1 Development Manager (New Build) Role Purpose: is playing an exciting role in developing new affordable homes in the London Borough of Barnet. They are delivering an ambitious development programme of almost 500 new homes, primarily on infill sites, by 2021 and are in the process of applying to become a Registered Provider so that they can access grant funding. This role is in a new and rapidly growing team and is expected to bring enthusiasm and a can-do attitude to help shape the team and deliver these programmes of work. The Development Manager will lead the development team to identify and build a pipeline of opportunities and deliver an initial programme of 320 new homes by 2020 with aspirations to deliver a much larger programme. They will manage the team responsible for delivering the GLA contract and for developing a pipeline for a new GLA contract. The post holder will promote the group s business plan and values both internally and externally and ensure a positive working relationship with internal and external stakeholders such as the GLA and Local Authorities at a high level. Main duties and responsibilities: To establish a network of effective working relationships with Homes and Communities Agency, Greater London Authority, Local Authorities, agents, contractors, vendors, solicitors, valuation offices, and other agencies as required. Identify and secure new business opportunities and assess the financial and sustainable viability in line with the Group s financial and development plans. Prepare full scheme reports to put forward for formal approval in accordance with the Group s and scheme approval process. Programme Management of all schemes within development pipeline Submitting offers for new sites and ensuring commercially viable terms are negotiated and appraisals and valuations are up to date and correct

2 Managing and overseeing all Pre Contract activity to ensure it is undertaken effectively including tasks such as Planning applications, financial appraisals and legal land transfers etc To prepare bids to secure funding for new schemes and ensure that the Groups, the Greater London Authority and Homes and Communities Agency policies and procedures are complied with. To lead on pre-contract negotiations with particular regard to design and contractual arrangements for new schemes. Understand the local housing market, affordable and sale. Understand key drivers and variables in assessing feasibility of development opportunities. Project manage a programme of schemes from conception to completion, ensuring programmer and delivery targets are met in line with GLA, HCA and internal procedures and that schemes are delivered to correct quality, on time within budget. To liaise with internal departments and external stakeholders as appropriate to ensure appropriate exchange of information. To produce regular reports on scheme progress for discussion and make recommendations for continuous improvement. High level risk management of the programme to ensure budgets and timescales are met. Managing and monitoring contract cost over-runs in accordance with standing orders High Level Liaison with Local Authority Partners and the HCA regions, negotiating to maximise available funding Setting up and ensuring the efficient running of the teams administration function Ensuring board papers are completed accurately and efficiently and presenting when necessary To directly manage the Development Team setting objectives, retaining, training, motivating and recruiting suitably qualified staff. Developing and maintaining strong partnership working with internal customers Identify and act upon opportunities for development and service improvement. Meet all statutory, legal and regulatory requirements. Be responsible for personal self-development and maintaining continuing professional development activities, keeping up to date with the social housing context, emerging business trends and best practice. Example outcomes or objectives that this role will deliver: Delivery of 320 new affordable homes by 2020, including sites with GLA funding. Delivery of an extra care scheme and develop proposals for a further pipeline of specialist housing. Identification of further development pipeline opportunities. Consultation and established relationships with key stakeholders, both internally and externally. Manage the expanding Development Team and support them to be high-performing and deliver results.

4 Technical Knowledge and Experience: Education and Training Relevant degree (housing, management or construction related), or RICS, CIOB or equivalent through relevant training/experience. Holds a relevant professional qualification. Evidence of continuing, relevant professional development Knowledge Up to date knowledge of issues effecting construction, design, planning and procurement of development Maintains up to date knowledge of innovative means of development delivery and procurement Working knowledge of Construction and contractual issues and able to instruct and advise team members as appropriate. Proficient working knowledge of relevant IT applications Experience Essential Significant experience in a senior role in development management Track record of successful involvement in affordable housing strategy formulation and delivery Experience of establishing and maintaining successful partnerships that provide on-going benefits for the organisation Skills Leadership
