1 TERMS OF REFERENCE Title: Project Manager (Engineer) Project: KHOC, Fishery Port Construction Duty station: Manila, Philippines, with frequent travels to Iloilo and Concepcion Section/Unit: AR, BKK, Philippines Contract/Level: International Individual Contractor Agreement, IICA 3 Duration: 12 months initially, renewable subject to satisfactory performance and fund availability. Supervisor: Director KHOC/Philippines 1. General Background UNOPS supports the successful implementation of its partners peacebuilding, humanitarian and development projects around the world. Functional Responsibilities The Project Manager will have the overall responsibility for the successful implementation of the project within the approved framework of authority. The responsibilities include but are not limited to: Establishing solid working relationship with the project board (Executive, Senior Users and Senior Suppliers), client and key stakeholders; The management of communication and ensuring stakeholders are aware of project activities, progress, and exceptions. Advising the client on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance); Developing and maintaining project plans; managing the production of the required products, taking responsibility for overall progress and use of resources and initiating corrective action where necessary; advising the Project Board of any deviations from the plan; identifying and managing risks so that maximum benefit

2 to client and stakeholders is achieved; monitoring and evaluating performance of service providers; Advise the project donor on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance). Manage the information flows between the Project Board/OC Director and the project. Delivery and Performance Implement approved project plans (including the establishment of milestones) within tolerances set by the project board. Manage the overall delivery of the works, taking responsibility for overall progress and use of resources and initiating corrective action where necessary. Liaise with and manage where appropriate external suppliers / subcontractors. Authorize Work Packages. Advise the Project Board and OC Director of any deviations from the plan. Identify and manage risks so that maximum benefit to client and stakeholders is achieved. Manage and review the overall quality of the works and ensure that the beneficiary accepts the completed facility. The quality of the works should reflect those standards defined within the contract drawings and be managed in line with the requirements of ISO9001. Monitor and evaluate performance of service providers. Manage and review both Health and Safety and Environmental Practices during the delivery of the project to those requirements defined within ISO14001 and OHSAS Manage and complete assurance processes on engagement level as per QA policies Reporting: Prepare/adapt the following plans for approval by the Project Board: Project Initiation Documentation; Stage/Exception Plans and relevant Product Descriptions. Prepare the following reports: I. Highlight Reports I IV. End Stage Reports Operational Closure Checklist End Project Report V. Handover Report Ensure that all expenditure comply with UNOPS Financial Rules and Regulations (FRR). Manage budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time. Knowledge Management:

3 Actively interact with other Project Managers and the Project Management community to share case studies, lessons learned and best practice on the Knowledge System. Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies. Complete lessons learned as per reporting format. Incorporate lessons learned from others as per planning format. Personnel Management: Lead and motivate the project team. Ensure that behavioural expectations of team members are established. Ensure that performance reviews are conducted. Identify outstanding staff and bring them to the attention of the OC Director. Have an understanding of UNOPS personnel contract modalities (including ICA and Staff). Select, recruit and train team as required by project plans. Ensure safety and security for all personnel and comply with UNDSS standards. Core Values: Understand and Respect National ownership and capacity. I. Understand the principles of the Paris Declaration on aid effectiveness and mainstream them into the project plans. Seek opportunities to recruit qualified local staff. I Look for ways to build capacity of local counterparts. Harmonization within the UN and beyond I. Understand the UN Development Assistance Framework (UNDAF) and UNOPS, the project s place in the UN system. Understand the applicability of relevant Sustainable Development Goals (SDGs) and seek to contribute within the deliverables of the project. Service to Others I. As the project is representative of the United Nations, it should be firmly rooted in the principle of service to others. This should be considered carefully in the development of project plans. Accountability for results and the use of resources The project management processes are designed to deliver maximum accountability, transparency and results. If a project or processes is not in

4 line with this, it is the responsibility of the PM to raise the issue to a supervisor. Additional Requirements: The Project Manager will ensure resilience aspects are fully considered in terms of addressing natural hazards found within the Philippines. These will be defined within the design development process but will include but not limited to impacts from seismic events, floods, climatic events and fire. Conversely, sustainability considerations shall also form a contingent element of the Project Managers brief and the project shall demonstrate efficient management of natural resources and minimizing the negative impact on the environment. Any other duties as may be assigned by the Director, UNOPS Philippines. COMPETENCIES Managerial - Management professional with strong project management acumen; prior project management experience with financial responsibility in excess of USD $5.0 million. Commitment Committed to UN principles and values, as well as to promoting international development and reform in a conflict environment. Professionalism - Working knowledge in public and/or private law and expertise in handling contract issues in the context of UN policies and standards; strong ethics; service and client satisfaction oriented approach. Planning and Organizing - Ability to plan work assignments, juggle competing demands and work under pressure of frequent and tight deadlines, and with minimal direction/supervision. Communications/Negotiation - Excellent communication (spoken and written) skills, with the capability to articulate the project s strategic goals into sound operating plans and processes; excellent written and oral advocacy and negotiation skills; charisma necessary to effectively focus and motivate employees, clients, partners, and stakeholders. Technology Awareness - High proficiency with computers in particular MS Word, MS Excel, MS Outlook, and the Internet. Advance knowledge of working with Internet based applications and languages. Teamwork Ability to lead and support teams in a complex multi-national, multi-cultural

5 environment. EDUCATION Advanced University Degree (Master's or equivalent) in Civil Engineering, Architectural, or other relevant discipline. An additional 2 years of relevant work experience in combination with a relevant first university degree (Bachelor s or equivalent) may substitute for the requirement for a Master s degree. Complete the UNOPS Project Management Foundation course (within one year after signing this TOR). CERTIFICATIONS PRINCE2 Practitioner Certification or equivalent preferred. EXPERIENCE Experience in managing projects in the international development field is required. At least 7 year experience in project development and management. Experience in monitoring, reporting, development and coordination in either public or private sector organizations is asset. Experience in the delivery of projects that specifically relate to port/fishery port construction is desirable. Experience in the South East Asian Region is desirable. Experience in project and team management and skills development. Language: Fluency in English is required.
