2 TERMS OF REFERENCE 1. INTRODUCTION The Housing Development Agency (HDA) is a national public development agency which promotes sustainable communities by making well located and appropriately planned land available for the development of human settlements. As its primary activity, the HDA assembles state, private and communal land and releases it for development. In addition HDA provides project delivery support services to organs of state at local, provincial and national level. The current government plan as spelled out in the National Housing policy sets out the policy context for the upgrading of informal settlements and makes emphasis that the upgrading will take place on a progressive basis in a phased development approach that is flexible, needs oriented, optimises the use of existing land and infrastructure and facilitates community participation in all aspects of development. Informal settlements upgrading as set out in the housing policy has the following main objectives: To facilitate structured in situ upgrading of informal settlements as opposed to relocation; To recognise and formalise the tenure rights of residents within informal settlements; To provide affordable and sustainable basic municipal engineering infrastructure that allows for scaling up in the future; To address social and economic exclusion by focusing on community empowerment and the promotion of social and economic integration; To build social capital through participative processes and address broader social needs of communities. In line with the Outcome 8 Human Settlements Medium Term Strategic Framework (MTSF), the National Department of Human Settlements is mandated to asses approximately informal settlements and upgrade households in informal settlements to Phase 2 of UISP. 2. OBJECTIVES OF THE PROJECT Through the provision of National Upgrading Support Programme (NUSP) technical assistance to municipalities and provinces the HDA has supported 356 informal settlements within mining towns and these have been translated into an ISU project pipeline template for tracking implementation progress on all informal settlements supported. The pipeline provides background information, land information, level of basic services, developments readiness status and the overall tracking status (See attached Annexure A). The objective of this exercise is to appoint a well experienced service provider to provide and manage data capturing services for the purposes of populating additional assessment reports, municipal pre-feasibility plans outside the mining town provinces and municipalities. (This entails additional provinces and municipalities falling outside the mining towns. The additional reports to be captured in hard copy and / soft copy format will be provided upon appointment. 3. SCOPE OF SERVICES TO BE PROVIDED The successful service provider will be required to provide the following services over a period of 3 Months for data capturing of approximately 1500 informal settlements into the existing pipeline spreadsheet:

3 Assist with the enhancement and improvement of current Pipeline Spreadsheet Retrieve information from technical reports (hard copies / electronic copies) as well as populate information in line with the key fields pipeline spreadsheet Verification and validation of information in line with key of land information (i.e. land ownership, coordinates), through the use of LaPsis (land and property spatial information system) this resource will be made available by HDA. Prepare and submit progress report as and when required by the HDA 4. DELIVERABLES Data capturing services for 1500 Informal settlements identified by the HDA NUSP Team; Populated template, based on the existing ISU project pipeline template; Provide all the data populated in MS Excel format. 5. METHODOLOGY The service provider must supply a detailed methodology with this proposal. This must include: Proposed approach and planning process to be followed; A clear statement of available expertise and capacity to match the requirements of this assignment; Clear timeframe and project plan for completion of the project; Clear project budget aligned to the activities or tasks; An indication of any innovative approaches and value-add that the service provider may think appropriate. 5. TIMEFRAMES/ DURATION OF CONTRACT The successful service provider will be appointed for the duration of three (3) months. 6. REQUIRED SKILLS The submission of the proposal must demonstrate the following characteristics as an indication of the capacity and readiness to implement the assignment: i. At least 3 to 5 years experience in the field of human settlements development ii. Experience of working in data capturing and database management is a key requirement. iii. Ability to be efficient and accurate in data entry methods iv. Proven ability in effective written and oral communication v. Proficiency in the use of standard word processing, web browsers, spreadsheets and presentation software, database systems vi. Institutional capacity to successfully carry out an assignment of this nature. 7. EVALUATION PROCESS 7.1. The HDA needs to be satisfied, in all respects, that the organisation selected has the necessary resources, qualifications and abilities for this project, and that all submissions are regarded in a fair manner in terms of evaluation criteria and process.

4 7.2. The general methodology of selection will be that proposals will first be evaluated on their technical ability to perform the task. Any proposals scoring below 70% of the points noted in the table below will be disqualified for the second evaluation. The second evaluation of technically competent proposals will be evaluated against Price and B-BBEE using 80/20 Price/B-BBEE formula. REQUIREMENTS 8.1 Below are compulsory requirements for this service 8.2 It is important to note that the successful person will work under the supervision of an HDA representative, abide by HDA s Code of Conduct, and other organizational guidelines. 8.3 Kindly submit the following documents: SBD Forms (SBD4, SBD6.1, SBD8 and SBD9) obtainable from HDA Website: under compliance checklist. The HDA does not bind itself to accept any particular bid/proposal, and the HDA reserves the right not to appoint the service provider. The HDA expresses that in an event of any service provider being appointed on this job, there is no expectation that any follow up work on this project will be granted to the same service provider.
