1 Call for Proposals for NGOs to support the gender-sensitive transitional justice programme United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is inviting legally registered Non-Government Organizations (NGOs) to submit proposals to provide technical expertise to the gender-sensitive transitional justice programme through digital storytelling, artistic engagement, art exhibitions, skills trainings and consultative meetings and workshops. A. Guidelines for the Submission of Proposal The proposal must contain 1) a technical section and 2) a time-cost section. In the technical section, the proposal must include objectives, methods, expected results of each activity and time-lines for completing the assignment. In the Time Cost section, the proposal must detail the time and related expenditures of each activity as per the details of proposed work that will be required to complete the assignment. The proposals submitted must be in line with the Terms of Reference (Annex 1). The interested organizations must include additional documents (short) or other publications of their previous work demonstrating their expertise in related area such as organizational brochure and three previous audit reports. Format of Proposal: Given the attached Terms of Reference (ToR), the proposal should contain at least the following: 1) A narrative proposal consisting of: Context and problem analysis: Briefly describe the needs of the survivors of conflict related sexual violence (CSRV) in Nepal. Explain the role of addressing these needs through gender-responsive transitional justice including non-judicial reparations considering the different needs of women survivors of CRSV in line with international standards. Describe how digital storytelling, artistic engagement, art exhibitions, skills trainings and consultative meetings and workshops can support the survivors of CRSV in Nepal in the development of the National Action Plan (NAP) Phase II on UNSCRs 1325 and 1820 which prioritizes CRSV (max. 1½ pages). Justification: Analysis of why it is important to ensure that the needs of the survivors of CSRV in Nepal are addressed and how the proposed activities can support this effort through the NAP Phase II on UNSCRs 1325 and 1820 (max. 2 pages). Expected results: Outline the expected outcomes, outputs and indicators of the interventions (max. 1½ page) in line with ToR given below. 1

2 Project design: Describe strategies and approaches that will be employed to implement the proposed initiatives to support the EU funded gender-sensitive transitional justice programme. The proposal should detail how digital storytelling, artistic engagement, art exhibitions, skills trainings and consultative meetings and workshops will support the development of the NAP Phase II on UNSCRs 1325 and In addition, the proposal should address how your organization intends to achieve the specific objectives as described in the ToR. Log frame and Implementation Work plan: Use the attached work plan template to provide a disaggregation of expected outputs, key activities (Please see Annex II and III). Institutional profile: Provide a brief description of your network/organization, including its registration details, institutional capacity specifying relevant experience on issues pertaining to gender equality, women empowerment, violence against women/girls, right to information, media reporting, and implementing leadership and capacity development programmes. Monitoring mechanism: This section should provide details of monitoring mechanism for implementing the leadership capacity development support. Key personnel: The applicant organization should provide details of at least two key personnel, who will manage the implementation of leadership capacity development support. (2) A Budget Proposal should fulfill the following requirements: An output-based budget, specifying the amount required to achieve each output The budget should include an allocation for preparation of a certified financial report at the end of the project. The administrative/indirect costs should not exceed 7% of the total budget The Human Resource Cost (HR) cost should not exceed 15% of the total budget VAT/tax should be included in the budget Applicant should submit the proposed budget in excel format using the guidelines in Annex IV. Duration of project: 10 August November 2017 (Programming period) 1-31 December 2017 (Reporting period) Who can apply? A proposal can be submitted by a legally registered non-government organization or jointly by two or more registered NGOs. B. Criteria for selection: The agency will be awarded the project on the basis of technical (80%) and financial (20%) assessment of the proposal. The technical assessment will consist on the following criteria: 1. Feasibility and appropriateness of the proposal responding to the expected results (30 points) Extent to which the proposals fulfills the requirements of the Call for Proposals (5 points) 2

