1 JOB DESCRIPTION Job Title: OBSERVER DATA AUDIT OFFICER Work Unit: Data Management Section of the Oceanic Fisheries Programme Responsible To: Principal Fisheries Scientist (Data Mgmt.) Responsible For: N/A Job Purpose: Job exists to ensure the completeness and accuracy of the regional observer data through : i. Development and implementation of audit systems to improve the quality of observer data at regional and national levels ii. Assistance with management of national observer data, including the capacity development of Pacific Island country counterparts in data quality control and conducting audits of national observer data iii. Assistance with management of the WCPFC Regional Observer Programme database which is the responsibility of the Observer Data Manager iv. Conduct systematic reviews (i.e. tests) if the new versions of the OFPdeveloped systems related to observer data entry and observer data management. Jobholder is accountable for Jobholder is successful when 1. Observer database management system Designs and develops auditing systems for the observer databases; Develops and updates documentation of systems and procedures relating to the audit process of observer data; Assists in the development and management of the regional and WCPFC ROP observer data, particularly in respect to importing data and quality control; Auditing and Data Quality Control systems for observer databases have been defined and communicated to the OFP Data Management Section development unit in an efficient and timely manner and satisfy the requirements of the OFP Observer database systems are reliable and maintained on a regular basis through data quality control and systematic auditing processes Documentation of systems and procedures relating to the data quality control and systematic audit process of the observer database are developed and updated on a regular basis Observer database systems are maintained and made available in an efficient and timely manner and satisfy the requirements of the WCPFC, member countries and FFA; New versions of the OFP Observer data entry systems (TUFMAN 2 observer component) are reviewed through a systematic process (testing) and issues reported to the Data Management Development unit in a timely manner; Page 2

Regional oceanic fishery data management services for WCPFC and FFA Assists member countries to provide Regional Observer Programme (ROP) data to the WCPFC; Undertakes Quality Control of ROP observer data provided by member countries and FFA before import into the WCPFC database ; Provide data quality control services to FFA with respect to observer data from FFA-managed sub-regional programmes. Member countries have been provided with ROP data (mainly through access to the OFP web reporting tools) to the WCPFC before the annual deadline and according to the data provision obligations. ROP Observer data provided by member countries and FFA have been rigorously checked/audited and imported into the WCPFC databases in an efficient and timely manner Data quality control services with respect to regional observer data have been provided to FFA in an efficient and timely manner 3. Fishery monitoring and Data management support for SPC members Develops observer database auditing systems for Pacific ACP countries; Works with national counterparts to conduct audits of observer data management systems; Observer data quality control (DQC) and auditing systems have been developed for member countries and implemented to ensure reliable observer data are available to the users. At least two audits of national observer data have been conducted per annum. Assists members in the provision of observer data to SPC for processing Assists in the development of observer debriefing processes Ensure that observer data are provided by member countries to SPC on a timely basis. Observer debriefing data are accessible to the OFP FEMA and have been checked and are complete. 4. Capacity building of SPC members Trains member country staff in areas of observer data quality control during incountry visits; Covers data auditing in training attachments conducted at SPC headquarters ; Contributes to regional tuna data training workshops. Member-country staff have been trained in observer data quality control during regional workshops or at least one in-country visit per annum Relevant contributions covering observer data quality control and auditing have been provided in at least two training attachments conducted at SPC headquarters per annum Relevant contributions in observer data quality control and auditing have been made to regional tuna data training workshops, when held Page 3

4 Work Complexity Most challenging duties typically undertaken: The complexity and volume of observer data and the range of potential issues that need to be resolved. This may be a combination of knowledge / experience, qualifications or equivalent level of learning through experience or key skills, attributes or job specific competencies. Qualifications Essential: Desirable: Tertiary degree in Information technology Qualification in designing and conducting training courses Knowledge / Experience Essential: At least five years experience with a relational database management system, ideally Microsoft SQL Server Demonstrated advanced level and experience with the SQL language Demonstrated experience in conducting extensive quality control of databases Good communication skills in English Ability to work and travel in a multicultural and multilingual environment Desirable: Experience with C# and the use of web development tools and platforms Experience is Microsoft ACCESS (related to the legacy observer database system) Knowledge of the concepts of auditing Experience in designing and conducting training courses Knowledge of tuna fisheries and experience with tuna fisheries database systems, particularly with observer data Experience with Geographic Information Systems, particularly QGIS Page 5
