JOB DETAILS Job Title: Responsible to: Professional Lead Speech and Language Therapy AHP Associate Director Date this JD written/updated: October 2013 Job Reference number: PCS JOB PURPOSE To be professionally and managerially accountable for patient care for the Speech and Language Therapy profession within NHS Borders, clinical governance, equity, implementation of evidence based practice, continuous quality improvement, research and development. To ensure safe, effective, patient centred and high quality direct patient care which is consistent and equitable across all care groups. Acting as the link between NHS Borders and the professional body, the post holder will primarily be responsible for addressing the professional issues relevant to, and affecting, their area of responsibility and NHS Borders. Will also contribute to the collective AHP perspective through working in partnership within the AHP Head of Professions. To ensure that Speech and Language Therapy staff within area of responsibility comply with the regulatory requirements set out in the Health Care Professions Council Standards. To advise the AHP Associate Director on all relevant matters pertaining to Speech and Language Therapy service within area of responsibility. To liaise with partner agencies to ensure the implementation of integrated SLT services. To work with Academic Institutions and the NHS to further the development of research within the Speech and Language Therapy service. To deputise for the AHP Associate Director as required. To coordinate the capacity of the uni-professional service to educate degree level students this will involve discussion and negotiation with HEI and balancing service delivery with the commitment to HEI. Adhere to and apply NHS Borders policies as appropriate. November

SCOPE AND RANGE To provide professional advice within Speech and Language Therapy, recognising each AHP service i.e. Dietetic\Podiatry\Physiotherapy\Occupational Therapy\Speech and Language Therapy has its own professional body with a unique uni-professional strategy and focus. The post holder will be an accountable source of policy level thinking within their own profession to support the ongoing development of professional practice and development of staff. 5. MAIN DUTIES Post-holder has autonomy in leading and managing the Speech and Language Therapy service in NHS Borders. Line management responsibility for; recruitment, absence management, appraisal, PDP, disciplinary and grievance- giving professional advice and guidance as appropriate. The post holder holds a delegated budget and is an authorised signatory. Whilst the post holder will be guided by principles and broad occupational policies, he/she will be expected to interpret and act on these for the profession on an autonomous basis, using judgement and experience of when it is appropriate to seek advice. 3 Accountable for clinical leadership and operational management of the service within sector area(s) for support, guidance and development of staff including responsibility for professional governance of this service. Ensuring appropriate training and development is provided for staff, including developing and delivering training to own and other professions across the multi-agency range of stakeholders. Be responsible for clinical and professional planning of the service within NHS Borders and across patient pathways, working with colleagues, peers and other managers from other areas as and when required/appropriate. Continually monitor, analyse, prioritise and advise on changes as required. To ensure adequate staffing levels, monitoring of service provision and performance including activity/waiting times, systems and procedures, clinical record keeping, communication etc. To lead and facilitate audit and research within specialist field, to further promote evidence-based practice within the profession in the designated area of responsibility, and wider organisation. Responsibility for ongoing service audit eg. waiting times Is responsible for the interpretation of national professional guidelines/policies and the implementation of same within service. Accountable for responding to complaints and supporting staff throughout the complaints procedure within NHS Borders. Regularly lead, undertake and facilitate audit and occasional research within own profession/sector, to support further evidence-based practice within own clinical practice, team and wider profession. Knowledge of the principles of clinical governance and their application to evidence-based practice, clinical audit and research and development. To directly provide expert advice to NHS Borders and across the organisation on profession specific issues. To participate in PACS on call rota. 6. SYSTEMS AND EQUIPMENT Ensure that all uni professional staff in Speech and Language Therapy comply with the agreed national and local standards of clinical record keeping, storage of clinical records and release of patient/clinical information. Have well developed computer skills a good working knowledge and practical skills in The use of appropriate software packages (e.g. e KSF, Word, Excel, Access, PowerPoint), use of the e-library, etc. Interpret and analyse a range of data to which informs individual service planning and supports the AHP Associate Director in NHS Borders wide discussion. DECISIONS AND JUDGEMENTS The post holder has autonomy in leading and managing the Speech and Language Therapy service in NHS Borders and is responsible for the interpretation of national professional guidelines/policies and their implementation within the service. COMMUNICATIONS