Background Information - Myanmar Myanmar is one of UNOPS leading o ces in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Three Millennium Development Goal Fund (3MDG), the Livelihood and Food Security Trust Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund s regional artemisinin-resistance initiative targeting drug resistant malaria in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, e ciency and cost e ectiveness. 2 UNOPS is Fund Manager for the Livelihoods and Food Security Fund (LIFT), a multi-donor fund established in 2009 to address food insecurity and income poverty in Myanmar. LIFT has reached more than 9.4 million people, or roughly 26 per cent of Myanmar s population and is active in almost half the country s townships. For more details visit As the nutrition policy agenda at the national level continues to gain momentum along with expanding programming at the state and regional level, LIFT intends to increase its technical capacity in order to play a role commensurate with its policy objectives and investments on maternal and child nutrition. LIFT will engage international nutrition specialists as consultants to provide on-going advisory service on strategic and technical issues related to nutrition. The international consultants and the National Nutrition Specialist will work closely together to progress on the strategy and goals in nutrition. The National Nutrition Specialist will address the following objectives: Strengthen the development, implementation, and monitoring of LIFT s nutrition policy engagement activities and partnerships with the Government of Myanmar, Development Partners, NGOs, CSOs and other relevant stakeholders. Provide support for a coordinated and strategic approach to nutrition policy engagement. Provide technical support for LIFT projects that focus on or include nutrition-related programming. Ensure that LIFT-supported nutrition programme and policy interventions are relevant and e ective. Functional Responsibilities Under the overall direction of the LIFT Fund Director and the direct supervision of the Policy Specialist, and working in close collaboration with LIFT s international nutrition specialists, the National Nutrition Specialist will work in accordance with UNOPS policies, procedures and practices. The National Nutrition Specialist will be responsible for the following tasks and areas of activities: Policy Engagement, Research, and Advocacy Support the development and implementation of LIFT s nutrition-related policy engagement in Myanmar. Support LIFT-supported research (formative, operational, etc.) on nutrition. Support the development of LIFT policy briefs and position papers related to maternal and child nutrition. Ensure evidence of LIFT-supported interventions is rigorously maintained, documented, and disseminated internally and externally as appropriate to contribute to improvements in programming quality and advocacy e orts. Provide inputs for the preparation of LIFT s annual and semi-annual reports as well as other updates as required. Quality and e ectiveness of LIFT-supported programme interventions Support LIFT s programme team to manage the nutrition aspects of their respective portfolios; Contribute to the appraisal of nutrition-related proposals. Work with LIFT implementing partners to address nutrition in the preparation, implementation, and monitoring and evaluation (M & E) phases of projects. 2/7

3 Help identify key learning opportunities from LIFT s portfolio of project and organize opportunities to share key lessons. Coordination Participate inrelevant national and sub-national networks and build the understanding of LIFT s work in nutrition. This will include the SUN platform and the UN Nutrition Network. Support communication e orts on nutrition-related priorities with partners and colleagues. This will entail working closely with communications and knowledge management colleagues in the LIFT Fund Management O ce (FMO). Ensure coordination with government ministries, INGOs, CBOs/CSOs, UN agencies and academic institutions working on nutrition to collaborate on joint, learning, analysis, and advocacy initiatives. Coordinate with the LIFT Fund Board on nutrition issues. Deliverables Deliverables will be agreed in annual workplans and as an output of a two week inception phase at the start of the assignment. Education/Experience/Language requirements Education A Master s degree in nutrition, public health or related eld is required. A Bachelor s degree in the above-mentioned areas in combination with an additional 2 years of relevant experience may be accepted in lieu of the Master s Degree. Work Experience A minimum of 5 years of professional experience in nutrition is required. Demonstrated knowledge and experience of nutrition programme development and implementation in a developing context is required. Experience working with major stakeholders such as government partners, donor agencies, and local partners is required. Familiarity with the SUN platform and the UN Nutrition Network is desired. Strong policy analysis and policy engagement experience, in nutrition and/or experience in operational and formative research would be an asset.
