ADMINISTRATIVE INFORMATION Industry Reference Committee submitting the Case for Change Maritime Industry Reference Committee (IRC) Skills Service Organisation responsible for preparing the Case for Change Australian Industry Standards Limited (AIS) Development of the Case for Change This Case for Change developed by the Maritime IRC, is focused on, but not limited to, setting out the strategic and evidentiary case (including an analysis of the level of industry support) for developing new Units of Competency, and Skill Sets, for the MAR Maritime, relevant to: Able Seafarer Deck and Able Seafarer Engineer Roll on/roll off and passenger ship operations International code of safety for ships operating in polar waters The Case for Change was developed in consultation with Maritime stakeholders, and with consideration of the Development and Endorsement Process Policy. It outlines the imperatives for change to ensure that the AISC can make decisions on the proposed work, based on robust evidence. Maritime products, listed in Attachment A, are proposed for review as part of this Case for Change. This includes: Two new Skill Sets to address the skill needs of individuals working as an Able Seafarer Deck and Able Seafarer Engineer. One new Skill Set consisting of two new Units of Competency to address the skill needs of individuals working on Roll on/roll off vessels. One new Skill Set consisting of two new Units of Competency that align with STCW Table A-V/4-1 and 2 (Polar Waters) which will become a mandatory regulatory requirement from July Products reviewed and developed because of this Case for Change, will be integrated with the wider suite of qualifications, within the next release of the Maritime. 2

3 B. THE CASE FOR CHANGE Drivers for change The Maritime incorporates the requirements of the Australian Maritime Safety Authority (AMSA) in the qualifications, Skill Sets and Units of Competency. These AMSA requirements are in the form of Marine Orders or a direct relationship to the Standards of Certification and Watchkeeping for Seafarers (STCW 95) Convention. This Case for Change is predicated on the following drivers. These are AMSA legislative requirements for: 1. Able Seafarer Deck and Able Seafarer Engineer to address Marine Order 70 and 73 (2014) under the Navigational Act Roll on/roll off and passenger ship operations incorporating STCW Table A-V1/2 to meet industry needs and regulatory compliance 3. International code of safety for ships operating in polar waters incorporating STCW Table A- V/4-1 and 2. Mandatory regulatory requirement from July 2018 Recommended changes The Maritime IRC recommends that the products listed in Attachment A be approved for development, based on the following evidence: No current product contains competencies that align to AMSA certification for; o Able Seafarer Deck and Able Seafarer Engineer o Roll on/roll off vessel operations o International code of safety for ships operating in polar waters This will enable compliance with International Maritime law, enabling seafarers to work within Australia and internationally C. INDUSTRY SUPPORT FOR CHANGE Stakeholder Consultation Key individual and group stakeholders who were consulted, or provided information in the development of this Case for Change over the period of six months, are listed in Attachment B. The information contained within the Case for Change was made available to the public, industry stakeholders and State Authorities for comment and feedback through the Australian Industry Standards website and registered stakeholder communications, over the period [insert consultation period(s)]. The Maritime IRC reviewed and approved this Case for Change on [insert date]. 3

4 Overview of the issues identified Able Seafarer Deck and Able Seafarer Engineer Currently no formal training is available for someone working as an Able Seafarer Deck or Able Seafarer Engineer. This becomes a safety issue particularly when individuals working in this area have little or no training. This results in non-compliance with Marine Order 70 and 73 (2014) under the Navigational Act Two new Skills Sets consisting of existing MAR Units of Competency are to be developed to incorporate the regulatory requirements of AMSA for seafarer certification. This includes: o o Skill Set Able Seafarer Deck Skill Set Able Seafarer Engineer Roll on/roll off vessel operations Roll on/roll off vessels transport cargo that is driven on and off the ship using a platform vehicle, such as a self-propelled modular transporter. The vessel has built-in or shore-based ramps that allow the cargo to be rolled on and off the vessel when in port. Currently there is no formal training available to cover these operations and the use of specialised equipment. This in turn becomes a major safety issue. A new Skill Set consisting two Units of Competency, are to be developed to incorporate the regulatory requirements of AMSA for seafarer certification. International code of safety for ships operating in polar waters The international code of safety for ships operating in polar waters incorporating STCW Table A- V/4-1 and 2 becomes a mandatory regulatory requirement from July Currently there is no formal training that addresses this requirement. From a safety and compliance perspective it is critical that Product is developed to comply with AMSA certification requirements and made available to industry. A new Skill Set consisting of two Units of Competency, is to be developed to incorporate the regulatory requirements of AMSA for seafarer certification 4

5 Issues and sensitivities There are no residual issues identified by the Maritime IRC that have not been addressed within this Case for Change. Feedback was received during the consultation period that expressed support for the proposed Case for Change, with no dissenting views raised to the Maritime IRC for consideration. D. IMPACTS OF CHANGE Workforce identified benefits of change Maritime stakeholders consulted to date, have identified that the proposed changes to Maritime will result in the following benefits to the Maritime industry: enables maritime enterprises to develop a highly skilled workforce provides pathways for seafarers working as Able Seafarer Deck and Able Seafarer Engineer and on Roll on/roll off vessels enables training that complies with international code of safety for ships operating in polar waters enables regulatory compliance for Maritime organisations. Identification of risks of not implementing proposed change Maritime stakeholder consultation to date has identified that not implementing the proposed changes to Maritime will result in the following risks to the Maritime industry: A skills shortage for Able Seafarer Deck and Able Seafarer Engineer and seafarers working on Roll on /Roll off vessels No pathway for Able Seafarer Deck and Able Seafarer Engineer Non-compliance to Marine Orders and STCW Potential loss of Australian jobs in the maritime industry to overseas applicants Diminished Vocational Education (VET) market of Australian Registered Organisations Proposed approach and estimated timeframes for undertaking development work Completion of all development work is proposed to be undertaken over the period May 2018 to December The Maritime IRC intends to submit the Maritime Case for Endorsement, with supporting material, for submission to the AISC before 31 st January

IMPLEMENTING THE COAG INDUSTRY AND SKILLS COUNCIL (CISC) REFORMS FOR TRAINING PACKAGES This Case for Change addresses the COAG Industry and Skills Council suite of reforms to the system in response to the Review of s and Accredited Courses in the following manner: Removing obsolete and superfluous qualifications from the training system to make it easier for consumers to find the training relevant to their needs. o This Case for Change does not propose the removal of any obsolete or superfluous Maritime products. Making more information available about industry s expectations of training delivery, to training providers to improve their delivery and to consumers, to enable them to make more informed course choices. o An overview of maritime training delivery information relevant to the proposed changes will be included in the supporting Companion Volume Implementation Guide. Ensuring the training system better supports individuals, to move easily from one related occupation to another. o It will also facilitate the opportunity for seafarers working as Able Seafarer Deck and Able Seafarer Engineer to transition to Integrated Ratings. Improving the efficiency of the training system by creating units that can be owned and used by multiple industry sectors and housing these units in a work and participation bank. o This case for change proposes the development of new Units of Competency that can be imported into other industry s. Fostering greater recognition of Skill Sets. o The case for change proposes the development of four new Skill Sets for; Able Seafarer Deck and Able Seafarer Engineer Roll on / Roll off operations International code of safety for ships operating in polar waters Ensuring that accredited courses fill the gap in s and provide for training courses to be developed as quickly as industry needs them and support niche skill needs. o This case for change does not propose a requirement for development of an existing or proposed accredited course.
