test-bed step-out design has been agreed. The post holder will resolve potential conflicts in individual technical projects to maintain alignment with overall 5G/SM/LP strategy. This will potentially require resolution of technical issues whilst recognising and being sensitive to pressures on individual technical and research staff. evelopment and operation of the will require technical and project management skills as well as dealing directly with 5G Industry partners and SMs. The ability to resolve internal resource and technical issues whilst maintaining positive external relationships is a key part of the role. The post-holder must be capable of making difficult decisions on how best to allocate available resources to individual companies or particular research projects to best fit with changing strategic priorities with guidance from the 5G Systems Architect. Continuous Improvement The post holder must be able to test and commission the step-out facilities to maintain quality of outputs to provide basis for the University and SM partners to expand their activity with industry partners, SMs and other research institutions. The post holder must ensure that the 5G test bed step-outs are maintained in a high degree of working order and that they develops in line with the likely rapid evolution of 5G technology and parallel evolution of the 5GIC, UoS test-bed. The post holder will develop a streamlined programme management and reporting mechanism to cope with the step-out R& programme with the guidance of the 5GIC Test-bed Manager and in consultation with the 5G Systems Architect (for design sign-off). Accountability The post holder will manage 5G step-out test-bed facilities to deliver first class outputs to industry partners and to research funding bodies. The post holder will be expected to do this with limited regular supervision, following regular strategic review. Typically the post holder will be expected to give formal monthly and quarterly update summaries to the Manager and 5G Systems Architect. The post holder will be responsible for the operation and development of the stepout facilities with limited guidance from 5GIC Test-bed Manager/ 5G Systems Architect. This is a technically demanding aspect of the role and the post holder will be accountable for technical decisions in this area. The post holder will also ensure that the step-out facilities are delivered within budget, with the support of the 5GIC Test-bed Manager and with sign-off from the 5G Systems Architect. imensions of the role 5GIC Test Bed Step-Out Manager direct line reporting to the 5G Systems Architect and has dotted line reporting to the 5GIC Testbed Manager for day to day activities. The post holder will peer work with the 5GIC Testbed Team at the University of Surrey comprising: 5G evelopment Team, IT lead and 5GIC Testbed Manager. The post holder will project manage and therefore oversee the equipment and resource planning to ensure that the finances are efficiently and effectively managed per step-out facility project. 3 Qualifications and Professional Memberships Relevant degree or equivalent HNC/HN (in lectronics ngineering or Computer Science) / Postgraduate qualification HNC/HN or equivalent experience in handling the type of equipment which will be installed in the 5G test bed together with a proven track record in leading a test department/function. Professional qualification (in lectronics ngineering or Computer Science) Professional Project Management Qualification Technical Competencies (xperience and Knowledge) This section contains the level of competency required to carry out the role (please refer to the Competency Framework for clarification where needed and the Job Matching Guidance). ssential/ esirable Level - xperience as a senior test-bed manager including financial/project management. Understanding of WAN IP and local IP LAN networking setup and maintenance (IP network planning, SSH, NS, NTP, HCP setup, VLAN setup and management) and hands-on network thernet and IP equipment testing and network integration. Relevant experience in a research, business or service environment (Network quipment Vendor, Operator or Software service markets) etailed operational knowledge of a communications network including demonstrable knowledge of the architecture, protocols, functionality and capabilities of the network(s) worked on. xperience in supervising/working with reporting test engineers and interworking with R& teams. xperience of installation and commissioning of communications equipment from at least vendors. xperience of commissioning Network equipment using CLI and OMC interfaces (e.g. Cisco IOS, TR069, SNMPv,/MIBs) xperience of practical Network Optimisation techniques. e.g. load generators, device emulation, tracing tools xperience of Linux and Windows operating system configuration and management. Operational knowledge of GSM, UMTS and/ or LT RAN and/or CN Mobile network test experience Have worked on or have working knowledge of Self Organising Networks

4 based optimisation systems. Working knowledge of outdoor communications testing including facets such as: drive testing, antenna towers arrangements, field measurements. Working knowledge of GPP and/or ITU-T specifications xperience of configuration and management of VM systems for Linux and Windows systems, eg: VM-ware or Virtual-BOX etc. A good working knowledge of the Further ducation and Higher ducation sector and/or Knowledge, understanding & application of uropean Commission Framework in project preparation, execution and reporting Special Requirements: ssential/ esirable Must be prepared to travel throughout the UK and spend periods working at one of the testbed step-outs for periods of up to month at a time during C&I phases. Must be able to drive and have own car Must be able to accommodate occasional flexible working hours to provide and/or arrange step-out test-bed maintenance support. This may include occasional evening and/ or weekend maintenance support as required and agreed with the 5GIC Testbed Management team. 5 Background Information The University of Surrey ranks in the top0 of UK University league tables. The Faculty of ngineering and Physical Sciences has within it a number of leading research groups one of which, the Centre for Communications Systems and Research, has consistently ranked as urope s leading academic research organisation in the field of mobile telecommunications and internet technologies. Surrey has now been successful in winning multi-million bids to HFC URPIF and Catalyst in securing the 5G Innovation Centre and Innovation Gateway programmes respectively. The University has also been awarded additional funding from the nterprise M Local nterprise Partnership to provide additional support both of these programmes. The objective is to create the world s foremost academic research and innovation centre in future mobile communications and internet technologies and in the use of telecom Big ata in developing advanced technologies. The programme includes close collaboration with 7 multinational telecommunications industry partners, all of which have contributed significantly to the R& programme. Other partners include the Connected igital conomy Catapult (CC) and strong internal University links with the Faculty of Business, conomy and Law (FBL).
