1 Senior Finance Manager- Field Operations Location: [Africa] [Tanzania] Town/City: Arusha Category: Finance Job Type: Fixed term, Full-time Purpose of the position: Reporting to the Finance Director this Position will be responsible for providing leadership and Management of the Field Finance function at WV Tanzania.Working closely with the Senior Financial Analyst Risk and compliance at HO, Financial Analysts and the Senior Cluster Accountants at Cluster level, the position is responsible for ensuring that sound Financial practices and adequate internal controls exist within all projects, promote High standards of accountability and stewardship of resources, Ensure timely and Accurate Financial reporting to Partnership Office and Donors, and Promote strong audit performance and Compliance. Through Matrix Reporting this position will directly supervise, Coach and Motivate Senior Cluster Accountants. Communicate World Vision's Christian ethos and demonstrate a quality of spiritual life that is an example to others. Major Responsibilities: Financial Reporting and Accountability. Oversee preparation, review and timely submission of ADPs Financial Reports.

2 Ensure Financial and Accounting integrity of all WV Tanzania Cluster Offices in all areas including asset management. Audit Performance and Management. Coordination of ALL Project Audits i.e (Internal and External, and GC,) working with HO Departments and Senior Cluster Accountants to facilitate audits. Ensure that responses Management responses to all project audit reports are done timely. Financial Analysis Ensure that Financial analysis for different stake holders are prepared and shared timely.(smt,nd briefs, Board and Region). Ensure Monthly Finance Report to EARO are prepared timely. Ensure Quarterly Department reports are prepared timely. Risk Management. Ensure Quarterly Field Financial Reviews are performed in all Clusters for risk assessment and mitigation, and that issues arising therefrom are adequately and timely addressed. Coordinate Annual Internal Control Assessments in all the Clusters and ensure that Internal Control Assessment Templates ( ICAT ) are completed and

3 submitted by January 31st of every year. Budgets Development, Management and Control. Ensure that local income reconciliation is done on monthly basis. Facilitate preparation, review and submission of projects annual operating plans and budgets in line with partnership guidelines. Ensure effective utilization of all projects budgets in line with WV Policies and donor requirements. This includes and not limited to analysis of spending against approved budgets, monitoring of ADPs budgets and addressing variances. Budgets Control and Management by ensuring all Financial Commitments like contracts, hiring of staff, constructions and procurements at NO are based on approved Budgets. Capacity Building. Working together with the Senior Cluster Accountants, Grants Finance Mangers, Financial Analysts and Senior Financial Analyst to ensure that continuous capacity building for all Finance and Non-Finance staff, SMT and Partners like CBOs, etc. is conducted. Facilitate implementation of Global Field Finance Initiatives like GEMs, Annual Internal Control Assessments, Sun 6 system implementation, WV anti-corruption and Fraud training. Page 3/5

4 Financial Integration and Coordination Conduct joint meeting with Operation staff for updating on financial and operation matter. Engage in and ensure that appropriate tools like CFP, coaching and mentoring etc are practiced within Finance to enhance smooth staff relations, succession planning and accountability. Develop performance agreement and individual development plans with team to enhance accountability. Qualifications: Education/Knowledge/Technical Skills and Experience The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training: Qualification required: Bachelors Degree in Accounting, Finance or equivalent. Experience: Minimum 7years in Financial Management at senior level preferably in NGO. Experience in working with various donors like USAID, ECHO,GOG, CIDA etc. is preferred. Fully qualified Accountant with CPA (T) or ACCA and member of NBBA. MBA will be added Advantage. Page 4/5