3 Clarity of the situation analysis and problem identification (5 points) Soundness of strategy, proposed activities and expected results against the problem analysis (15 points) Realistic work plan to complete the activities (5 points) 2. Applicant s institutional technical capacity and relevant experience in organizing and coordinating similar projects (30 points) Relevance of specialized knowledge and experience to promote women s rights and gender equality, especially to qualify the applicant for this particular UN Women support (10 points) Clear alignment of the organizational/institutional mandate and fields of activities with the overall goal and objectives of the EU funded gender-sensitive transitional justice programme (15 points) Relevant experience in organizing and coordinating similar projects with the government agencies and CSOs (5 points) 3. Partnerships (10 points) Strong partnership and connections with relevant organizations and/or other networks of excluded women, and their roles and responsibilities, clearly defined in a proposal, in the implementation of this particular UN Women s support (10 points) 4. Effective administration and management of the organization (10 points) Capacity to successfully implement the proposed project (10 points) The financial assessment will include the review the efficient utilization of budget (20 points) as follows: Output based budgeting; Reasonable cost of implementation; Administrative/indirect cost should not exceed 7% of the total budget; Inclusion of annual certified financial report and audit reports C. 5 Annex I Terms of Reference Expert agency to support the gender-sensitive transitional justice programme 1. BACKGROUND AND JUSTIFICATION Grounded in the vision of equality enshrined in the charter of the United Nations, the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian actions and peace and security. Placing women s rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of national priorities and efforts, building effective partnership with government, civil society and other relevant actors. In Nepal, UN Women's programme focuses on women's leadership in peace, security and humanitarian action, economic empowerment of women, and gender responsive national planning and budgeting processes, to contribute to achieving the goal of gender equality and empowerment of women. The Peace and Security & Humanitarian Action (PSH) Unit of UN Women Nepal Country Office (NCO) is responsible for providing technical support to the government, development partners and civil society organizations in the areas of Women, Peace and Security (WPS) including implementation of the National Action Plan (NAP) on United Nations Security Council Resolutions (UNSCRs) 1325 and 1820 in line with the NCO s Strategic Note and Annual Work Plan (AWP) NCO s WPS work focuses on the implementation of the frameworks of UNSCRs 1325, 1820 and its subsequent resolutions, Convention of Elimination of Discrimination Against Women (CEDAW), Beijing Platform for Action (BPfA), Sustainable Development Goals (SDG), Secretary General (SG) s Seven Point Action Plan on Gender Responsive Peacebuilding, UN Peace and Development Strategy for Nepal, and the Nepal United Nations Development Assistance Framework (UNDAF). As part of NCO s work to reinforce the ongoing efforts especially with respect to the support of the Government of Nepal for the development of the National Action Plan (NAP) Phase II on UNSCRs 1325 and 1820 which prioritizes conflict related sexual violence (CSRV), NCO is implementing two programmes in close coordination with the UN Task Force on CRSV: (1) Advancing Resilience and Empowerment (ARE) funded by the Government of Finland and (2) the European Union Funded Programme on Gender- Sensitive Transitional Justice. The NCO through these programmes aims to capacitate relevant stakeholders in gender-responsive transitional justice including non-judicial reparations to link this with the formal system in the future considering the different needs of women survivors of CRSV in line with international standards. 5

6 In light of the context above, NCO seeks to partner with an expert agency to provide support to Conflict Victims Common Platform (CVCP) and other stakeholders to develop priorities for transitional justice including non-judicial reparation through digital storytelling, artistic engagement, art exhibitions and consultative meetings and workshops 2. SCOPE OF WORK AND SPECIFIC TASKS Under the overall supervision of the Unit Manager of the PSH Unit, the selected agency will be responsible to organize, facilitate, conduct and implement activities related to digital storytelling, artistic engagement, art exhibitions and consultative meetings and workshops to engage key stakeholders in Nepal to prioritize support and advocacy on gender-sensitive transitional justice including non-judicial reparations for women survivors of CSRV. The agency will work in close coordination with UN Women and relevant partners to achieve the following activities: Activity 1: Timeline: 10 August to 25 August 1. Advocate to address the needs of women survivors of gender based violence (GBV) including conflict related sexual violence (CRSV) through participatory documentation of their stories through digital storytelling as a truth telling tool. i. Organize a consultative workshop with women survivors of CRSV and victims associations working on CRSV to enquire on the nature of stories for digital storytelling; ii. Identify stories of 10 women survivors of GBV including CRSV for digital storytelling; iii. Identify 20 women survivors or their family members to impart skills training on basic computer training, leadership, advocacy, negotiation, and proposal/ report writing. This can include the 10 women survivors whose stories have been identified for digital storytelling as mentioned above. Deliverables: i. Report of the consultative workshop; ii. Scripts of the stories of the 10 women survivors of GBV including CRSV for digital storytelling; iii. 10 audio stories of women survivors of GBV including CRSV ready for upload to a digital platform. Activity 2: Timeline: 10 August to 30 November 2. Develop and implement a skills training package targeting 20 identified women survivors of GBV including CRSV. i. Develop and implement a skills training package consisting of basic computer training, leadership, advocacy, negotiation, and proposal/ report writing for the interviewed women survivors or their family members; ii. Organize a dissemination meeting inviting representatives from the government, development partners, UN agencies and the Truth and Reconciliation Commission to share experiences and good practices in developing and implementing the skills training package with recommendations for its sustainability. 6

