1 Position Description Division People & Culture Position Title Training and Assessment Officer - Assets Location: Launceston required to travel state-wide Position Holder: Reports To: Manager People and Culture Direct Reports: Nil Employment Status: Permanent full-time Salary Band: Tasmanian Railway Pty Ltd General Enterprise Agreement 2015 Primary Position Objective The primary role of this position is to ensure employees are competent to perform rail operations and maintenance tasks through education, on the job training, assessment, workplace evaluation and compliance checking and to promote a safety culture throughout the organisation. Cross functional business wide approach to provision of Training and Assessment; Conducting Training Needs Analysis (TNA) by Individual/ Role/ Team/ Department; Working closely with internal customers, Supervisors and Managers to ensure all Training and Compliance needs are maintained; Working closely with the Training and Development Partner in achieving a wellstructured and coordinated training function; and Liaising with recognised external training bodies (ie RTOs) to ensure quality and compliance. Established on 1 December 2009 by an Act of Parliament, TasRail is actively managing a large investment jointly funded by State and Federal Governments into Tasmania s rail infrastructure and is poised to present an unprecedented chapter in Tasmania s remarkable rail history.

2 Key responsibilities/accountabilities The key accountabilities of the position include: Providing quality training and assessment support services to ensure that employees develop and maintain required competencies and knowledge according to role requirements; Liaise with the Learning and Development Partner to provide information, reporting and advice on operational issues; To assist in the development of effective training packages that ensure the transfer of technical skills and competencies to employees; Assist with the evaluation/audit of training and assessment services to ensure compliance, best practice training and adult learning principles, training policies and procedures, and industry standards, and relevant legislation and regulations; Assist with the development and maintenance of training materials and manuals, ensuring compliance with endorsed standards; Maintain Training and Assessment documentation, in accordance with appropriate records management systems and procedures and legislative requirements; Actively contributing ideas for improving work practices, consistent with program goals and objectives; Contribution to the Learning and Development Strategy at TasRail; Contribution to the design and delivery of supporting Learning and Development curriculum; Contribution to the quality of Learning and Development tools, processes and communication; Complying with Workplace Health and Safety policy and practices and contribute to the identification and control of occupational health and safety risks and/or hazards in the workplace; Develop and issue Training and Development plans that are operationally relevant, efficient and compliant; and Partner in the development of innovative approaches or technologies to drive business growth and continuous improvement. Other Key Accountabilities Delivering both on-job and off-job training as required; Undertaking assessments of on job tasks within the Asset Management environment; Undertaking and participating in incident investigations and analysis; Developing and implementing risk mitigation action plans; Initiating the appropriate reporting and actions from logged incidents; Participating in departmental safety and improvement projects as required including conducting of risk analyses for new and altered work practices; Carrying out training related audits, and analysis and implement corrective actions as required; Conducting reviews and assessments to ensure existing employees are competent; Supporting and promoting workplace safety including undertaking safety observations ; Delivering competency based training and assessment activities utilising company approved training packages in accordance with RTO requirements; Completing on and off job assessments in a timely manner in accordance with company requirements; Facilitation and review of online E-Learning programs as required;

3 Providing recommendations to the broader business on training related policies, procedures and Safe Work Instructions; Continuous review of training resources, materials and programs to ensure currency, relevance, efficiency and legislated compliance is met; Consult with our nominated RTOs to ensure all necessary documents and course materials are up to date, relevant and meet regulatory compliance; Participate in assessment validations and reviews; Conduct frequent maintenance-related competency assessments as per required company policy; Complete Interim Progress Reports for Trainee Positions as required; Complete re certification checklists as per Managing Rail Safety Worker policy; and Administer assessment checklists in accordance with RTO Agreement. Selection Criteria (skills, knowledge and attributes). 1. Proven attention to detail and accuracy; 2. Demonstrated ability to be self-sufficient, proactive, work independently as well as in a team environment; 3. Demonstrated ability to communicate at all levels; 4. Mentor other employees within scope of skills and qualifications; 5. Ability to deliver off job and on job training; and 6. Ability to obtain qualification in local Safe Working Systems and policies and procedures. Qualifications, Knowledge and Experience Essential Qualifications Certificate IV Training and Assessment; Holder of Certificate III in Rail Infrastructure; Current road vehicle driver s license; and Be medically fit to have the ability to obtain a Category 1 in National Rail Safety Health Assessment. Desirable Knowledge of electrical, pneumatic and mechanical functions of locomotives and rolling stock (desirable); and Knowledge of track infrastructure maintenance activities including track equipment and road rail vehicles.
