2 1. PROJECT BACKGROUND INFORMATION 1.1 Beneficiary country The beneficiary country is Bosnia and Herzegovina (BiH). 1.2 Project overall objective To strengthen staff capacities and increase efficiency of labour market through institutional and strategic development of the concept of life long learning, based on relevant statistical data in order contribute to the overall development of society and promotion of economic and social cohesion. 1.3 Project purpose 1. To enhance institutional, strategic and legal framework for adult education in the context of life long learning. 2. To advance evidence based planning of educational policies through improvement of system of educational statistics in order to meet international standards and requirements (UNESCO, OECD and EUROSTAT) 1.4 Expected project results in Component 2 - Improvement of educational statistics Situation and gap analysis report, determining the main outstanding issues of methodology of education statistics to achieve full compatibility with the UNESCO, OECD and EUROSTAT methodology (UOE methodology); Proposals for an upgraded (improved) common methodology for non-finance data collection, prepared on the bases of situation analysis and UOE methodology; Proposal for software to be used in educational and statistical institutions throughout BiH in education statistics on basic and secondary education; Guidebook on improved Non - finance Education statistics and reporting lines drafted and disseminated to responsible statistical institutions; Proposal for an User guide on Education finance statistics (data collection methodology on public and private expenditures at the entity and state level);

3 Training of staff in educational sector and agencies for statistics to be delivered; Software designed to schools and statistical institutions piloted, tested and redesigned (if needed); User guide on Education finance statistics tested. 2. DESCRIPTION OF THE SHORT TERM SENIOR EXPERT'S ASSIGNMENT 2.1. Senior Expert for education finance statistics Responsibilities: The expert is generally responsible for establishment of proper methodological and logical basis on Education finance statistics in BiH in accordance with UOE methodology. He/she should provide necessary expertise and advises to the project team and Working Group (WG 2.2.) members in order to produce the statistical User Guide in accordance with the project ToR Requested services: - Preparing of a training programme, respective materials and delivery of a two days training seminar in cooperation with the project team for the 15 WG 2.2 members on UOE finance methodology and UOE finance tables. - Preparing of notes and proposals on two draft guidebooks, to be drafted by local short term experts as regard to data collection on public and private expenditures on education in BiH. Presentations in WG 2.2 and cooperating with other experts within the project and drafting inputs for final proposals; Required outputs Training of WG 2.2 members on UOE finance methodology and UOE finance tables delivered; Notes and proposals on two draft guidebooks on public and private expenditures on education in BiH drafted; Reports to the Team Leader on implementation of respective project tasks drafted

4 3. SHORT TERM SENIOR EXPERT PROFILE 3.1. Qualifications and skills: A University degree in economics, mathematics, statistics, finance or similar fields Excellent training design and delivery skills Good analytical and communication skills Fluency in spoken and written English and excellent reporting abilities Flexibility and ability to work in a team 3.2 General professional experience At least 10 years of professional experience Sound experience in project implementation Good general all round experience in mentoring and coaching Ability to conduct training in a highly professional context as a single facilitator 3.3 Specific professional experience At least 5 years professional experience in finance statistics of education or national accounts Knowledge of ISCED and ISCED 2011 In-dept knowledge of UOE (UNESCO, OECD and Eurostat) common methodology as regards educational expenditures Good knowledge of the legislative framework of statistics in BiH, as well as a broad understanding of the statistical reform process in BiH, in the context of European integration 4. LOCATION AND DURATION The short term expert will be located in the project office in Sarajevo, BiH. The assignment will take place in Sarajevo and in other locations in Bosnia and Herzegovina. The assignment is foreseen during the periods April 2012 May 2012 and September 2012-October Initial allocation for this assignment is 10 working days. 1 International Standard Classification of Education (UNESCO)

5 5. REPORTING The Short Term Expert will collaborate with all Key Experts as appropriate and he/she will report to the Team Leader who will monitor and supervise the assignment. The Short Term Expert will be responsible for conducting activities and elaboration of the reports and documentation mentioned in section and All reports will be prepared in English. In addition, the Short Term Expert will provide copies of all completed documents/materials prepared as part of the assignment. 6. ADMINISTRATIVE INFORMATION The Short Term Expert will be provided with working space at the project office, including access to the Internet, a printer and a photocopier. The Short Term Expert will be supported by the project office in terms of providing copying-service, delivering materials and documents as well as technical support during the training sessions. This is a position at Senior Short Term level. The Short Term Expert is expected to use his/her own laptop. Intra-city travel shall be covered by the Short Term Expert's fee. For delivery of trainings outside Sarajevo, the standard travel and accommodation allowances will be paid.
