1 Job Description Job Title: Reports to: Vice President, Academic Affairs FLSA Status: Exempt Level: 219 Job Summary: This position will be responsible for leading a major workforce development initiative that includes national funder, local funder, employers, corporate entities, educational institutions, government and non-profit providers. This position will focus its efforts in the following four sectors with identified opportunities for job and wage growth healthcare, manufacturing, transportation/logistics, and technology. The will also work closely with the Suncoast Workforce Board and employers to develop comprehensive, dual-focus (employee and employer) workforce development strategies. Essential Duties and Responsibilities: The following listing of essential job duties indicates the general nature and level of work required in this job. Applicants may be asked to demonstrate any or all of the following duties: 1. Reports to the Vice President Academic Affairs and has responsibility for the coordination and management of all aspects of Collaborative. He/she will play a major leadership role, guiding the Initiative to ensure that it meets its strategic goals. 2. Responsible for the oversight of the Initiative Operations. They will be responsible for the execution of the overall Collaborative strategy. Primary responsibilities include: managing the grants awarded by communicating regularly with grantees, analyzing grantee progress towardsimplemetning work plans, providing support to help grantees achieve their goals, and assuring that grantee work plans and goals are consistent with the Collaborative s goals. The Executive Director will also be responsible for ensuring that cross-learning and Collaborative actions are fostered among Collaborative Grantees. 3. Identifies opportunites for workforce policy innovations and systems change through proactive efforts and grantmaking. By securing information, developing relationships across sectors, and providing leadership to implement selected strategies, the Executive Director will advance the Collaborative towards its goal for improving opportunities for low-income, low-skilled people to access skills and jobs for family economic Job Description (2014) Page 1 of 5

2 success. 4. Responsible for developing a fundraising plan for future years of Collaborative, supporting the fundraising, bringing additional funding partner, and building strong relationships with existing funders. In addition to raising new revenue for Collaborative, the Executive Director, will be responsible for manaing the relationships between the philanthropic and public funding sources. In addition, he/she will work with the fiscal agent of the Collaborative to prepare all required reports on program results in accordance with the requirements of each funding source. 5. Works with both entities, as well as provides strong linkages in terms of sharedlearning and fostering collaborative action. 6. Responsible for communication and close collaboration with any committees established to assist in meeting Collaborative s strategic goals. The Executive Director will be responsible for heling to implement committee decisions; communicating regularly with each committee chair; briefing funders on the progress of grantees, consultants and contractors; and assisting in the preparation fo committee meetins, including providing committee members with agendas and materials prior to each meeting. 7. Responsible for working in partnership with the Collaborative s Think Tank to implement a communications strategy that keeps the broader community, region and state informed of the work of Collaborative. This will include fostering a strong connection and working relationship with the Suncaost Workforce Board in supporting state and national communicaitons. The Executive Director will be responsible for preparing reports to the Collaborative s Policy Board. The Executive Director will also arrange periodic briefinfs for foundations and other stakeholders drawing from the expertise of Collaborative members, employers, and others. 8. Oversees consultants and/or staff and volunteers to assist in coordination of the Initiative. The Executive Director will be responsible for regular communications with all consultants and contractors retained by Collaborative to assist in implementing the initiative, including the evaluators and organizations that provide technical assistance to grantees. The Executive Director will negotiate the terms of contracts and contract renewals, coordinate work plans and facilitate information sharing as relevant among contractors and consultants, and develop among them a core expertise and commitment to maximizing the systems reform opportunities of the Initiative. 9. Participates in national peer-learning opportunities through the National Fund for Workforce Solutions (NFWS); creating partnerships with NFWS sites that share similar characteristics and opportunities. Key to the success and potential broader impact of this work will be the ability to nurture, create and maintain relationships within the state of Florida through partnerships with the Suncoast Workforce Board, state public and private workforce entitites and philanthropic institutions. 10. Requires extensive management or project management experience with budgets; and complex, multi-component programs, organizations, or initiatives. Master s degree preferred. 5 Years experience in a relevant work experience requiring a broad knowledge of workforce development dynamics, including, best practices, service delivery models, financing, and program design. Supervisory Experience: This job has no supervisory responsibilities. Language Ability: Ability to read, analyze and interpret statistical reports, professional journals, technical procedures or government regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public. Excellent writing, editing and verbal communication skills required. Math Ability: Ability to work with mathematical concepts such as probability and statistical inference, and fundamental of plane and solid geometry and trigonometry. Ability to compute rate, ratio and percent and to draw and interpret bar graphs. Ability to apply concepts of basic algebra and geometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. Reasoning Ability: Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to work with graphs and formulas. Computer Skills Familiarity with Microsoft Office products, including Excel Spreadsheets. Certificates and Licenses None required. Responsibility for People and Property: This job has no supervisory responsibilities. Responsibility for Communication: Internal Contacts This position has frequent contact with all levels of SCF staff, including high-level administrators. Leads highly selective and highly skilled project and task teams comprised of cross-functional division members. External Contacts This postion has frequent contact with a variety of stakeholder groups to launch a new initiative, build consensus, and achieve goals and objectives.
