2 What countries are included in your definition of Latin America? Our definition of Latin America includes South American, Central America, Mexico, and the Caribbean. Is the focus on women or girls, or both? The focus is gender equality, which can apply to a wide range of groups. There is no specific group being focused on, but rather the goal is to further gender equality within the sector. When referring to gender equality, does this include gender diversity (women, men, transgender, etc.)? The focus of the fund is gender equality; there is no specific group that is being focused on or that we would not consider as long as the overall theme is gender equality. Is travel for data collection covered in this fund? We believe that travel is likely to be an important part of the research, so yes we are open to funding travel for data collection. However, keep in mind that we would be hesitant to fund a project for which the majority of the budget is allocated to travel, since the focus is meant to be on research/analysis. Can funding cover the development of an impact measurement tool? Yes, an impact measurement tool falls within the scope of the project as long as it meets the criteria specified in the RFP, including a focus on gender lens. What is your definition of practitioner? Practitioners include small and growing businesses or intermediaries such as investors and capacity development providers. 2

3 How much time is the project expected to last? Is dissemination included in this period? The maximum amount of time available is 12 months. We hope that dissemination would begin prior to the end of the 12 months; however, we also hope that dissemination continues well beyond this period. ANDE will work with winners to ensure that the projects funded are disseminated to the sector, as we hope these will answer important, relevant questions and generate long-term value. Can the study include old data, already collected but not published yet? If the data has not been used/analyzed and is not currently contributing to the sector, then yes. However, the purpose of the fund is for research and this should be the main focus. Will quantitative and qualitative data be accepted? Yes, both data types will be accepted. Is a training on the use of the impact measurement tool allowable? Due to the restrictions of the RFP, we cannot fund training. However, there are other ways to encourage the adoption of a tool and we have faith that our participants will find innovative solutions to achieve this. Would an INGO (as a practitioner) partnering with a business school (as a researcher) be an appropriate partnership? Absolutely. Academics are strongly encouraged as partners. Would you consider a modular proposal, with different subcomponents (all of which total $35,000)? Yes, the RFP includes a Budget section which you can breakdown in the way that works best for your project. The only criteria is that the sum does not exceed US$ 35,000; otherwise, you are free to allocate as you see fit. 3

4 How do you see the split of work between practitioner and researcher? There is no specific criteria in the regard; this is for you to determine in a way that is balanced, realistic, practical, and achieves your goals. On Item 3 of the RFP it says, the problem being addressed is this the problem the practitioner works with or the problem the researcher will solve for the practitioner? One of the goals of this fund is to foster collaboration between practitioners and researchers, so the issue should be something that both parties are interested in addressing. Matches are made on a number of criteria, one of which being the similarity in research questions. In this sense, there will not necessarily be a problem that the researcher is solving for the practitioner. Should the focus be a group of projects or the impact of one given organization? This is up to you! We do not have set criteria for this, so you have the freedom to design your project as you see best. Would you fund the development of measurement guidelines and tools for measuring women s empowerment? Absolutely! This is definitely within the scope of this project. In what part of the suggested structure should I describe the practitioner s project? That is, what the practitioner or intermediary does related to women and SGBs. In the second section of the RFP, you can provide a brief description of your organization(s). In the third section, you can offer a narrative description of the proposed project. 4

5 For projects with an African researcher and a Latin America-based practitioner, is ANDE envisioning that the regional comparison would involve measuring the impact of two similar interventions happening in both regions, or is the idea that the African researcher would go to Latin America and evaluate an intervention there? Either of these scenarios is acceptable and falls within the scope of this project as long as there remains a Latin American focus in the project. Are only small businesses eligible or can an NGO supporting women s livelihoods qualify as a practitioner? Most ANDE members are intermediaries and not SGBs (just working with them), so it could be an NGO. The term practitioner for the purpose of this fund is pretty widely defined. I understand that you don t fund capacity building or cohorts of accelerators. Would research that primarily benefits accelerators/tools for accelerators be accepted? Yes, this would be acceptable. A key component of this fund is to foster the research effort in the hopes of offering tools for those active in the sector (such as accelerators). I want to know more about the condition that primary data collection or analysis must be included as part of the submission; is this referring to the data collected in the research itself? This condition is designed to foster collaboration between researchers and practitioners. The practitioner is envisioned as the one providing data and the researcher doing the analysis that helps further the sector. In regards to [creating] learning or insight to be shared with the broader sector does this need to be attached to a research project? Or could it be a new training tool that helps academics run future projects? It can be an existing tool that is adapted to have a gender lens, or can have a gender focus already. 5
