1 JOB DESCRIPTION Job Title: Reports To: Location: Public Affairs Officer Public Affairs Manager London Date Prepared: January 2018 PURPOSE The post holder will help support delivery of the NHS Confederation s public affairs function. The function will provide public affairs support to the chief executive, deputy chief executive s office as well as the networked organisations (the latter through a series of service delivery arrangements). The postholder will support colleagues across the NHS Confederation by providing monitoring, advice and support to the chief executive and networked organisations. Working within the team, this role will help develop and implement our influencing strategy and campaigns. The post holder will help build strong working relationships with colleagues both internally and externally to enable the NHS Confederation Group influence key decision makers. NATURE & SCOPE Including Dimensions This post sits in the communications team within the communications and commercial directorate. The post holder will report to the Public Affairs Manager, working both independently and as part of the wider team. The post holder will help deliver public affairs work for the NHS Confederation Group. Key functions of the job will be to undertake political and current affairs monitoring, support regular contact with senior health and political stakeholders and be responsible for the administration of a range of different influencing events. The role holder will also support the delivery of bespoke services to the Confederation s network organisations (NHS Employers, NHS Clinical Commissioners, Mental Health Network and NHS Providers) including horizon scanning, intelligence gathering, and contact programmes as required. The post holder will also work on a regular basis with colleagues from a range of organisations, including governmental, commercial, and voluntary sector bodies, establishing new contacts and building on existing relationships to ensure that the organisation has real influence and impact. This will require the post holder to be able to develop a rapport and build relationships with external stakeholders as well as with colleagues from across the NHS Confederation Group to ensure that we maximise our influence and impact.

2 Responsibilities Delivering the influencing and engagement objectives of the NHS Confederation. This will include: Undertake first class monitoring and research and provide comprehensive analysis of the political and health sector landscape. Provide administrative support to the Public Affairs Manager in delivering a stakeholder engagement strategy and facilitate contacts and meetings with stakeholders to grow our influence and ensure the voice of the NHS Confederation and its members is heard across the sector. Provide briefings for senior NHS Confederation colleagues and attend meetings with senior stakeholders. Assist in the production of informative and engaging briefings for elected representatives, decision-makers and health stakeholders to support and influence the political decisionmaking process. Work closely with the policy and membership team to develop relevant and topical materials to convey member priorities to decision-makers. Work closely with colleagues from across the Group to ensure our influencing work is based on research and intelligence. Work with the communications team to develop key messaging. Provide on-the-day briefings on key policy announcements. Support the organisation of high quality member events to engage, obtain insight and enable discussion between stakeholders, members and decision-makers. This may range from developing guest lists, writing briefings and speakers notes at parliamentary receptions, conference events or policy-orientated roundtables. Provide timely expertise and support to the CEO, senior colleagues and networked organisations. Develop and deliver bespoke public affairs support to the networked organisations. Writing content for the press and public affairs social media channels. Liaise with the publishing team to write and publish products, briefings, guidance and toolkits. Other Identify priorities with line manager and other senior colleagues and organise own workload. Develop and maintain positive working relationships with relevant partner organisations and a network of senior key external contacts to ensure the provision of sound advice to the organisation and to grow the influence of the NHS Confederation. Keep member and stakeholder data up-to-date by using the CRM to record and utilise contacts and detailed business intelligence.

3 KNOWLEDGE, SKILLS AND EXPERIENCE Including Career Path to role (how did you get there) The post holder will be educated to degree level or equivalent and have experience of working in a public affairs, external communications, campaigns or parliamentary environment. They will have excellent written and oral communications skills and knowledge of public affairs and campaigning. Prior knowledge of major health policy issues will be advantageous. You will have experience of working in a busy environment. You will also have well-developed interpersonal and influencing skills in order to build good working relationships and communicate our messages effectively. Strong organisational skills are essential and you will be expected to proactively coordinate activity, manage competing demands, use your judgement to prioritise tasks and work independently.

Experience of meeting with or working for politicians to campaign or lobby for change. Experience of organising events. Experience of working in a membership organisation. Experience of undertaking political monitoring, campaigning and drafting briefings. Experience of drafting or communicating campaign asks and media top lines based on organisational policy. References Knowledge (for example: of the sector, industry, topic area include educational and vocational qualifications) Skills (for example: written, presentation, IT) Educated to undergraduate degree level or equivalent. Good knowledge and understanding of UK parliamentary and Government processes. Interest in politics, political parties and current affairs. Good understanding of the current affairs and topical issues surrounding health, social care and the NHS. A demonstrable interest in health and social care policy. Excellent interpersonal skills. Excellent organisational skills with a strong attention to detail. Ability to work on own, as well as part of a team. Knowledge of or experience working in a health service or other public policy-related environment. Knowledge of the local government and the devolution agenda. Able to draft relevant and effective material for social media. Test

5 Experience of working under pressure and meeting deadlines. Flexible and able to reorganise and reprioritise work at short notice, using own judgement and initiative. Sound analytical skills, dealing with complex issues. Excellent computer skills (including MS Word, Outlook, Excel and PowerPoint). Other information Willing and able to work flexibly.
