1 Job description Job title Department Responsible to Responsible for Salary Hours Based at Senior Stakeholder Engagement Officer External Relations Department Parliamentary Manager Occasional volunteers Grade D 32,299 per annum (including geographical weighting) 35 hours per week Stratford, London Length of contract Fixed term - until December 2015 Purpose of the job You will responsible for key strands of Mind s General Election 2015 campaigning activity and will be responsible for developing and managing relationships with the parliamentary candidates. You will be working with other policy and campaigns staff to form and manage relationships with some of the new agencies and bodies that have been created under the Coalition Programme for Government. You will carry out both of these tasks in order to ensure the rights, needs and priorities of people with mental health problems are heard. Scope of the job Working with the parliamentary team, you will lead key strands of Mind s general election campaigning activity, for example managing Mind s relationships with parliamentary candidates for the 2015 General Election, developing communications designed to influence the audience, helping to plan and deliver party conference activity in 2014, and organising political events. You will also work with other members of the policy and campaigns team to identify and engage with key stakeholders and organisations in emerging health structures like Clinical Commissioning Groups, Health and Wellbeing Boards, Strategic Clinical Networks and local Healthwatch, as well as local councillors and Police and Crime Commissioners, in order to influence for positive change and champion the rights and views of people with mental health problems. You will sit within the Policy and Campaigns team and work closely with all members of the team, as well as the broader External Relations department (Communications, Media, Information and Legal) and across the organisation, particularly the Networks and Communities Department and Mind Cymru. You will also work with Mind s networks, including its local Minds, and members and campaigners, many of whom have mental health problems. Mind aims to ensure that the needs and interests of people with mental health problems, women and black and minority ethnic communities, disabled people and lesbians, gay men, bisexuals and people of all ages are reflected in all its activities. 2 Key responsibilities 1. To establish effective relationships key external stakeholders and organisations, e.g. parliamentary candidates, local influencers (e.g. Clinical Commissioning Groups) and representative bodies (e.g. Local Health Watch). You will need to work with colleagues in this using a partnership approach. 2. To lead and support the development, delivery and evaluation of engagement strategies to influence parliamentary candidates and other key external stakeholders. To keep abreast of the current political climate, and in conjunction with members of the policy and campaigns team, and to understand the impact for Mind, to make recommendations for responses/respond do and look for opportunities to further Mind s objectives. 4. To research and analyse information as required to produce high quality written briefings, publications, reports and other materials that communicate complex messages clearly and effectively to a variety of audiences. 5. To plan, organize, implement, and evaluate a variety of events designed to influence stakeholders, e.g. roundtable discussions, visits, hustings, parliamentary receptions. 6. To engage people with mental health problems in all aspects of work as appropriate and to deal tactfully and sensitively with people with mental health problems. 7. To represent Mind externally with individual stakeholders and organizations and at external events and as directed to act as a media spokesperson. 8. To establish effective working relationships and good rapport with colleagues across the organization. 9. To work with Fundraising teams to help strengthen Mind s case for support, ensure that the work of the Policy and Campaigns team is reflected accurately and help to spot opportunities for fundraising from the work of the Policy and Campaigns team. 10. To ensure project budgets are monitored effectively and expenditure is reported back to funders in line with their requirements as appropriate. 11. Ensure that Mind s contact management system is kept up to date 12. To supervise volunteers where appropriate. 13. To undertake other duties that may from time to time be necessary, that are compatible with the nature and grade of this post. Expectations: A) To attend and contribute to the supervision and appraisal process and to team meetings. 3 C) To attend and contribute to Mind staff training and any other training identified as appropriate for the role. D) To travel to meetings in England and Wales, this may require the need for overnight stay. E) To occasionally work unsociable hours, e.g. attending evening or weekend meetings or travel outside London. F) The nature of the post will require flexibility in undertaking the role. 4 Mind (National Association for Mental Health) External Relations Department Person specification: Senior Stakeholder Engagement Officer Essential criteria 1. Significant experience of working in a public affairs, campaigning or policy role dealing with a wide range of stakeholders at an individual, organisational, local and national level. 2. Demonstrable ability to establish quickly personal credibility, and experience of developing and maintaining effective working relationships with groups and individuals with differing perspectives and agendas. 3. Excellent communication and interpersonal skills, including verbal, written, negotiation and persuasion skills. 4. Knowledge of current health, social and/or disability policy areas, including new local decisionmaking structures, and awareness of how they impact on mental health. 5. Demonstrable understanding of UK political and General Election environment, local and national government structures and decision-making, and experience of influencing them. 6. Demonstrable relevant experience of developing, carrying out and evaluating strategies for achieving change. 7. Ability to project manage, including planning, implementing, over-seeing and evaluating multiple projects to meet agreed deadlines and targets. This includes planning and delivering events. 8. Ability to understand and analyse complex information and policy documents, and pick out salient points to communicate to relevant audiences. 9. Good team working skills, including understanding the role and demands of working with others, and of having a flexible approach to collaborative working. 10. Empathy with Mind s aims and values, including an understanding of and commitment to Mind s equal opportunity policy. 11. Excellent computer skills including using Microsoft office, databases, and use of internet. 12. Willingness to undertake occasional travel to work some unsocial hours. Desirable criteria 1. Experience of working for elected politicians or for a political party. 2. Experience of supervising staff and/or volunteers. 3. Knowledge of mental health related policy issues. 4. Experience of involving beneficiaries or stakeholders in political engagement work. 5. 5 Mind (National Association for Mental Health) Additional information Senior Stakeholder Officer Interview and travel expenses Mind is prepared to pay travel expenses for those asked to attend an interview to a maximum of 175. However, the cheapest form of travel must always be used other than in exceptional circumstances in which case the agreement of the Head of Human Resources must be sought. Conditions of employment In the light of legislation [Section 8 Asylum and Immigration Act, January 1997], as a condition of being able to commence employment with Mind, the successful candidate will be required to provide documentation to prove that they are able to work in the UK. Such documents will include one or more of the following, as appropriate: National Insurance number Birth certificate or British passport Certificate of registration, or naturalisation as a British citizen Passport or documentation evidencing citizenship of an EEA country Probation The appointment is subject to a probation period of six months Salary Grade D of Mind's salary scales. Starting salary 29,337 per annum plus 2,962 per annum geographical weighting, followed by two annual increments to 31,210 per annum. Increments will be subject to annual review in accordance with Mind s procedures. Hours of work/flexible working hours A standard 35 hours per week within 8.00am to 7.30pm, Monday to Friday, excluding one hour break for lunch. Mind operates a flexible working hours scheme whereby members of staff can vary the time they start and finish work within the parameters agreed by their line managers. However, the core period of 10.00am to 4.00pm (excluding lunch break) are the times during which you must be at work. Time off will be given for work outside the standard hours. Overtime is not payable.
