1 CAREER ANNOUNCEMENT GENERAL MANAGER North Idaho State Fair Kootenai County Fairgrounds FINAL FILING DATE: December 10, 2016 or until filled TIME BASE: Full Time SALARY RANGE: $55,000+ depending on experience BENEFITS: Medical, PERSI, vacation LOCATION The Kootenai County Fairgrounds is located in beautiful Coeur d Alene, Idaho which is 33 miles east of Spokane, Washington. With a population of 44,137 (as of 2010 census), the city of Coeur d Alene is the largest in all of the North Idaho region. DESIRED QUALIFICATIONS Demonstrated knowledge and experience in developing and managing budgets, maintaining sound fiscal policy, supervision of day-to-day record keeping, including payroll, and preparation of board-required reports. Knowledge and experience in planning, organizational management and business development. Knowledge and experience in fundraising, grant and sponsorship development. Ability to work cooperatively and communicate effectively with staff, Fair Board, local businesses, media, elected officials and the community. Knowledge and experience in recruiting, training and supervising employees and volunteers. Knowledge and experience in developing and implementing marketing plans and strategies. Knowledge and experience in producing and directing community-relevant programs, entertainment activities and special events. Knowledge in the areas of facility maintenance, purchasing and contracting. Knowledge in the areas of public relations and technology. Ability to create and deliver public presentations. Experience in the fair industry a plus. Coeur d Alene is known as the Lake City as it boasts many lake views and is home to the Coeur d Alene Resort, one of the world s highest rated lakeside hotels (pictured below). North Idaho is known for having a plethora of outdoor recreation opportunities including camping, hiking, boating, ATV/UTV trails and much more. FACILITY FACTS 83 acres 32 structures (including horse/storage buildings) 46,000 square feet of heated, year-round event space with the largest building having a total of 17,500 square feet Arena seating for approximately 3,500 people Full service event rentals (tables, chairs, linens, drapery, sound, food/beverage, etc.)

2 OPERATIONAL FACTS 2016 Budget: $1.5 million Current full-time staff: Assistant General Manager, Office & Sales Manager, Marketing & Sponsorship Manager (open), Operations Manager, Event Services Manager and Event Services Coordinator. Current part-time staff: Finance Manager/Vendor Coordinator, Community Relations/Office Assistant 2016 Fair Attendance: 84, Fair Dates: August Major Interim Events: Home/garden show, dog and small animal shows, nonprofit fundraisers, motocross, wedding receptions and parties, flea market and auctions, gun shows, winter swap, crafts shows, etc. COMMUNITY SUPPORT/INVOLVEMENT Both the Fair and Fairgrounds are heavily supported by the community. The North Idaho Fair & Rodeo Foundation raises over $125K each year to support capital improvements and educational programs at the Fairgrounds. There are several committees that provide support to Fair operations including a very strong Rodeo group. Businesses and individuals contribute nearly $250K in event sponsorships and capital donations on an annual basis. 3 GENERAL MANAGER JOB DESCRIPTION JOB SUMMARY: The General Manager is responsible for the day-to-day operation of the Kootenai County Fairgrounds and its facilities as well as overseeing all aspects of the annual North Idaho State Fair & Gem State Stampede, creation and overseeing of off-season income producing events, and aggressive exploration of future positive projects. This includes, but is not limited, to supervising Fairgrounds staff; overseeing coordination and utilization of Fairgrounds facilities, and negotiation of contracts with individuals or groups wanting to use the Fairgrounds. This also includes coordination of events at the Fairgrounds and activities with other businesses and organizations. The General Manager is responsible also for attaining maximum use of the Fairgrounds and carrying out other duties as may be assigned by the Fair Board. The General Manager represents the interest of the Kootenai County Fairgrounds and North Idaho State Fair in accordance with policies, procedures, and standards established by the Fair Board. The General Manager maintains good public relations with the community and service organizations through the media or involvement in community affairs. SUPERVISION RECEIVED: The North Idaho Fair Board consists of seven members appointed by the Kootenai County Board of County Commissioners. The General Manager works under the general supervision of the full Fair Board. The General Manager works under the specific supervision of the Chair of the Fair Board and keeps h im/her informed on a continual basis of any and all activities, problems or concerns. If any conflict should occur between the Chair of the Fair Board and the full Fair Board, the General Manager will follow the supervision of the majority of the Fair Boar d. SUPERVISION EXERCISED: The General Manager supervises all Fairgrounds staff, paid and volunteer. FISCAL MANAGEMENT AND CONTROL: The General Manager is responsible for the fiscal management of t he Fairgrounds which includes: preparation of the annual budget, to be approved by the Fair Board, grant writing, assisting in audits, working with the Kootenai County Treasurer and County Commissioners, submitting to the Fair Board a monthly accounting of income and expenditures, presenting a year-end forecast; establishing and monitoring an accounting system for Fair and off-season season receipts and maintains an accurate inventory of materials and supplies. The General Manager handles all contract negotiations with vendors and facilities users, maintains the Fairgrounds in accordance with Kootenai County and Fair Board directives and policies and insures that all facilities are kept in good repair and operating condition, keeping within fiscal limitations. PERSONNEL AND PROGRAM DEVELOPMENT: The General Manager is responsible for hiring, supervision, discipline, and, if necessary, termination of all staff. The General Manager keeps the Fair Board informed of any changes that may affect the operation of the Fairgrounds or Fair. If necessary, the General Manager shall consult with Kootenai County legal counsel regarding fair employment practices prior to completing any terminations. The General Manager is responsible for helping develop and maintenance of all personnel policies and procedures. The General Manager is responsible for the review, analysis, and overseeing of federal, state, county, or city statutes, administrative rules, policies and procedures t o ensure the Kootenai County Fairgrounds and Fair is in compliance. A volunteer work -force is the mainstay of our Fair and must be recruited and maintained. 4 EXPERIENCE AND TRAINING: Experience in capital development, management of large events and facilities, association management, budgeting and working with paid and volunteer staff. Experience in the fair industry a plus. SALARY & BENEFITS: The General Manager is paid a monthly salary as determined by the Fair Board. This is a management position and may require more than 40 hours per week to complete job duties. After a 90-day probationary period, an evaluation is completed. The Fair Board performs an evaluation yearly, near anniversary date. Although the General Manager is not a county employee, the Fair Board agrees to provide the General Manager with some benefits that Kootenai County employees receive, including PERSI, medical, sick leave and vacation accrual and holidays. WORKING HOURS: Base schedule is 8 am to 5 pm Monday through Friday; however, some meetings require working evenings and the annual fair and other events may require varied hours to meet needs. 2