AND RELATIONSHIPS Actively seek, establish, maintain and review networks/systems to communicate effectively (written, electronic and verbal) with staff, patients/clients, family and carers, other health professionals and internal/external agencies on all matters in a way that respects their views, autonomy and culture. Responsible for establishing and maintaining two way communication channels that keep informed staff, patients and colleagues. Use empathy and understanding when dealing with staff, patients and their family. Due to the range and highly complex nature of these contacts, the post holder will require highly developed communication skills to enable these complexities to be clearly understood. Diffuse potentially hostile and antagonistic situations with staff, patients and carers, using negotiation and interpersonal skills. Ensure provision of relevant information, written, oral and electronic, for documents relating to service provision. Required to develop and sustain strong and meaningful relationships and team working with AHP leads and other uni-professional leads. Develop, nurture and sustain effective working relationships with senior managers within and across the sector(s) ensuring agreed position / procedures / policy on key areas. Communicate with multiple stakeholders including, managers, partner agencies, partnership representatives and clinicians. Required to have the skills to adapt style to meet specific needs of audience e.g. patient liaison, public meetings; they may be required to take account of the needs of people with a range of communication support needs. The post holder will be expected to give formal presentations, both within and out with the organisation, to large groups. Communicate effectively and appropriately with the AHP Associate Director to ensure equity of service provision and coherence in matters of clinical governance within the area of designated responsibility. 5 9. PHYSICAL DEMANDS OF THE JOB Standard keyboard skills. Car driver. There may be a requirement for the post holder to adopt a flexible working pattern which meets the needs of the service. Requirement to travel between sites. Occasional exposure to verbal aggression using acquired skills to prevent situations from becoming volatile. Requirement to use VDU frequently on most days. Post holder will be expected to be mobile to undertake duties and this may involve travelling between sites for meetings etc. May be required to carry equipment e.g. laptop, presentation materials. Mental Effort Required to frequently re evaluate and adjust service provision due to shifting priorities, budgetary constraints and capacity to deliver the service. Dealing with conflict within the workplace. Competing demands of workload and professionally supporting service. Flexibility to respond to the demands of the environment including unpredictable work patterns, deadlines and frequent interruptions. Periods of concentration, for example when participating in and facilitating meetings with a variety of stakeholders and when compiling reports. Working with other sector professional lead colleagues ensure equity of service provision within the service delivery groups and overall across NHS Borders Negotiation and managing diverse opinion, priority, legislation and perspectives from staff, patients, carers and other agencies. Influencing change in cultures and behaviours to explore new and innovative ways of working in order to enhance patient care. Emotional Effort Dealing with information and situations which may occasionally be of an emotional and distressing nature Emotional conflict when dealing with professional staffing issues in line with HR policies. Need to listen, advise and support staff with, at times, highly distressing personal/professional problems. Requirement to deal with the emotional impact around staff professional complaints. Occasionally dealing with lone working and associated risks. Maintain staff morale through uncertainty and change. Dealing with staff grievance and disciplinary processes. Motivate, support and undertake mediation for staff in the service. KNOWLEDGE, TRAINING AND EXPERIENCE REQUIRED Qualifications A professional qualification to at least first-degree level within one of the AHP professions or equivalent. Supplemented by management qualification or equivalent experience. Current registration with the Health Care Professions Council. Experience Professional health care background with significant experience as a clinician at senior level. Previous experience of leading a team Experience of contributing to team and/or service development through change management and redesign Experience of multi-agency, multidisciplinary planning and delivery. Knowledge Understanding of NHS national and local health care policy impacting on health service delivery and priorities. Understanding of the evidence base and developments within the professional group and how these impact on service delivery. Understanding of the methodologies used in service improvement. Skills Well developed analytical and reasoning skills to enable effective management of high volume of highly complex information. High level of communication skills within a complex and at times unreceptive environment. Ability to adopt necessary leadership styles depending on the context. 8 TERMS AND CONDITIONS Grade and salary: Band 8A: 39,239-47,088 per annum pro rata Hours of work: 37.5 per week Fixed term for 1 year Annual leave: 27 days per annum pro rata Details of other types of leave entitlement (such as sick leave) are set out in the Agenda for Change handbooks.
