1 Capability Manager, Security and Risk Technology Services and Solutions, Service and System Transformation The Capability Manager a key role in the delivery of Security and Risk services across DIA. The role is responsible for managing third party (consultants and contractors) capability and ensuring quality delivery of services across the portfolio. This includes ensuring that people capability is fit for purpose, resourcing adequately meets the needs of clients and oversight and governance is provided across all third party engagements. 2 Strategy Development and Implementation Assist in the development of strategies for Security and Risk Manage the implementation of the capability components of strategies Develop and implement a sourcing strategy for Security and Risk Create, develop and implement retention strategies for Security and Risk resources Capability Management Manage the efficient supply of resources in Security and Risk, ensuring the team is resourced appropriately including: Manage the supply of quality resource to projects & programmes, using a range of sources (contract and preferred supply agreements) Maintain a current view of people supply and demonstrate alignment to departmental need Maintain an up-to-date working knowledge of the Security resourcing market through the effective management of relationships with external suppliers Provide oversight of engagements, including monitoring and reviewing them regularly to ensure they meet agreed criteria Provide an escalation point for contractors and 3 rd party consultants, assisting with problem management, client relationships, process clarity and conflict resolution where required Team Management Lead critical planning for the team so that strategic goals are translated into deliverable business and work plans for the team Establish and develop a resilient and agile team culture based on capability development, bestpractice, continuous improvement and goal achievement Ensure that the team has people to meet current and future client requirements through effective recruitment, development, succession planning and All strategies are well planned, clearly communicated and align with DIA outcomes All strategies are successfully implemented, assessed and evolved where necessary Right resources are provided at the right time to ensure delivery across the portfolio Security and Risk is capable of continuously delivering across the portfolio, and proactively able to respond to any resource challenges The team is resourced appropriately and able to meet demand Panels are well managed, and engagements are governed ensuring quality resources There is a consistent clear view of supply and demand across the portfolio Engagements expectations are clear, well understood and performance monitored to successfully met these Contractor and 3 rd party consultants engagements are well supported and set up for success All contractors and 3 rd party consultants are fully aware of processes, methodologies and DIA practices that impact on engagement success Realistic and achievable business and work plans are created Team engagement is high and the culture supports both team members needs and the achievement of successful outcomes All HR processes are effectively managed and capability requirements are well understood and met Page 2 of 5

3 retention Manage the performance of contractors and 3 rd party consultants to SoW and Work Assignments agreed standards Produce formal reporting for stakeholders at both branch and at Department level as required Manage effective communications - providing a clear line of sight to DIA and TSS objectives, communications and messaging. Assist in the effective management of Security and Risks budget including: Ensure the overall supply of resources aligns to the stated demand Support the Manager in managing against set budgets through ensuring quality time keeping across the team Identify trends in resource utilisation and create early warning of possible issues with supply of resource meeting DIA demand Analyse budget and utilisation data to keep a record and build an ongoing plan for sustainable resource utilisation Stakeholder Management Establish, build and maintain effective and positive working relationships with key clients and stakeholders Provide a client account management process for key clients Manage the relationship with panel suppliers and other key vendors Consult regularly, requesting client feedback regarding process improvements, performance and approach Engage with and proactively solicit stakeholder feedback on Security and Risk capability and the achievement of outcomes Work with peers across TSS to build and deliver an integrated service delivery model Contract performance is monitored against standards and problems that occur are proactively managed High quality, fit-for-purpose timely reports are produced Communication across the team and suppliers is clear, effective and consistent with wider Departmental messages Budgets are effectively managed within Security and Risk Resources are fully utilised and all engagement cost recoverable Security and Risk has sound and effective working relationships with key stakeholders Clients are well understood, communication is open and honest and client satisfaction is high Panel and vendors are well managed, with high levels of satisfaction from both parties TSS provides cohesive, consistent and highly functioning service delivery model Continuous Improvement Contribute to the development and maintenance of continuous improvement processes for Security and Risk Contribute to TSS continuous improvement processes, including representing Security and Risks Continuous improvement is a priority to the team and connects to wider TSS and DIA initiatives Security and Risk are seen as a group who are always striving to improve across all areas Page 3 of 5
