The envelope containing the EOI Response to be super scribed with the title 1. 2 A single sign on and multi device compatible web portal is to facilitate execution of a host of services related to students and members on a self service mode where applicable. This requires information classification across various services where in such self service activities are identified and further enabled on this portal. This portal is envisioned to evolve as a first point of contact with a student and member to use this system to register them into the ICAI application landscape. The system shall act as a single source of truth to its stakeholders with a tight coupling with the available ICAI ERP. ICAI being a statutory body has created and adopted best practices across its organizational operations. It expects all its partners also to follow the same. In view of this, ICAI has framed the following guiding principles to be adhered by interested participants. The best practices may be more than what are specified below: The proposed solution should be an Integrated, Scalable, Modular and Highly Available. The proposed solution must be based on Service Oriented Access (SOA) principles and must adhere to a SOA based integration model across various modules of the system The proposed solution must implement a multi-level security across various tiers and software layers of the IT platform. Best practices from the industry must be implemented across the tiers and layers of the proposed solution and across various phases of the software development life cycle. Technical Scope of work and Commercials: The following constitute the Application Portfolio at ICAI and is expected to be delivered by the bidder as the scope of work. However, it may be noted that the list given below is not comprehensive and provides an indicative list of applications to be built for the purpose of expression of interest from various interested service providers. The detailed requirements will be published for each milestone of deliverables by the vendor on consent by SIRC of ICAI. 1. Web portal Hosting and maintenance a. SMS Half-yearly/Yearly Package Eligibility Criteria/Prequalification The bidder must possess the requisite experience, strength and capabilities for providing the services necessary to meet the requirements, as described in the EOI document. The bidder must also possess the technical know-how and the financial wherewithal that would be required to successfully provide the IT applications, systems and support services sought by SIRC of ICAI. The bids must be complete in all respect and should cover the entire scope of work as stipulated in the EOI document. The invitation to bid is open to all bidders who qualify the eligibility criteria as given below. Eligibility criteria are mandatory and any deviation in the same will attract bid disqualification. S.No. Criteria Documents to be provided 1 The bidder should be a company registered under the Companies Act, 1956 or an SME Certificate of incorporation 2 The bidder must have a track record of ERP implementations. 3 Bidder may mention possession of a CMM level 5, ISO 9001:2000 and ISO certification 4 The bidder or each member in case of a consortium should have positive net worth and an annual turnover of more than INR one Core or above for the last three Financial Years (FY 10-11,11-12,12-13) Documentary proof. Valid Copy of Certificate Practicing Chartered Accountant certificate for Net worth and Copy of the audited balance sheet of the company for the

5 specified years. 5 The Bidder should not be under a Declaration of Ineligibility or blacklisted with any of the Government/ Public sector unit Agencies 6 The responder shall be the single point of contact for SIRC of ICAI and shall be solely responsible for all warranties, upgrades and guarantees etc. An undertaking to this effect should be submitted by the responder. Other documents provided Bid Evaluation process All responses including the proposed solution(s) received by SIRC of ICAI shall be evaluated by the SIRC of ICAI. The responders may be called to present the solution proposed by them at their own cost at a specified date, time and venue to be communicated to them. Only the eligible bidders will be informed of their selection.
