1 Role Profile Job Description Job title Head of Cultural Skills, EU Region EU Europe Team Arts, regional Location of post Current location for internal Pay band 7 candidates Brussels for external candidates Reports to Director Arts EU Duration of job Full time until 15 th Purpose of job October 2019 The Head of Cultural Skills EU focuses on developing a sustainable platform for our Cultural Skills work in the EU region and significantly increase our impact and income in this area. The post-holder works closely with the Director Arts, EU region and the Cultural Skills Programme Manager in the UK on developing and managing the regional strategy and plan in this area of work, enhancing the arts programme of the British Council in the European Union. The post holder identifies regional demand and need for skills in the creative and cultural sector, as well as new partnership opportunities to match fund our investment and grow our programme in line with the regional refreshed arts strategy and global arts vision. Due to the temporary nature of the contract, the focus of this maternity cover role, rather than developing new programmes, will be to continue leading on the following existing programmes and initiatives: a) Live Skills, a European Commission co-funded project which has started in December 2016 and is expected to close by the end of This will involve leading on the project s strategic direction and managing key stakeholder relationships b) Strategic collaboration with ECoCs (European Capitals of Culture): develop a longer term sustainable strategy and offer, capitalising on the brokering role of the British Council c) Virtual Europe - a digital skills community connecting UK and EU creative and cultural leaders and support them to build capacity. The project is still at inception phase. The post holder will draw from the results of a consultation with higher level arts organisations in Europe and the UK to support the nurturing of a virtually connected community that enables effective collaboration and peer-to-peer learning. Context and environment The British Council s Arts programme in EU Europe The British Council s Arts programme in EU Europe aims to stabilise and strengthen our relationships during the UK s EU exit and to ensure sustained, long-term partnerships between UK and EU arts organisations and professionals. In the next five years, our EU Arts strategy will ensure the UK will remain at the heart of Europe through arts and culture. Arts will continue to connect the UK to the rest of Europe. The British Council will continue to support the UK arts sectors to work throughout Europe in the following way: maintaining our long-term strategic relationships with the EU at the most senior levels including the European institutions in Brussels, brokering opportunities for artistic collaboration for artists and arts organisations from across the 1 of 5

2 UK and connecting them to peers and networks in Europe, keeping channels of communication open between UK and European arts networks and arts organisations, ensuring that the voices of current and emerging UK arts leaders are heard in Europe and continue to take part in the exchange of creative ideas. We will broker opportunities for artists and arts organisations from across the UK where their work is most needed in the EU. We will ensure that artists and arts organisations from the UK are supported to: share their work and their artistic processes across the EU foster collaborations and networks build capacity The Cultural Skills team Cultural Skills is part of the Arts and Society team within the British council. Cultural Skills functions as a cross-organisational support mechanism working in collaboration with colleagues across all Strategic Business Units (SBUs) of the British Council: Arts, Education & Society and English & Exams to. In doing so, we aim to complement and fill gaps in our current skills provision, align areas of work and regional priorities and to cultivate joined up ways of working moving forward. The Cultural Skills team draws on UK expertise in the area of cultural skills to identify opportunities to coinvest in strategic partnerships across the full spectrum of the cultural sector. We will position the British Council as a lead facilitator and convenor in the global provision of cultural skills, by forming partnerships with institutions and Governments globally. We co-create innovative, evidence-based programmes and broker partnerships, which strengthen cultural relations through shared activity and mutuality and grow the British Council s global cultural skills offer. Live Skills The 3 year Erasmus+ project Live Skills which started in December tackles skills shortages and gaps, responding to the demand for new skills within two subsectors of the wider Creative and Cultural Sector: the Audio Visual and Live Performance sectors. Live Skills has been awarded over 1M grant by the European Commission to help enhance employability and mobility for cultural professionals and students by designing and piloting three new innovative VET curricula in Arts Management, Digital and New Technologies and Cultural Entrepreneurship for two professions in the AV & LP sectors, but, also adaptable to a broader range of professions and other subsectors of the wider Creative and Cultural Sector. The project will bring together the industry and all relevant stakeholders to work closely and develop new curricula which include work based learning opportunities, are demand led and responsive to labour market needs. British Council is leading a consortium of nine full partners across four countries (Bulgaria, Greece, Romania and the UK) and two European-wide associated partners: Belfast Metropolitan College (UK), Plovdiv School of Stage and Screen Arts (Bulgaria), AKMI group of Vocational and Education Providers (Greece), BAROK - Bulgarian association of the employers in culture (Bulgaria), USRC - Association of Cultural Sector Trade Unions (Romania), GSEVEE Institute the Hellenic Confederation of Professionals, Craftsmen and Merchants (Greece), NIRCT (Romania), EOPPEP- The National Organisation for the Certification of Qualifications & Vocational Guidance (Greece). Virtual Europe Following a recent consultation exercise across the UK with Arts sector representatives, widespread interest has been expressed for the British Council to broker a digital partnership space to support connections between the Arts sector in the UK and wider Europe. To address this sector need, we are exploring the creation of a unique digital space and virtual community for cultural and creative leaders to 2 of 5

3 connect, exchange best practices, share skills, and collaborate across art forms. Drawing from past feedback, it is envisaged that peer exchange across topics such as creative leadership, models of operation, trends and challenges for creative professionals will be of value. Facilitating borderless collaboration is seen as key to continuing the fruitful partnerships between the UK and EU arts sectors.
