Plymale, Director, Public Safety/Jerry Moody Approved Date: SUMMARY Under the direction of the Director of Public Safety, or the Assistant Director of Public Safety, the Public Safety Captain manages, administers, oversees and coordinates the activities of an assigned division; either Administration, Executive Protection, Facilities, Patrol, or Training for the Department of Public Safety, in accordance with current policies, procedures, and established objectives consistent with the Department s stated goal of delivering World Class Service. Captains are responsible for the daily operations and overall success of their assigned Division, and are accountable for instilling leadership principles, mentoring, managing, as well as the professional development and success of their subordinate leaders. The divisional Captain shall ensure that the department s long-term commitment to the San Manuel Band of Mission Indians remains sound in their respective Division, and ensures that their staff understands the vision, mission, and values of the organization. As a steward of the company s reputation and role in the protection of the San Manuel Band of Mission Indians and their business endeavors, the divisional Captain upholds and advances ethical practices and valued leadership characteristics throughout the organization, promoting and advancing that role. It is vitally important to the success of the organization that only the most qualified individual be selected for assignment to this position within the San Manuel Department of Public Safety. The Department is fully committed to that goal. ESSENTIAL DUTIES AND RESPONSIBILITIES These may include but are not limited to: Drives their assigned division to success in all of their endeavors by the consistent personal display of positive professional attributes. Sets the standard for their division through their own performance. Strives continuously to ensure that all of their subordinate leaders continue to progress in their own professional development. Produces and establishes strategic plans, including both short and long-term goals. Develops objectives for the respective division by employing systems for monitoring and evaluating assigned personnel and their development and performance in meeting these goals and objectives.

2 Assists employees in development of individual and team goals and reviews performance based on stated goals, ensuring that they are aligned with the department s operational strategy, mission, vision and values, by establishing and maintaining continued coaching and mentoring sessions. Understands, applies and ensures the department s conformance and enforcement of professional standards, compliance directives, approved procedures and policies, applicable federal and state regulations along with tribal ordinances and all Indian gaming related regulations and Indian Law. Oversees and maintains working relationships within the department and with Tribal members, tribal staff, casino and gaming management/employees, as well as local law enforcement agencies. Maintains, controls and accepts accountability for their assigned divisional budget; the financial and resource management of that budget in keeping with Departmental objectives. May be asked to represent the department publicly and serve as a key representative of the Department of Public Safety s services to internal customers, vendors and visiting patrons. SUPERVISORY RESPONSIBILITIES The Captain may be tasked to assume operational authority, control, and responsibility over the Department of Public Safety in the absence of the Assistant Director and Director of Public Safety. The Captain is to direct, manage, evaluate, develop and empower their staff, through coaching, mentoring, counseling and corrective, progressive discipline where necessary. The Captain may have other designated authority regarding their assigned division, as determined by the Director of Public Safety within the course and scope of their employment. QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required to succeed in this position. Employees in this class shall, at the time of appointment take and pass a drug-screening test approved by the Human Resources Department. Successfully complete a 120 day introductory period. Must comply with BSIS rules and regulations and qualify with approved duty weapon. Must interact with a variety of individuals to establish and maintain effective working relationships without personal bias or preconceived prejudices. Must deal with the public courteously and firmly, in order to establish and maintain effective public relations. Must analyze situations promptly and accurately, and quickly adopt prompt, effective, and reasonable courses of action with due regard to surrounding hazards and circumstances. Must remain calm under stressful conditions, exercise reasonable judgment and make sound decisions especially during emergency situations. Knowledge of criminal law, gaming, Indian gaming and casino related operations, criminal investigation techniques and related vicarious civil and legal liabilities such as; public law 280, search and seizure, use of force, lawful detention, probable cause, etc. Knowledge of surveillance techniques, interviewing and interrogation techniques, and modern public safety techniques pertaining to all department divisions. A demonstrated knowledge of and familiarity with the San Manuel Band of Mission Indians, their organizational and operational structure, and related business endeavors is preferred. Knowledge of leadership and management principles and methods related to administration, resource and records management, compliance measures, operational command structures, and equivalent executive and senior executive positions. Knowledge of the security industry, professional affiliation in security organizations, and developed relationships with a variety of security professionals is highly desired. 2

3 EDUCATION and/or EXPERIENCE The requirements listed below are representative of the education and/or experience required. Education A Bachelors Degree from an accredited institution is preferred. For exceptionally qualified individuals, security management, military police or law enforcement experience may be substituted for college education. Security or law enforcement experience Must have at least five (5) years recent experience with a law enforcement or security agency; with at least two (2) of these serving in a responsible leadership position. Languages Must be able to read, speak, and write intelligently in the English language. Bilingual abilities are a plus. Must have documented, verifiable experience in drafting policies and procedures for an organization of comparable size to the San Manuel Department of Public Safety. Must have verifiable experience in conducting sophisticated internal investigations CERTIFICATES, LICENSES, REGISTRATIONS Valid California Driver s License with acceptable driving record. Minimum POST Reserve level II certificate, any comparable certification from a recognized law enforcement agency local, state or federal, or military police certification. (recognized out of state certificate and/or related experience will be considered on a case by case basis). Valid and current BSIS Gun and Guard Cards. A current Concealed Weapons Permit is highly desired. Must have the ability to obtain, and maintain a San Manuel Gaming Commission Class A Gaming License. CALCULATIVE SKILLS Ability to employ mathematical principles, using whole numbers, common fractions, and decimals to formulate statistical graphs, financial budgeting, compute rate, ratio, and percentages and to draw and interpret bar graphs related to the organization s operational needs. REASONING ABILITY These may include but are not limited to: Must speak, read, understand and write in English. Must have the ability to interpret and implement related safety and operational documentation and carry out oral and written instructions. Must prepare clear and comprehensive reports and effectively relay these reports and/or information in a public forum; speaking effectively before groups of customers or employees of the organization in a tactful and courteous manner. Must observe situations analytically, impartially, and objectively, record pertinent information accurately and completely, and relay that information in a simplified format. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must have acceptable hearing levels in order to properly monitor radio transmissions. Must be able to work various hours and shifts: including nights, weekends, and holidays. Work long hours under difficult and arduous conditions, frequently exposed to outside weather conditions, smoke and moderate noise levels (loud music), while standing or sitting for extended periods of time. Must remain in acceptable physical condition to perform their assigned duties. 3
