IDEV.2 hereby invites individual consultants to express their interest in joining the team, in order to support the division in multiple evaluations (e.g. country strategy program, sector/thematic, corporate assessments) contributing to the implementation of its work program. 2. The main focus of the tasks will be, but not limited to, providing adequate and timely support in the planning, conducting and reporting of, IDEV.2 evaluations by performing the following tasks: 2.1. Design components of evaluations in accordance with OECD and ECG Evaluation standards. This includes: - Data collection, assessment, analysis, codification and interpretation. - Design of state-of-the-art methodologies, approaches and tools to be used in evaluations that assess the relevance, efficiency, effectiveness and sustainability of the Bank s activities in projects, countries, sectors and, thematic and corporate priorities. - Production of written analysis and reports (including terms of reference, presentations, briefs, evaluation reports and others); - Provision of critical inputs at all stages of the evaluation including, logistical and administrative support; advisory assistance to the task manager; back up in field mission and events. - Active participation in scoping and data collection missions; - Engagement in evaluation communities of practice within and outside the Bank; - Other tasks upon request. 1

2 2.2. Quality management assurance: The consultant is expected to support the Task Manager in establishing an effective quality management process including, contributing to the terms of reference for internal and external peer-review, facilitating support to junior consultants, providing regular updates on ongoing evaluations to IDEV management. 3. IDEV.2 invites Individual Consultants to submit their interest in providing the abovedescribed services. Interested Consultants shall provide information on their qualifications, experience demonstrating their ability to undertake this Assignment (updated Curriculum Vitae in English or French per format presented in annex 1 is expected). 4. The consultants applying are expected to be a national of an AfDB member country and hold the following minimum qualifications and experience: - Masters degree (or its equivalent) in evaluation, project management and/or social sciences. Any extra academic degree in a relevant field will be considered as an asset. - At least five (5) years of relevant work experience conducting or contributing to formal research projects and/or evaluations 1. Project management experience will be considered an asset. - At least three (3) years of experience working in a multilateral development institution. Previous work experience in an evaluation unit working and a good understanding of the OECD and ECG Evaluation standards will be considered as an asset. - Vast work experience and good knowledge of development issues in Africa. Previous experience with AfDB operations will be considered as an asset. - Strong knowledge of quantitative and qualitative methods for data collection and analysis. - Excellent research, writing, analytical and reporting skills, with strong attention to detail. - Excellent communication skills. - Fluency in written and verbal English and/ or French, and at least working knowledge of the other language. The knowledge of a third relevant language to the AfDB context will be considered as an asset. - Aptitude to work independently and within multicultural teams; objectivity, and integrity at all times. Ability to operate under pressure and to adapt to changing priorities. - Proficiency in personal computer and Microsoft products including Word, Excel, PowerPoint, and Outlook. 5. The eligibility criteria, the establishment of a short list and the selection procedure shall conformity with the Bank s Procurement Policy for the recruitment of Corporate Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. 1 A formal research project is defined as a project in a work environment that is supported by the organization and involves planning, research, data analysis, and development of conclusions and recommendations. 2

The estimated duration of services is of 06 months renewable and the estimated starting date is the 17 September Interested Individual Consultants may obtain further information from Ms. Gomez Sokoba and/ or Mr. Agbadome during the Bank s working hours ( :00). 8. Expressions of interest must be received at the address below no later than the 07 th August 2018 at 5:00 PM (Côte d Ivoire local time) and specifically mentioning IDEV2 Evaluation Individual Consultant - Expressions of interest. 9. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria based on their updated resume.
