HQ SACT VACANCY NOTICE Applications are now invited for the post of Project Coord (AirC2 Capability)/Sr AirC2 Sys Eng, NATO Grade A-3, on the staff of the Supreme Headquarters Allied Commander Transformation (SACT), a NATO Strategic Command in Norfolk, Virginia, USA. Contract: Salary: Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract. Starting basic salary (effective 1 January 2018) is USD per month to which relevant allowances will be added. 2 If you are a Subject Matter Expert in the CIS Enterprise Policy field, with experience in the AirC2/IAMD environment, looking to join a dynamic team working in a multinational environment, HQ SACT would be interested in hearing from you. Post Context ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO s posture, military structures, forces, capabilities and doctrines. The Capability Development Directorate (CAPDEV) comprises two Divisions Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements. The Capabilities Division coordinates the development of capabilities from capability planning through acceptance and then disposal with the management entities, NATO Headquarters staff and the NATO Governance Structure. This entails synchronizing horizontally across capabilities to achieve coherent efforts and outcomes. The Air C2/IAMD Branch leads the development of the NATO Air C2 capabilities, including Battle Management, Command, Control & Communication, and Intelligence (BMC3I), and additional tasks to maintain the capabilities required for the NATO level of ambition and the NATO Enterprise. It leads select areas of DOTMLPFI, with SMEs in the areas of Air C2, Integrated Air Missile Defence (IAMD) and Ballistic Missile Defence (BMD), as well as the related project coordination. The Branch supports cross-functional HQ SACT capability development, including NATO Defence Planning Process (NDPP). Her/she acts as Project Coordinator for the system engineering and technical aspects of the Air C2 Capability Programme, ensuring a holistic (DOTMLPFI) planning, implementation, acceptance and delivery for all the capability requirements and needs identified, within the Alliance. Furthermore, the staff officer supports the Air C2 Programme Director for the risk management and quality assurance of the non-real time Air C2 capabilities programme. Reports to: Section Head (Programme Director - AirC2) Principal Duties: He/she will a. Support the Air C2 Programme Director in the definition and execution of the Air C2 Capability Programme Plan, throughout the capabilities life-cycle; Supervises Air C2 software support arrangements, according to the policy line coming by his chain of command. b. Develop and manage the Air C2 Capability Programme and AirC2IS Project Plans, for all the deliverables correlated with the life-cycle, as directed by the

3 Portfolio Manager and the Air C2 Programme Director; need to have relevant skill set and experience for this role; c. Provide the Air C2 Programme Director with the programmatic data, as required, and executes the plans in Quality Assurance, in terms of cost, scope, schedule, performance and risk management, against agreed tolerances; needs to have relevant skill set and experience for this role; d. Report to the Section Head and advice him on SC matters to be coordinated with chairmen and secretaries of associated NATO committees, the NATO International Staff and International Military Staff, and National authorities, ACO subordinate Commands, and NATO procurement and in-service support agencies. e. Contribute to the acceptance, testing and documentation of Air C2 related capabilities. Support their transition to operation; f. Ensure that direction and policy of the steering committee (SC) is followed by the software sub-committees. g. Plan, coordinate and supervise the technical transition plans from Air C2 interim and legacy systems to AirC2IS; h. In coordination with appropriate NATO bodies, develop draft policies, concepts, plans and procedures for efficient software maintenance of Air C2 systems. i. Maintain a five year Programme of Work (POW), with associated resources and deliverables, and execute it in coordination with the related Programme Director, Science and Technology, Research and Development, Concept Development and Experimentation, and common-funded related-capability continuum of investments and activities; j. Support the Architect in the planning and implementation of the AirC2IS related architectures, as needed by capability requirements, their integration / system engineering and elicitation; k. In coordination with appropriate NATO Bodies and in support to the Cell Chef, develop draft CPs/Addenda/Projects/Transition l. Support the Air C2 capability life-cycle configuration and management structure, including chair or membership of various steering committees, working groups and subordinate committees; in particular, support the configuration control of the AirC2IS software and hardware baselines; m. Provide subject matter expertise (SME) or sponsor C2 or Communications and Information Services (CIS) works, related to any NDPP outputs or other deliverables needed to support Air C2 / IAMD capability development; n. Consolidate or coordinate reports to governance, supporting HQ SACT engagement with the relevant senior fora; o. Assist the Deputy Branch Head in the training on-the-job of other Programme Directors and Project Coordinators of the Branch.

4 Essential Qualifications a. University degree in Electronic engineering, IT or related discipline and 6 years post related experience. b. Comprehensive knowledge of the principles of control systems. c. Broad technical expertise in management, operations and maintenance. d. Wide experience in electronic engineering related to complex systems. e. Broad knowledge of complex systems. f. Experience in site and system performance monitoring. g. At least 6 years practical experience (participation and/or advice) in projects on design and/or implementation of Communications and Information Services, including at least 4 years of managing CIS (specialists) staff. h. Project management experience (Managing Successful Programme and PRINCE 2 preferred). Language English - SLP (Listening, Speaking, Reading and Writing) NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English. Desirable Qualifications Professional Experience a. Knowledge of project assessment methods. b. Knowledge of the funding procedures and submission requirements for technical projects. c. Understanding of the NATO Command Structure organization and relationships. d. Technical management experience in industry, national or military positions. e. Experience in software engineering related to complex systems. Education/Training a. Managing Successful Programmes (MSP) b. PRINCE2 Foundation and/or Practitioner or equivalent

5 Attributes/Competencies Personal Attributes: He/she must have good interpersonal skills and the ability to work well with others to produce coordinated and cohesive branch outputs. In addition, the post requires clarity of thought, the ability to analyses and extract information from a variety of sources and propose sound and wellreasoned solutions clearly and articulately. There is also a requirement for international travel as part of the duties of this post and to work outside normal working hours occasionally. He/she will be required to interface with staff at all levels of NATO and Nations, representing the Branch at meetings, inspections and conferences, presenting to those groups if necessary. These contacts will be both formal and informal. He/she will be required to interface with others at all levels and to actively participate in identifying solutions and proposals, but will not normally be expected to commit the organization without consultation and agreement within the branch. A good standard of interpersonal skills is required. Enterprise and business architecture - The creation, iteration, and maintenance of structures such as enterprise and business architectures embodying the key principles, methods and models that describe the organisation's future state, and that enable its evolution. This typically involves the interpretation of business goals and drivers; the translation of business strategy and objectives into an operating model ; the strategic assessment of current capabilities; the identification of required changes in capabilities; and the description of inter-relationships between people, organisation, service, process, data, information, technology and the external environment. The architecture development process supports the formation of the constraints, standards and guiding principles necessary to define, assure and govern the required evolution; this facilitates change in the organisation's structure, business processes, systems and infrastructure in order to achieve predictable transition to the intended state. Systems development management: The management of resources in order to plan, estimate and carry out programmes of solution development work to time, budget and quality targets and in accordance with appropriate standards, methods and procedures (including secure software development).the facilitation of improvements by changing approaches and working practices, typically using recognised models, best practices, standards and methodologies. The provision of advice, assistance and leadership in improving the quality of software development, by focusing on process definition, management, repeatability and measurement. Professional Contacts: This position can only be successful by leveraging a network of other NATO employees in the various headquarters and agencies. Due to the complexity of NATO policies, processes, and structures, rapid and effective coordination depends greatly on professional contacts. Contribution To Objectives: He/she is responsible for requesting the appropriate resources for Research and Development and for supporting the estimates for Operation and Maintenance.
