1 POSITION DESCRIPTION POSITION TITLE: CONTRACT: Project Manager, Health Promotion and Community Participation 0.8 EFT CLASSIFICATION: Level 5 SALARY: REPORTS TO: LOCATION: $75,000 p.a. pro rata + 9.5% super & salary packaging Prevention & Advocacy Coordinator HealthWest Partnership, Footscray ORGANISATIONAL CONTEXT HealthWest is one of 28 Primary Care Partnership across Victoria funded through the Department of Health and Human Services. HealthWest covers five local government areas in Melbourne s western suburbs and brings together 46 health care providers, community health organisations and local councils in a voluntary partnership. PROJECT OVERVIEW The Project Manager will develop and lead a new project in collaboration with partner organisations. The project aims to improve health and wellbeing in the west through increased community participation and leadership. HealthWest recognises that communities are crucial partners in improving the health and wellbeing of their communities and the local health system. Empowered individuals and communities can identify their own needs and drive solutions. They can also work within the local health system to help develop services that are appropriate and accessible. There is already significant work going on in this space across the west. Local governments have existing leadership programs that increase the capacity of community members to create positive change in their local area. Likewise, health and community organisations partner with community through advisory groups, consultation and participation in decision making processes. This project will use a region-wide approach to add value to the above programs and initiatives. This approach will be supported by the development of a central online hub for community participation across the west. The project will: Improve mechanisms for community participation in projects, programs and decisions that affect the health and wellbeing of the community. Increase opportunities for collaboration between community members and local organisations (i.e. local governments, community health, hospitals and other service providers). Build the capacity of both community members and organisations through training, information sharing and promotion of good practice. Facilitate opportunities for community members to join forces and take action on issues that matter to them. KEY FUNCTIONS AND RESPONSIBILITIES An experienced Project Manager is sought to oversee all aspects of project planning, implementation and evaluation. Function 1: Project Planning & Implementation Establish a participatory governance structure and consultation process to inform the design, review and evaluation of the project. Review and adapt existing resources and models to ensure alignment with best practice approaches and relevance to the community in Melbourne s west. HealthWest Partnership June 2016 Page 2 of 5

3 Develop appropriate recruitment, support, training and retention strategies for community participation Develop a project logic and implementation plan that aligns with agreed strategic directions Develop and manage all aspects of the project budget Function 2: Monitoring and Evaluation Ensure high quality project monitoring and alignment with agreed strategic directions Identify and report project risks to the project governance group and respond as necessary Prepare regular progress reports for the project governance group Contribute to the development of an appropriate evaluation framework Ensure relevant data is recorded and retained for reporting and evaluation purposes Function 3: Partnership Establish collaborative relationships with HealthWest member organisations, community members and other relevant stakeholders Establish a governance group of high level advisors from partner organisations and community groups to provide strategic advice and direction Provide necessary support to local government, community and health organisations in the west to enable them to work with and draw on the skills and capacity of engaged community members Function 4: Community Participation and Health Literacy Create opportunities for community to shape and steer all aspects of the project, including design, approach, content, review, communications, and evaluation Identify and support opportunities to enable community members to play a role in local health promotion and prevention activities Ensure project communications and recruitment strategies are co-designed with community and prioritise health literacy Ensure project planning and implementation is in line with the HealthWest Community Participation Policy and procedures Function 5: Communication Develop an effective project communication strategy to engage and inform project partners and communities. Seek opportunities to promote the project and share project evaluation outcomes with relevant audiences and stakeholders HealthWest Partnership June 2016 Page 3 of 5

4 KEY SELECTION CRITERIA ESSENTIAL 1. Tertiary qualification in health promotion, community development, public health or other relevant formal qualifications, with extensive experience working in a relevant role 2. Experience managing a community development/health promotion project, including demonstrated ability to plan, implement, monitor and evaluate within expected timelines 3. A sound understanding of strengths-based community development and how it can be applied to improve the health of communities 4. Demonstrated ability to develop and maintain collaborative working relationships with a variety of stakeholders, including groups from diverse backgrounds and project governance groups 5. Well-developed ability to communicate clearly and appropriately, using written and oral formats. This will include presentations, report writing and online communication 6. Experience and enthusiasm for utilising online platforms to enhance health promotion and community development initiatives 7. Current driver s licence KEY SELECTION CRITERIA DESIRABLE 8. A sound understanding of Primary Care Partnerships 9. Experience managing a project with an online component 10. Familiarity with the western metropolitan region of Melbourne TERMS OF EMPLOYMENT Initial contract is available until 30 June 2017 but could be extended subject to funding being available. 0.8 EFT Position. $75,000 p.a. pro rata + 9.5% superannuation and salary packaging Some out of hours work may be required ACCOUNTABILITY The Project Manager reports to the HealthWest Prevention and Advocacy Coordinator.
