3 The Marine Management Organisation (MMO) is an executive non-departmental public body of the Department for Environment, Food and Rural Affairs. We license and regulate marine activities in the seas around England and Wales so that they're carried out in a sustainable way. We re responsible for: Managing and monitoring fishing fleet sizes and quotas for catches. Ensuring compliance with fisheries regulations, such as fishing vessel licences and quotas for fish and seafood. Managing funding programmes for fisheries activities. Planning and licensing for marine construction, deposits and dredging that may have an environmental, economic or social impact. Making marine nature conservation byelaws. Dealing with marine pollution emergencies, including oil spills. Helping to prevent illegal, unregulated and unreported fishing worldwide. Producing marine plans to include all marine activities, including those we don t directly regulate. More information about our work is on the GOV.UK website. 4 ABOUT THE WORK AREA Transformation Team The transformation team help the MMO make sure its services are the best they can be. We work with teams across the organisation to identify opportunities for service improvement and implement changes where needed. By supporting our colleagues we can ensure that business as usual work carries on at the same time as improvement work. We also work closely with industry to understand their needs and how we can help them be compliant with relevant legislation. Improvement work is often carried out in projects or programmes and the transformation team ensures these are managed consistently and to a high quality. Such projects vary considerably, for example modernising existing processes, implementing new ones, or introducing digital tools to help delivery. The transformation team is made up of the following functions: Programme and project managers- managing improvement projects Project management office -ensuring projects are properly resourced, managed and governed Service design- ensuring improvement work is designed with the end user at its heart and carried out in accordance with the principles of the government digital service where appropriate

Duration: This post will be until the end of March 2019 with the possibility of extension. This post is available to external candidates as well as to existing civil service staff as a secondment opportunity. Vacancy Reference: 2025 Salary: 34,076 pa (existing civil servants already working at SEO grade can transfer on their current salary providing this is within our SEO band). Main Duties and Accountabilities You will be a part of the MMO Service Design Team, focused on enhancing our marine licensing service. You will support a structured engagement process to deliver a number of priority pieces of work within our licensing improvement programme such as the alpha phase of the marine licensing exemptions within the existing self-service. Your responsibilities will include: Apply proven communication, analytical, and problem-solving skills to ensure that the team s plans and objectives are achieved. Investigate operational requirements, problems, and opportunities, seeking effective business solutions drawing on input from specialist colleagues within the programme. Works with clients/ users in defining acceptance tests. Building and maintaining relationships with internal and external stakeholders. Requirements definition and management- analyse business requirements and user needs to agree detailed functional and technical specifications and plans, assess new requirements that are not yet met, helping to make sure that the needs fit with the overall service plan. Selecting the most appropriate means of representing business requirements. Establish a base-line on which delivery of a solution can commence. Manage requests for and the application of changes to base-lined requirements. Business process testing- specify and develop test scenarios to test that new/ updated processes deliver improved ways of working for the end user at the same time as delivering efficiencies and planned business benefits. Record and analyse test results, and report any unexpected or unsatisfactory outcomes. Use test plans and outcomes to specify user instructions.

Skills and experience It is essential that you have: experience of working with, analysing and communicating data to a range of audiences experience of communicating technical concepts to non-technical audiences experience of delivering transformational change experience of working in a fast-paced multidisciplinary team in which you have changed your delivery focus rapidly and regularly when needed demonstrable experience of building a culture of continuous delivery and improvement, ensuring that data is regularly analysed, maintained and improved an understanding of user centric design, personal data, digital transactions, security and privacy It is desirable that you have: experience of using a range of digital delivery tools experience of producing and/or contributing to a range of documentation that may include presentations, briefings, business cases, contracts Experience of working in an agile team

13 Security Clearance: Pre-employment checks will be undertaken in accordance with the HM Government Baseline Personnel Security Standard (BPSS). The BPSS comprises verification of four main elements: Identity employment history for the last three years nationality and immigration status, including the right to work criminal records check for unspent convictions also known as a Disclosure and Barring Service (DBS) checks. In some circumstances enhanced checks may also be required however candidates will be advised if this is the case. Additionally, successful candidates are required to give a reasonable account of any significant periods (six months or more in the past three years) of time spent abroad. The DBS checks are designed to provide clarity on any unspent convictions and therefore the provisions of the Rehabilitation of Offenders Act (1974) apply. Conflicts of interest: Candidates must note the requirement to declare any interests they may have that might cause questions to be raised about their approach to the business of the Department. They are required to declare any relevant business interests, shareholdings, positions of authority, retainers, consultancy arrangements or other connections with commercial, public or voluntary bodies, both for themselves and for their spouses/partners. The successful candidate will be required to give up any conflicting interests and his/her other business and financial interests may be published.
