1 Livelihood Manager Location: [Asia & Pacific] [Nepal] Category: Food Security & Livelihood PURPOSE OF POSITION: Under the general supervision of the Response Manager, the Livelihoods Manger will provide the necessary strategic and technical support to ensure effective project design, implementation, integration and technical coordination of multi-sectoral relief/recovery/rehabilitation projects in accordance with the highest humanitarian and sector relevant standards. KEY RESPONSIBILITIES: Management of Project Implementation: The Livelihood Manager is responsible for developing sector relevant strategies, including short, medium and longterm strategies in alignment with the overall country strategy and minimum humanitarian and sector relevant standards. Matrix manage District based Livelihood staff, in coordination with District Managers. Ensure sector specific activities meet Sphere, HAP and other relevant humanitarian standards. In close collaboration with the Programs Team, provide technical inputs to project development and design/redesign. Liaise closely with other sectors active in WVs program, to ensure an integrated approach to programming. In close collaboration with the Programs Team, support in the design of sector specific assessments and follow up on results. Participate in sector reviews and evaluations and ensure sectors lessons learned are lessons applied. Provide overall technical leadership to the relevant sector team and direct reports. Provide technical advice to WV leadership and implementing staff. Page 1/5

2 Livelihood program is implemented on time, on budget, on target and to quality standards. Ensure that the sector program incorporates appropriate elements of accountability, monitoring and evaluation, gender, child protection, disabilities and other relevant themes. Ensure that budgets for sector related activities are realistic and managed. Seek innovative ways for delivering sector related deliverables, including contracts and partnering arrangements with private companies in ways which optimize value for money. Closely liaise with Advocacy on sectoral issues which may need to be raised to a policy level. Analyze national and international sector related policies that have critical implications to the Responses programming. Develop efficient and effective sector related guidelines and procedures. Provide contextual analysis for Partnership and global sectoral programming. Closely track trends within the sector and how these trends may affect WV programming. In collaboration with the Programs Team support the interpretation of data particularly focusing on program impact. Networking: Build, maintain and strengthen relationships and linkages with local authorities, communities, NGOs, UN and other key stakeholders and ensure WVs activities are closely coordinated with those of other agencies. Liaise with internal WV stakeholders to ensure sector programming is integrated into Response overall operations. Work collaboratively with District teams, Support Services and Programs to ensure technical quality implementation of programs. Close collaboration with other INGOs, NGOs and relevant local and national line agencies is achieved to align program implementation and avoid duplication. Arrange and attend relevant internal and external, local, regional and national meetings and workshops. Provide regular updates to key internal as well as external stakeholders regarding WV technical activities. In collaboration with other internal departments, provide assistance to program staff and local partners in

3 understanding WVs sector activities and plans. Reporting: Ensure project staff produces quality sector reports on time. Document sectoral success stories and lessons learned to accompany the performance reports. Assist in the drafting of reports with the District Managers and sectoral coordinators, Program Team, Communications and Advocacy to ensure technical accuracy. Achievement is tracked accurately and success of the program can be accurately reported to government, community, donors and internally. Finance/Procurement: In collaboration with District Managers, support in the budget preparation process of projects to ensure costs for the sector is appropriately budgeted. Ensure procurement and spending is aligned with technical needs of the sector. Program is implemented to budget with sound financial tracking done in line with grant commitment. Human Resource Management and Performance Management: Matrix manage District based Livelihood staff, in coordination with District Managers. When relevant & requested, participate in the hiring process of staff. Provide inputs regarding performance of technical staff to the appropriate manager. Actively build technical capacity of national and international staff. Conduct ongoing staff appraisal of staff in Livelihood team, together mwith District Manager. Page 3/5

4 KNOWLEDGE, SKILLS AND ABILIIES: Must have at least a bachelor or Masters degree in relevant field. At least 7 years of practical experience in humanitarian related work. Excellent English written and verbal communication skills. Demonstrated leadership, people management, coaching, mentoring, and team building skills. Strong problem identification, analytical and solving skills. Strong competency in proposal & report writing, monitoring and budgeting skills. Experience working with communities and local governments, INGOs, donors and other key internal and external stakeholders. Demonstrated ability to meet strict deadlines and work independently and cooperatively with team members in a cross-cultural environment. Demonstrates cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina. Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context. Ability to live and work in difficult remote areas and travel extensively. Ability to maintain performance despite intense workload and work pace. Work Environment: The position requires ability and willingness to travel domestically up to 50 % of the time.