7 Deliverables: i. Report on the activities undertaken for the implementation of the skills training package including the dissemination meeting. Activity 3: Timeline: 10 August to 15 October 3. Address the harms suffered by women survivors of CRSV victims through artistic memorialization of shared experiences using artistic engagement and an art exhibition as the medium. i. Identify three stories of women survivors of CRSV for theatrical performance using artistic engagement; ii. Organize and manage a theatrical performance through a local theatre group to memorialize and share the stories of identified women survivors of CRSV; iii. Organize and manage an art exhibition reflecting the impact of violence on the lives of 20 identified women survivors during conflict though art and audio platforms. Deliverables: i. Report on the theatrical performance including the three identified stories of women survivors of CRSV; ii. A pictorial booklet and report of the art exhibition. Activity 4: Timeline: 15 October to 10 November 4. Roundtable launch of a digital story telling platform in Kathmandu with survivors, representatives of UN entities and the European Union in Nepal who are working on transitional justice and CRSV in Nepal including a dialogue on memorialization, and non-judicial reparations. i. Organize the roundtable launch of the digital storytelling platform; ii. Presentation of storytelling by women survivors of CRSV in Nepal citing successes and failures as well as recommendations for the upcoming National Action Plan (NAP) Phase II on UNSCRs 1325 and 1820 for non-judicial reparation as part of the Relief and Recovery pillar of the NAP. Deliverables: i. A brief narrative report including the financial report for the launch of the digital platform; ii. Desk Review Report on storytelling in Nepal and recommendations on how it can be sustained through the digital platform. 3. DURATION OF THE ASSIGNMENT The tentative duration of the assignment is from 10 August to 30 November CONTRACT SUPERVISION The overall guidance will be provided by the Unit Manager of PSH Unit, UN Women. 6. DISBURSEMENT OF PAYMENT UN Women will make payment based on the realistic implementation action plans and request for fund through the Financial Authorization and Certification of Expenditure ( FACE) Form within one month of request. 7. REPORTING REQUIREMENTS The selected organization will submit inception report incorporating an updated plan of action including monitoring and evaluation plan, package and methodology for all expected activities, detailed profiles and terms of reference of relevant human resources, and any other relevant documents that can support implementation and reporting of the project; The selected organization will submit one narrative and one financial report to the Unit Manager of Peace and Security & Humanitarian Action (PSH) Unit at the completion of the project required by the Unit Manager in the standard reporting format provided by UN Women. A comprehensive narrative report of all activities in hard and soft copy will be submitted at the end of the target. The selected organization will work in close coordination and guidance of the National Consultant for Women, Peace and Security of UN Women in the day to day operations of this assignment. The reports will be submitted both electronically and in hard copy as demanded by UN Women. Please note that UN Women has sole ownership of all final data and any findings shall only be shared or reproduced with the permission of UN Women. 8. ELIGIBILITY FOR APPLICATION Proposal can be submitted by an NGO/ CSO which satisfy the following eligibility criteria: Minimum 3 years of experience in developing and implementing programmes using storytelling to work toward the goal of women s empowerment; Experience in working with UN/ development agencies through programmes in areas of violence against women including gender based violence and conflict related sexual violence, and peacebuilding; Experience working with survivors of gender based violence and conflict related sexual violence; Expertise in the advocacy of survivors of conflict including conflict related sexual violence through storytelling via digital platforms; Possess quality resources in the form of case stories of survivors of gender based violence and conflict related sexual violence; Expertise to conduct quality meetings and workshops; Prior experience of working with UN/development agencies. 8

9 The technical proposal should clearly outline in narrative as well as in log frame on how your organization meets the above requirements with well-documented evidences. For detailed requirements and guidance for the proposal preparation and evaluation, please refer the first section of this advertisement.
